The Mercury Racing Midwest Challenge, a festival, and celebration of powerboat racing, will feature the top categories of U.S. powerboat racing. More than 40 teams from around the world will be competing. International marine motorsport promoter Powerboat P1, the Formula One Racing Series, and Mercury Marine, a Fond du Lac, WI-based manufacturer of high-performance marine propulsion, selected Sheboygan as the host city for this inaugural powerboat race. 6:00-10:00 pm: Kickoff party at City Green/Downtown . View all the powerboats in the Midwest Mercury Challenge. Dance to the music with the Past Curfew band. Brat fry, food trucks, and beverage concessions are available. Free to the public.

SATURDAY AUGUST 12

10:00 am-4:30 pm: Watch the powerboat races streamed to the jumbo screen at the official event stage located at the end of South Pier Dr. next to Blue Harbor Resort. The outdoor vendor area includes event sponsors, racing teams, local shops, and food trucks. A VIP tent is also located in this area. Tickets for the VIP tent are available at mercuryracing.com/midwestchallenge. 10:00-10:30 am: Class 1 – Pole Race. Watch high-speed powerboats jet across the water at 160 mph as they battle for pole position. Viewing areas along Sheboygan South Beach, Kite Beach, King Park, and South Shore. Bring blankets, chairs, food, and drinks. Food trucks are also available at various locations. 10:30-11:00 am: F1 – Testing/Qualifying/4 Minutes + 1 Lap. F1 powerboats can reach speeds in excess of 160 mph. Watch the qualifying rounds on the F1 Race Course near the Sheboygan Yacht Club. 11:00-11:30 am: Opening Ceremony. National Anthem and Color Guard at the official event stage located at the end of South Pier Dr. near Blue Harbor Resort. 11:00 am-6:00 pm: Sheboygan Yacht Club Brat Fry. Great outdoor viewing for races located on the one-mile F1 race course. Bring a blanket and chairs. Beer garden, brat fry, burgers, and more are available on a cash basis. 11:30 am-12:30 pm: F1 Races. Heat 1 and 2, each 6 minutes + 1 lap of high-speed powerboat action on the one-mile F1 course located near the Sheboygan Yacht Club. 12:30-1:30 pm:  Military Demonstration . View a five unit ribbon bridge demonstration along the south shore behind Blue Harbor. 1:30-2:30 pm: Class 1 – Race 1 – 12 Laps. Watch this challenge on the six-mile offshore race course located along Sheboygan South Beach, King Park, Kite Beach, and South Shore. Bring blankets, chairs, food, and drinks. Food trucks are also available at various locations. 2:30-3:30 pm: F450R Race – 9 Laps. The best view for this race is near the Sheboygan Yacht Club. Bring a blanket and chairs. Beer garden, brat fry, burgers, and more are available on a cash basis. 3:30-4:30 pm: Superstock – Race 1 – 9 Laps. Superstock powerboats race on the six-mile offshore race course along the Sheboygan South Beach, King Park, Kite Beach, and South Shore. Bring blankets, chairs, food, and drinks. Food trucks are also available at various locations. 5:00-6:30 pm: Meet and Greet. View the winning powerboats of the day as they motor down the Sheboygan River and dock at the end of South Pier, near the VIP and Vendor Area.  Get up close to the winning boats and talk to the team. Meet the legends of past F1 challenges and mingle with powerboat royalty.

Sheboygan to host international powerboat racing event in August

SHEBOYGAN, Wis. — The City of Sheboygan was selected as the host city of an inaugural powerboat racing event for Aug. 11-13, 2023.

The city was selected by international marine motorsport promoter Powerboat P1, the Formula One Championship Series, and Mercury Racing.

The Mercury Racing Midwest Challenge is a powerboat racing festival that will feature top categories of U.S. powerboat racing. This includes the UIM Class 1 World Championship, F1 Powerboat Championship, and various offshore racing classes.

According to the city, more than 40 race teams will participate with competitors from around the world.

“When we toured cities to host the event, Sheboygan stood out due to its beautiful water, lodging options, outdoor recreation space, and a local government group that was eager to learn more about powerboat racing and host this one-of-a-kind event,” added Stuart Halley, general manager of Mercury Racing. “Our race support team and collection of marine products are featured in powerboat races around the world and now there’s going to be a powerboat race weekend in the Midwest, less than an hour from our corporate headquarters.”

