What License Do I Need?

At the Irish National Sailing & Powerboat School we offer both the Irish Sailing training scheme and RYA (Royal Yachting Association) training scheme for powerboating.

There’s no powerboat “license” per say, upon successful completion of the course, a certificate is issued to you. The Irish Sailing certificate is called the “National Powerboat Certificate” and the RYA certificate is called the “Level 2 Powerboat Handling”.

Choosing which certificate, you require primarily depends on where you live. Neither is more internationally recognised than the other, while the RYA certificate may be more applicable to say the Mediterranean, there is an EU wide licensing scheme called the ICC (international certificate of competency) which supersedes national certificates, and this is what we recommend you apply for upon course completion. The ICC is what you would need when on holiday abroad.

  • If you are a resident in the Republic of Ireland, you will require an Irish Sailing “National Powerboat Certificate” as Irish Sailing, the governing body for sailing, powerboating and windsurfing are the ICC issuing body in Ireland.
  • If you are a UK, including Northern Ireland, resident you would require an RYA certificate.

  • VHF SRC Radio Course  – important for those heading to sea. It’s a legal requirement to hold a VHF licence when operating a VHF radio in Ireland. We offer the Irish Department of Marine course, the one you’ll need if registering for a “Ships Radio License” if you are planning on installing a VHF radio on your own boat.
  • Essential Navigation & Seamanship  – Brush up on your navigation and theory with this online course, building upon the introduction you’ll receive to these topics on your powerboat course.
  • Practise the skill; Powerboat Charter  – We have a number of our RIBs available for three hour and full day charter to keep the skills you’ll learn on the course fresh.

  • Plan RYA Powerboat Level 2 Course Plan Day 1: - Start with a Safety Briefing: Attention is crucial as you'll need to conduct a briefing yourself during the course. - Detailed Look at Safety Equipment Onboard: Discuss legislation related to first aid kits, flare kits, etc. Understanding legal compliance is essential and will help you avoid serious fines in Spain. - Procedure for Starting the Engine and Casting Off: Learn how to start the engine and unmoor the boat. - Coffee Break. - Practice in the Port of Denia: Perform slow-speed maneuvers, including forward and reverse movements. Focus on reverse gear control, effects of wind and tidal current, turning the boat, and understanding the pivot point. - Break for Lunch. - Practicing Coming Alongside and Leaving a Mooring: Includes both Mediterranean mooring and the fuel dock, with close turn practices. - End the Day with Theory: Navigation, chartwork, and COLREGs. Day 2: - Start with Coffee and a Working Breakfast: Plan a coastal passage. Course Details

The RYA Powerboat Level 2 course provides the skills and background knowledge needed by a competent powerboat driver and is the basis of the International Certificate of Competence.  For more information on ICC click here . After completing the course you will be self-sufficient in handling a powerboat in the right conditions, aware of your own limitations and those of your craft.

Minimum age to attend course is 12 and under 16s will receive an endorsed certificate.

Powerboat Level 2 course is aimed at students without any previous knowledge and experience on powerboats.

Course Content

The course provides two days of practical training in boat handling and safety in powerboats. The course covers everyday boat handling and the use of safety equipment, securing to a buoy, anchoring, planing speed manoeuvres, collision regulations, leaving and coming alongside, and man overboard recovery drills.  

The 2 days will be predominantly practical and on the water with only minimal sessions ashore .  During the shore sessions we will cover some essential navigation points and the basic portions of the International Regulations for Preventing Collisions at Sea.

There is no exam during the course, rather it is a continuous learning and evaluative experience during these days with your instructor.

Students who successfully complete the RYA Powerboat Level 1 or RYA Powerboat Level 2 course are awarded the appropriate RYA course completion certificate. This course will also enable you to apply for the ICC (International Certificate of Competence).  

Please note that it is mandatory by law to have a license to drive a pleasure craft in Antigua and Barbuda.

Course Duration – 2 day

Without a doubt the most popular RYA Powerboat Course in the world, the RYA Powerboat Level 2 is a two-day practical and theory course that acts as the starting point for providing all the skills and background knowledge that you need to go afloat safely, including man overboard recovery and collision regulations.

It is also the most popular powerboat charter qualification and is also known as the ‘Powerboat Handling Level 2’. Those gaining their Powerboat Level 2 can then apply to the RYA for their ICC (International Certificate of Competence).

RYA Course

Course Duration – 1 day

Our one-day First Aid course covers all the usual first aid subjects, but from a boating perspective. It is aimed at anyone who goes afloat, whether on inland waters, rivers, estuaries, or on cross-channel passages. This course is MCA approved and satisfies the requirements for Coastal Skipper Yachtmaster and Advanced Powerboat certificates of competence and some commercial work afloat.

Marine Radio SRC Course and Exam

This RYA Marine radio SRC (Short range certificate) course and exam for anyone who owns a fixed or handheld marine VHF radio. A vhf radio is an important piece of safety equipment on board and it is vital to understand the correct procedures. The Short Range Certificate is the minimum qualification required by law to control the operation of VHF and VHF Digital Selective Calling (DSC) equipment on any British flagged vessel voluntarily fitted with a radio either fixed or hand held. Bottom line is that you need an RYA VHF Radio License otherwise known a Short Range Certificate.

ICC  Assessment

Course Duration – 1 Day

The ICC (or to give it its full title International Certificate for Operators of Pleasure Craft) is a certificate which is intended to provide evidence of competence when requested by officials in foreign countries. It was historically known as the International Certificate of Competence. 

(Where evidence of competence is necessary, is intended for British recreational boaters operating UK registered Pleasure Vessels and is based both on what we understand the law to say and boaters’ experiences in the country. The RYA generally recommends carrying the ICC as evidence of competence in other European countries).

RYA Course

Safety Boat

Course Duration – 2 Days

This two-day course provides the skills required when acting as an escort craft, safety boat or coach boat for a fleet of dinghies, windsurfers or canoes, or for racing or training activities. It includes rescue techniques and elements of race management and mark laying. It is strongly recommended that a member of the rescue crew should hold a first aid certificate (or should have experience of first aid).

Applicants should have a basic understanding of sailing boats and windsurfers (though not essential). RYA Powerboat Level 2 certificate must be held prior to this course

With no previous sailing experience necessary, the RYA Competent Crew course is an ideal introduction to yachting. Over 5 days, you will learn how to steer a yacht, put up the sails and handle them, become familiar with nautical terms and learn how to live on a yacht, among other things.

In sailing, safety is of utmost importance, which is why you will also learn how to assist in the recovery of a sailor overboard, operate flares and use lifejackets, harnesses and life rafts. 

You will also sail over 100 nautical miles, enjoy at least 4 night hours’ sailing and visit many of the harbours and anchorages of the Cape area. The training you receive will ensure that you can function as a confident and competent member of any sailing crew.

As an aspiring skipper, 2 Oceans Maritime Academy will introduce you to the fundamentals necessary to take a yacht to sea. You will be taught basic navigation and pilotage, which includes chart work, position fixing, plotting a course to steer, weather forecasting, understanding tides and the international regulations for preventing collisions at sea. 

You will also learn about the parts of a yacht, emergency and safety equipment, points of sail and the theory of sailing. The RYA Day Skipper Theory course is conducted at our 2 Oceans Academy training Centre close to the Hout Bay Harbour, Chapman’s Peak and a short walk from the beach. All RYA course material will be supplied.

Taking charge of a yacht can be a daunting yet highly rewarding experience. Under the guidance of our expert instructors, you will gain the knowledge and hands-on experience you need to confidently skipper a yacht in a variety of sailing conditions.

By completing short passages as skipper, each student practices weather forecasting, victualling, engine maintenance, sail selection, passage planning, watch keeping, navigation, pilotage and importantly boat handling under power and sail.

On completion, you will receive an RYA Day Skipper Course Completion Certificate. If you then wish to sit a South African Sailing assessment you may do so. This would entitle you to a Certificate of Competence that allows you to skipper a yacht along the coast of South Africa in daylight hours.

This advanced course in navigation and meteorology is perfect for those who are working towards taking the Coastal Skipper or Yachtmaster offshore exam. It is also ideal for those wishing to skipper a yacht on longer coastal passages.

Navigation aspects of the course include position fixing, course shaping and plotting, tidal knowledge and the use of Almanacs, Admiralty publications and electronic position finding equipment (GPS).

The meteorology section includes the taking and interpretation of forecasts, plotting of weather systems and weather prediction by observation and using a barometer. 

International Regulations for Prevention of Collision at Sea is covered in detail and time is invested in learning how to apply this information when planning and executing passage plans.

During this practical course you will be guided through navigation – both offshore and in limited visibility conditions. You will also learn advanced weather forecasting and passage planning in addition to watch-keeping and preparation for sea. The programme takes place in the tidal waters of Saldanha Bay and Langebaan Lagoon and includes advanced skippering and boat handling techniques in preparation for the Royal Yachting Association exams. Tackling RYA Level 2 Powerboat Handling

RYA Senior Communications Officer and Editor of InBrief, Emma Slater, shares her experience of the RYA Powerboat Level 2 course ... 

I don’t profess to be an amazing sailor but I have completed a few courses and have some sea miles under my belt. However, when it comes to power boating I’m a complete novice. Working for the RYA's communications team, I’m often out in RIBs working with the RYA’s video producer, interviewing boaters and taking photos - and have watched and admired the skill of our RIB drivers as they whizz around race courses keeping ahead of the action, manoeuvre effortlessly in to what sometimes appear to be the tiniest of gaps and gently apply the throttle for a smooth ride.