Deland Park and Harbor Centre Marina will be the Pit Area for race teams. There will also be Fan Zones with vendors, merchandise, activities, and free viewing of the races. There will also be a ticketed VIP hospitality suite with catered lunch, an open bar, lounge seating, and televisions.

Full details on the powerboat racing event will be announced in the spring. Here's what we know so far:

  • Saturday, Aug. 12: Race Weekend kicks off with F1 Powerboat racing, P1 Offshore powerboat testing, UIM Class 1 pole position qualifying, a RaceBird exhibition, an electric boat featuring power from Mercury Racing that will premiere in the E1 World Championship in 2024.

The city of Sheboygan has been selected to host an inaugural powerboat race event in August.

SHEBOYGAN, Wis. - The city of Sheboygan has been selected by International marine motorsport promoter Powerboat P1, the Formula One Championship Series, and Mercury Racing to host an inaugural powerboat race event from Aug. 11-13.

A news release says the Mercury Racing Midwest Challenge , a festival and celebration of powerboat racing, will feature the top categories of U.S. powerboat racing including the UIM Class 1 World Championship, F1 Powerboat Championship, and various offshore racing classes. More than 40 race teams are expected to participate with competitors from around the world, including Australia, Italy, Sweden, Canada and Norway.

Deland Park and Harbor Centre Marina have been identified as the Pit Area for race teams to prepare their boats and there will be Fan Zones with vendors, merchandise, activities, and free viewing of the races for powerboat fans, Sheboygan residents, and tourists. There will also be a ticketed VIP hospitality suite, offering a catered lunch, open bar, lounge seating and televisions to enhance the viewing experience.

Full details of the Mercury Racing Midwest Challenge will be announced in spring, but the tentative agenda includes:

  • Friday, Aug. 11, Downtown Block Party to meet the race teams and see the boats up-close, with live music, food and beverage.
  • Saturday, Aug. 12, kicks off Race Weekend with F1 Powerboat racing, P1 Offshore powerboat testing, UIM Class 1 pole position qualifying, and an exhibition of the RaceBird, an electric boat featuring power from Mercury Racing that will premiere in the E1 World Championship in 2024.
  • Sunday, Aug. 13, showcases a full day of racing with F1 Powerboat, P1 Offshore and the high-speed Class 1 boats in action.

The Mercury Racing Midwest Challenge will be televised globally as well as in the U.S. on CBS Sports Network and Bally Sports Regional Networks, showcasing the Sheboygan lakefront and downtown district.

Powerboat P1 returns to Sheboygan, WI, on August 9th, 2024, for the Sheboygan MidWest Challenge. Sheboygan is on the western shore of Lake Michigan, about 50 miles north of Milwaukee, with a population of around 50,000. The Sheboygan MidWest Challenge, a festival and celebration of powerboat racing, will feature the top categories of U.S. powerboat racing. The UIM Class 1 World Championship returns with boats capable of 160 mph. For the first time, Sheboygan is also a host city to the American Powerboat Racing Association's (APBA) National Championship, with 14 classes of fast boats in action. More than 60 race teams are expected to participate with competitors from around the world, including Australia, Italy, Sweden, Canada, the United Kingdom, Puerto Rico, and the Bahamas. “We are very excited to host this event right here in Sheboygan and bring powerboat racing back to our city. We love showing off our pristine shoreline and our number one natural resource, Lake Michigan. Powerboat P1 has today announced its P1 Offshore race calendar for the 2024 season, which sees the series heading to Wisconsin again and returning to favorite venues in Florida. The Sarasota and St. Petersburg grand prix events on Florida’s Gulf Coast move away from their traditional dates around the Independence Day and Labor Day vacations respectively and will provide an exhilarating climax to the season in September and October.

Cocoa Beach on the Space Coast will again host the season opener in mid-May with a weekend of ‘fast boats and cold drinks.’ Thunder On Cocoa Beach will be celebrating its 15th anniversary of staging this event and its Executive Director, Kerry Bartlett will be unveiling special plans to mark this milestone.

In August, racing will return to Sheboygan on the western shore of Lake Michigan for a second year. Sheboygan Area Tourism Zone reported that last season’s inaugural Mercury Racing Midwest Challenge delivered an economic impact of $4.7 million with more than 40,000 attending the three-day festival, and this year’s event in August will be open to all offshore classes. Mayor Ryan Sorenson said: “I am thrilled to welcome back this exhilarating event to the Malibu of the Midwest. It not only showcases our City’s stunning waterfront but also brings together the community in celebration of speed, skill and the thrill of competition. This sense of excitement and unity contributes to the vibrancy of Sheboygan.” City Administrator Casey Bradley added: “This event not only brings a surge of energy to our City but also underscores our commitment to hosting world class events. We appreciate the partnership with Powerboat P1 and Mercury Racing, and we eagerly anticipate the positive impact the race event will have on our local economy and community spirit.”

Another event milestone will be celebrated in September with the 40th anniversary of the Sarasota Powerboat Grand Prix, making it the second longest-running powerboat festival in the United States. For decades the racing has been a unique, prestigious event that brings significant value to the county. Local media reports that it generates millions of dollars in economic impact every year with up to 16,000 room nights, and P1’s national and international television deals showcase the city’s many attractions to an audience of more than 200 million homes. Pete Harvey, Director of Sports at Visit Sarasota County commented: “The Grand Prix draws enthusiastic crowds, capturing the attention of visitors and residents alike. It attracts a diverse range of attendees which generates a sizeable surge in tourism and spending.”

The season finale will see the race teams head along the Gulf Coast to St. Petersburg for the Monster Energy St. Pete Grand Prix. Now in its fourth year, the event has quickly become a favorite venue will the racers and it will see the APBA national champions crowned in October. “We’re excited to see one of America’s best waterfront locations selected to host the Powerboat P1 grand prix event,” commented Visit St. Pete/Clearwater President/CEO Brian Lowack. “We love the opportunity to show off the spectacular downtown St. Pete waterfront and award-winning St. Pete Pier as spectators come from near and far to our beautiful destination or tune in on TV around the globe to see some of the most exciting action on water.”

Seven teams are expected to compete in this season’s UIM Class 1 World Championship and races will be staged at the P1 Offshore events. Powerboat P1’s aim is to attract more teams and build the worldwide television audience to return Class 1 to the summit of the sport. “Our goal is to have a fleet of 12 boats by 2025” said P1 CEO Azam Rangoonwala. “We want to grow the world championship commercially and promote the series both in the United States and internationally to deliver enhanced value for race teams, host venues, sponsors and partners.”

The Second Annual Sheboygan Midwest Challenge, produced by Powerboat P1 takes place Aug. 9-11 and promises exhilarating powerboat racing on Lake Michigan.

The weekend promises a festive atmosphere with two full days of world-class powerboat racing. The fun begins on Friday, Aug. 9, with a Downtown Block Party showcasing plenty of powerboats on display, food, drinks, and live music. Then on Saturday and Sunday over 50 race teams will compete for the checkered flag with Class 1 teams reaching speeds of up to 160 mph. The best viewing area is along the lakefront at the end of South Pier Drive. Throughout the weekend, race teams will be on display in Deland Park.

New to the event this year is an enhanced VIP Viewing experience and the Class 1 Experience. This year’s VIP viewing experience offers upgraded amenities for guests, a live stream of all the race action, expanded seating options, and enhanced dining and beverage selections with a cashless experience making purchases a breeze. Corporate hospitality areas will also be available.

The Class 1 Experience will provide race fans with a true behind-the-scenes tour of the biggest and fastest powerboats on the water. It includes private access to parties, events, private tours, team meet & greets, and ultra-premium race viewing on both race days. “We aim to create a memorable experience for race fans and attract more people to this thrilling sport," says Hospitality Director Christy Masters.

Last year’s event generated an estimated $4.7 million in economic impact and attracted 43,000 visitors to the area. It not only boosted the local economy but also significantly raised the profile of Sheboygan, with Powerboat P1’s national and international television coverage showcasing the city’s many attractions to a worldwide audience of more than 230 million homes.

Powerboat P1 has today announced the UIM Class 1 World Championship race calendar for the 2023 season, which sees the series heading to Wisconsin for the first time and returning to favourite locations in Florida and Indiana. A fleet of eight Class 1 boats is expected to compete in the six-venue championship from May through to September.

In October 2020, the Union Internationale Motonautique (UIM) assigned to Powerboat P1 the international rights to Class 1 racing in an exclusive ten-year agreement that includes organisational and promotion rights to the world championship. However, with the pandemic seriously impacting the 2021 season by preventing overseas teams from traveling to the United States, it wasn’t until this year that P1 was able to action its plans to attract more race teams and grow the series through social media and building the worldwide television audience.