After numerous outings holding on at the back I decided it was time I got my hands on the throttle, so, along with my colleagues James and Chris, I signed up to tackle the RYA Powerboat Level 2 course and get some skills of my own.

Hear how James, Chris and I got on when we visited one of our local training centres, Southampton Water Activity Centre (SWAC) in Southampton, where our instructor Jon Kirby put us through our paces and honed our skills to claim our PB Level 2 certificates.

Why did you want to take the course?

. ICC Chris: It’s a course that I have wanted to do for a while as a sailor with access to RIBS, as it gives you an understanding of using powerboats but more importantly, for me, access to an

Emma: I wanted to take the course so that when I’m out on the water doing interviews if I needed to take control of the boat I would know what to do. Also I think it’s a really useful skill to have.

James: As the RYA’s video producer I’m often out in RIBs so I needed to know how to drive one in case of an emergency.

What expectations did you have for the course? What did you think it would involve? Anything you were concerned about before doing it?

Emma: I was hoping that we would have lots of time actually doing the skills. I knew there would be classroom elements to the course but I am a practical person and learn best by doing. My biggest concern was the possibility of me doing something wrong and crashing the boat!

Chris: Truthfully I wasn’t expecting so much hands-on experience. I was expecting a fair amount of it to be classroom based, so was surprised at the amount of time we had in the boats. I knew the course was about boat handling skills and safety, as I have friends that have done the course. The only concern was how cold the weather was going to be!

Can you talk us through what you did on the course?

Chris: The course I did at SWAC was a 2 day course. Firstly we were introduced to the RIB. We were shown around all areas of the RIB explaining what things were and what they did, but most importantly the kill cord and grab bag. After this is we talked through and then launched the RIB from a trailer. It was then out on the water where we did some basic manoeuvres so we knew how the boat would handle, figure of 8’s forwards and backwards etc. Then it was in to the classroom to talk about weather and first aid. From here it was back out on the boat to do some tight space handling, followed by some slow speed approaches to a mooring buoy. We also discussed ColRegs in the class room and when we were on the water.

On the second day we were using a bigger RIB with twin engines. To start the day, as a group we did some navigation work, planning where we were going and the length of time it would take. We were then off to the RIB, where we started with some slow speed handling in confined spaces to get used to how this bigger RIB handled. It was then time to fuel up which involved tackling a lock. From here we started our passage plan and did some high-speed turns. The emphasis here was about the whole boat communicating and being part of what we were doing. After lunch we did the return passage, when we did a lot of man-over-board practice. We finished our time on the water with some final coming alongside practice and close quarters handling. It was then back to the classroom for a bit of rope work.

Emma: As you can see from Chris’s account it was a pretty full on two days but great fun. Our instructor was excellent at answering any questions or concerns we had and giving us all plenty of time to really get to grips with what we were learning. One thing I did find surprising was when we launched the RIB for the first time how easy it was to push the trailer with the RIB on it and manoeuvre it to the water, easily managing to do it on my own!

James: I was pleased that before we did anything we had a briefing with our instructor so he could establish what level of experience we all had.

What part of the course did you enjoy the most?

James: I loved that the course was very practical and even when you’re not driving the boat you are always busy helping the driver and learning from the instructor.

Chris: I think the most enjoyable part was all of the boat handing I did. It was great to have someone there telling you what you needed to do, but also not being so involved that you weren’t feeling that it was all in your control. Probably the best part is when you complete your first small space manoeuvre.

Emma: Much like Chris I really enjoyed the hands-on part of the course, actually taking control of the throttle and making the decisions about how to manoeuvre the boat, park it, and turn it around.

What elements of the course did you find difficult?

Chris: I did have a bit of difficulty doing some of the slower manoeuvres like approaching the buoy, but the more time I spent doing these, the more and more confident I got.

James: The most difficult aspect of the course for me was the rules of road, but John explained it really clearly to me and kept reinforcing what he was telling me when we were on the water which made things much easier to understand.

Was it easier / harder to do than you may have thought?

Emma: Surprisingly I actually found it easier than I thought it was going to be, even when we moved into the larger RIB which did have me quite worried the first time I saw it. But having John close by did help build my confidence.

James: It was easier than I thought. Once you have a basic understanding of piloting the RIB it then becomes more about the rules of the road and how the tide and wind will affect your passage.

Chris: I think it was actually harder than I was expecting, some of the slower speed handling was very difficult to start with.

What did you learn from the course?

James: Tons. It was a real eye opener.

Chris: I learnt a lot, the main thing being that you always wear a kill cord, but also some great techniques and skill of boat handling in confined spaces.