Racing will kick off at Cocoa Beach on Florida’s Atlantic Coast in late May, before moving to the Gulf Coast at the end of June when the Sarasota Powerboat Grand Prix will celebrate its 38 th  anniversary. In August the series will head north to Indiana for the Michigan City Great Lakes Grand Prix, and a new event in the Wisconsin city of Sheboygan on the western shore of Lake Michigan will host the Mercury Racing MidWest Challenge.

Featuring the top categories of U.S. powerboat racing including Class 1, the three-day festival is expected to attract more than thirty teams to race along the Sheboygan waterfront. In early September the Class 1 fleet will be back on the Gulf Coast in St. Petersburg, and P1 CEO Azam Rangoonwala is in advanced discussions to stage a season finale in Miami. “We raced in this iconic city in 2018 and returning this year with the Class 1 boats would create an outstanding climax to the 2023 championship,” said Rangoonwala.

“As we look ahead to the 2023 season, I can confirm that both the M CON Racing Team and Sudrheim Offshore Racing will be joining the series to give us an international field of eight boats with teams representing Australia, Sweden, Norway and, of course, the United States,” said P1 CEO Azam Rangoonwala. “The M CON team will compete in a fully branded Monster Energy boat. This new canopied Skater 438 catamaran is the first purpose-built Class 1 boat for more than a decade. With Sudrheim Racing flying the flag for Norway next year, we can look forward to another Scandinavian team battling for the world title.”

This season’s championship will build towards an international race calendar in 2024 with host venues in Scandinavia and the Middle East being added to the schedule. In five years’ time, the key goal in P1’s development plan is to have twelve Class 1 teams racing at ten international venues. “Our live streaming this season will be significantly enhanced by the introduction of a new timing system which will show boat positions, distances between boats, speeds and lap times as live graphics,” explained Rangoonwala.

“We’re on an exciting journey and our mantra is to take UIM Class 1 back to the pinnacle of offshore racing,”

added Rangoonwala.

Mercury Racing Midwest Challenge Taking The Party Public

The first two events of the year celebrating Mercury Racing ’s 50th Anniversary—the V-10 400R outboard introduction at the Miami International Boat Show and the V-8 500R debut and gala in Charleston, S.C.—required an invitation. That was only appropriate given that both happenings involved new-product reveals for media members and boat builders.

But this weekend, the company is taking its 50th birthday bash public with the inaugural Midwest Challenge. Open to all offshore racing fans and random passersby, the celebration starts Friday with a block party in downtown Sheboygan, Wis., and will be followed Saturday and Sunday by powerboat races in the Formula One, Class 1, 450R Factory Stock and Super Stock classes.

Why those classes? All have engines from the Fond du Lac, Wis., company as spec power. Though the boat count is not official, there should be seven Class 1 teams, four to six 450R Factory Stock teams, as many as 12 Super Stock teams and eight Formula One tunnel boats competing this weekend.

“Mercury Racing is known to go above and beyond,” said Mike Yowaiski, a member of the Powerboat P1 livestream broadcast team that includes this reporter. “I don’t expect this event to be any different.”

Class 1 qualifying will kick off the weekend action.

Saturday’s action is slated to begin at 10 a.m. with a pole-position qualifying round for Class 1, followed by a practice session for Formula One from 10:30 a.m. to 11 a.m. The Formula One boat will compete in two separate heat races slated to be finished at noon ahead of an hour-long “military demonstration.” Racing will resume at 1:30 p.m. starting with Class 1 action. The 450R Factory Stock class green flag is scheduled to fly at 2:30 p.m., followed by the Super Stock contest at 3:30 p.m.

The action resumes Sunday at 10:30 a.m. with another Formula One class heat race. A Color Guard exhibition/opening ceremony will run from 11 a.m. to 11:30 a.m. and immediately will be followed by the Super Stock contest. After a military demonstration set to end at 1:30 p.m., the 450R Factory Stock teams will take to the course followed by Class 1 at 2:30 p.m. and the Formula One tunnel-boat final at 3:30 p.m. An award ceremony in the vendor area is set to start at 6 p.m.

All of the action will be broadcast live on the P1 Offshore Facebook page .

Asked what she’s most looking forward to about the Midwest Challenge, reigning 450R Factory Stock-class world champion Taylor Scism cited the weekend’s two-race format.

“I am looking forward to racing on back to back days, “ said the TS Motorsports team driver. “I also think it’s cool they have broken up everything into sections by class including testing. I have never seen it done like that and I am excited to participate.”

TNT Custom Marine ’s John Tomlinson, her throttleman, agreed. “I like that it’s a double-race event,” he said. “I’m also looking forward to racing in a new venue.”

On Thursday before the races, competitors in town early will have the opportunity to tour the Mercury Racing facility, which typically does not offer tours of any kind to anyone, regardless of industry status.

“That’s what I’m looking forward to most,” said Brit Lilly, who drives the Class 1 Huski Ice Spritz raceboat with throttleman Steve Curtis and runs his own marine shop called Lilly Sport Boats in Arnold, Md.

Curtis said he is particularly ready to tackle the Sheboygan event.

“From my own perspective after finding the gremlin that has messed us up for the start of the season, I’m looking forward to getting back on a level playing field,” he explained. “It’s great to see the entire Class 1 fleet starting to come together.

“And watching different types of powerboat racing at the same venue should be really fun,” he added.

What should be even more fun for the multi-time world champion is watching the premiere of “In The Lead With Steve Curtis,” the second episode of season No. 3 of the documentary video series produced by Speed On The Water and Scrapyard Media. The video will air Thursday afternoon on the Speed On The Water YouTube channel.

Shaun Torrente Racing , which recently secured Allied Construction Management Systems as a new sponsor , is among the companies backing the upcoming Midwest Challenge video produced by Scrapyard Media and Speed On The Water.

During the Sheboygan event, the Scrapyard and Speed On The Water team will be capturing racing action and video interviews to chronicle the event—with a twist or two. A trio of Mercury Racing partners/dealers, MTI , Shaun Torrente Racing and TNT Custom Marine are sponsoring the video.

Said Super Stock-class racer Reese Langheim of the Jackhammer team, which comes into the Midwest Challenge with one first-place and two second-place finishes, “It’s not about racing. It’s about our big racing family coming together and it looks like Mercury is going to put on a heck of a show.”

Added his ever-practical wife, Sara Elizabeth, “And we get two days of racing. There’s so much prep that goes into a race weekend, so it’s nice to get two races out of all that work instead of just one.”

Like most competitors coming to the Midwest Challenge, Jackhammer team owners Reese and Sara Elizabeth are excited to have two Super Stock races in the same weekend.

Who's on the Aug. 13 primary election ballot for Sheboygan County? We have the answer.

S HEBOYGAN COUNTY – Several state assembly seats for districts covering Sheboygan County communities will be among races in the partisan primary election Aug. 13 .  

Voters must vote within one political party on their ballot — Democratic, Republican, Constitution, Libertarian or Wisconsin Green — otherwise their votes will not be counted. Winners of contested races will move forward to the general election Nov. 5. 

Sheboygan County voters will see candidates for U.S. Senator, Congress, state assembly and Sheboygan County treasurer and register of deeds on ballots. Write-in options will be included, too.  

Voters should also be aware their residence may be in a different district than last time, as several Sheboygan County communities have changed state assembly districts as a result of redistricting.  

Polls will be open 7 a.m. to 8 p.m. on election day Aug. 13. Voters can check their registration status, polling place, municipal clerk and see a sample ballot based on political party at myvote.wi.gov.  

When and where to register and vote for the upcoming primary

Individuals interested in registering to vote by mail or online must do so by July 24. In-person registration can be done at the municipal clerk’s office by 5 p.m. Aug. 9 or at the polls Aug. 13.  

Regular and permanent oversea registered voters must make sure absentee ballot requests are received by the municipal clerk by 5 p.m. Aug. 8, and indefinitely confined and military members must make requests no later than 5 p.m. Aug. 9. Ballots have been sent out since the end of June.  

Early voting runs July 30 to Aug. 11, with availability based on municipality office hours.

Republican candidate field for U.S. Senate race to narrow

Eric Hovde, Charles Barman and Rejani Raveendran are vying for the Republican slot in the primary. The winner could go up against U.S. Sen. Tammy Baldwin, who is the only Democrat listed on the primary partisan ballot. Baldwin was elected in 2012.

U.S. Sen. Ron Johnson’s term ends in 2028.  