Emma: I learnt loads, especially the skills needed for manoeuvring in small spaces and bringing the boat alongside and the importance of always wearing a kill cord and communicating with others on board.

Why do you think this is a good course to do?

James: I think anyone that’s thinking about putting themselves at the controls of a RIB needs to go on this course, for their own safety and the safety of their passengers.

Emma: The course gives you a really good appreciation of how important it is to know what you are doing when out on the water and build knowledge and confidence handling your boat.

Chris: It’s a great way for people to learn about using RIBS and powerboats and gain experience and knowledge that will make them safe on the water. I personally think all boat owners should have a qualification like this.

How will you be using the skills your learnt?

Emma: It means that when we have to go interview, film or photograph people on the water I can drive one of the RYA RIBs and not always have to rely on a third party to take us.

Chris: I have gained an ICC so I will hopefully using my PB2 qualification when on honeymoon this year, but mainly, it’s to support the team when they have filming/interviewing duties on the water.

James: The general understanding I have gained from attending the course has given me the basic skills to drive the RIB and what to do in an emergency situation and how to avoid those situations in the first place.

What would you say to someone else thinking about taking the course?

Emma: Just do it. You’d be surprised what you can achieve in just two days. The course is full on but loads of fun and you’ll come away with loads of new skills.

Chris: Do it, it’s a lot of fun and a great way to learn something on the water in two days that gives you an internationally accepted qualification.

Learning and development bursaries awarded to Midlands clubs

Eight sailing clubs across the Midlands have been awarded grants from a new regional fund to support training and engagement.

RYA Midlands Learning & Development Bursaries provide support for training and projects to help get more people on the water.

Launched by the RYA Midlands Regional Team, the bursaries offer grants of up to £250 for individuals and £1,000 for clubs, centres and groups, to cover up to 60% of the costs for training or capacity-building initiatives.

Bursary administrator Andrew Yates said: “It was pleasing to see so many applications for the first round of funding from our RYA Midlands Learning & Development Bursaries.

“There was a lot of interest and we received a wide range of ideas from clubs wanting to make the most of the opportunity to support and grow their activities.

“We hope these small grants will make a big difference towards helping clubs create an inclusive, sustainable and vibrant future for the sport in the Midlands.”

Instructor boost

Among the clubs receiving funding during the 2024 round of allocations was Northampton Sailing Club, which was awarded an £800 grant.

This will support the continued growth of the club’s youth and junior section, which seen an increase in participants over two years from 10 to 75 for this season, including more than 25 children on its windsurfing programme.

Activities will include qualifying six club volunteers as RYA Windsurf Instructors, which as Training Principal Tom Powell explained in the club’s application will provide a “huge positive impact for the club, the volunteers and the youth members”.

In line with the RYA’s  Together on Water  strategy, the aim of the grants is to encourage and grow inclusive participation across all aspects of boating in the region, including racing, cruising, board sports, Sailability, OnBoard and youth and junior activities.

RYA Midlands Learning & Development Bursaries were also awarded to:

  • Glossop Sailing Club in Derbyshire: £600 towards its Sailing Forward Together project to help revitalise its OnBoard provision for young sailors and reintroduce a junior section, including six days delivered by an RYA trainer to develop skills and encourage volunteers to become instructors.
  • Trimpley Sailing Club in Worcestershire: (pictured top, credit Simon Yeomans) £500 to support volunteer qualifications to give the club an additional RYA Dinghy Instructor, RYA Senior Instructor and RYA Race Coach Level 2, to develop the club’s team and enhance sailing and racing pathways for training and retaining junior members.
  • Sutton Sailing Club in the West Midlands: £100 for an individual to complete an RYA Powerboat Instructor course, in turn enabling more volunteers to undertake powerboat qualifications through the availability of in-house training and sessions for the club’s growing female membership.
  • Himley Hall Sailing Club in the Black Country: £1,000 towards ‘Fun on the Water’ sessions in partnership with local Scouts groups, supporting the club to reach out to young people, build ties with the local community and attract a much-needed younger demographic.
  • Blithfield Sailing Club in Staffordshire: £1,000 to grow windsurfing and winging, supporting delivery of an RYA Windsurf Instructor course for up to 8 candidates, and training of a Wingsurf/Wingfoil Instructor and RYA Intermediate Windsurf Instructor, alongside in-house training of Assistant Instructors.
  • Middle Nene Sailing Club in Northamptonshire: £1,000 to support the club’s youth racing team, including refurbishment of three Topper dinghies to increase the availability of club-owned boats for new youth sailors to use for training and racing.
  • Covenham Sailing Club in Lincolnshire:  £980 towards expanding the training team, enabling six members to qualify as RYA Dinghy Instructors to support activities and sustainability by encouraging people from the local community to learn to sail and join.