The seat for Congressional District 6 is also contested between Incumbent Republican Glenn Grothman and Democrat John Zarbano. Grothman has held the office since 2015.  

State Senate District 20 now includes Random Lake, Cedar Grove

Republican Daniel Feyen from Fond du Lac and Republican Timothy Ramthun from Campbellsport are on the ballot for the Republican slot in the state Senate District 20 race. Michael Rapp from Van Dyne is the Democratic candidate.

Republican Incumbent Duey Stroebel is running in the state Senate District 8 race because of redistricting.

District 20 represents parts of Dodge, Fond du Lac, Ozaukee, Washington and Sheboygan counties, including Random Lake, Adell, Cedar Grove and the towns of Scott, Sherman and Holland.

Republican candidate challenges incumbent in Assembly District 25 primary

Two candidates are vying to unseat Republican incumbent Paul Tittl from the 25th District seat: Democrat Stephen Welch from Two Rivers and Republican Dave Wage from Manitowoc. 

The district represents Two Rivers, Manitowoc, part of the town of Sheboygan and the town of Mosel, which was in District 27 before redistricting. 

Terry Katsma not seeking reelection for District 26 

Democrat Joe Sheehan and Republican Amy Binsfeld are in the race for the 26th District seat, both from Sheboygan. The seat is held by Oostburg’s Terry Katsma, who announced in the spring he would not seek reelection. He was first elected in 2014. 

“In this next chapter, I look forward to spending more time with my children, grandchildren and many friends, as well as traveling and taking more road trips with my wife, Nancy,” Katsma said in an April news release. “All my life, I’ve never forgotten the Biblical advice, ‘to act justly and to love mercy and to walk humbly with your God.’” 

Amy Binsfeld is the current assembly representative for District 27, but redistricting moved the city of Sheboygan to District 26, which was previously split between the two .

District 26 represents the city of Sheboygan, town of Sheboygan and the town of Wilson.  

Oostburg village president running for District 27 seat

Two Republicans and one Democrat are listed on the primary ballot for the 27th District seat. Republican candidates are Lindee Rae Brill from Sheboygan Falls and Brian Hilbelink, who is currently the Oostburg village president. The Democrat candidate is Kay Ladson from Fond du Lac.  

District 27 represents some parts of Fond du Lac, Manitowoc and Sheboygan counties. Sheboygan communities include Elkhart Lake, Kohler , the city of Sheboygan Falls, town of Sheboygan Falls, city of Plymouth, town of Plymouth, Oostburg, Howards Grove, Cascade, Waldo and the towns of Mitchell, Lima and Lyndon.  

Assembly District 59 includes lower part of Sheboygan County

The race for the 59th District seat includes Democrat Jack Holzman and Republican Robert Brooks on the ballot. Holzman is from Belgium and Brooks is from Saukville. Incumbent Ty Bodden is not seeking reelection.

The seat represents parts of Dodge, Fond du Lac, Ozaukee and Washington counties. Sheboygan County communities are also included because of redistricting — Cedar Grove, Random Lake, Adell and towns of Scott, Sherman and Holland.  

Sheboygan County level races are not contested

There are no contested races at the county level.  

Possible candidates listed include Sheboygan County District Attorney Joel Urmanski (R), Clerk Jon Dolson (R) , Treasurer Laura Henning-Lorenz (D) and Register of Deeds Ellen R. Schleicher (D). County level offices will have write-in options.

Referendums on appropriation powers of funds will appear on ballots

Voters will have the chance to vote "yes" or "no" on two proposed amendments to the state constitution, regarding limits on the governor’s appropriation powers of funds.

The first reads, “Delegation of appropriation power. Shall section 35 (1) of article IV of the constitution be created to provide that the legislature may not delegate its sole power to determine how moneys shall be appropriated?” 

The second reads, “Allocation of federal moneys. Shall section 35 (2) of article IV of the constitution be created to prohibit the governor from allocating any federal moneys the governor accepts on behalf of the state without the approval of the legislature by joint resolution or as provided by legislative rule?” 

The amendments are brought forth by Republicans, who hope to remove the current requirement that the legislature pass a law to appropriate funds from the state treasury and require the governor receive legislature approval before spending federal funds. Under current law, Gov. Tony Evers has been able to allocate federal funds without legislature approval, like pandemic relief for child care and education .
