One of four people plucked from the ocean after a 40-foot yacht sank south of Discovery Island last Friday is dead, says the B.C. Coroners Service.

Spokesperson Ryan Panton said the coroners service is investigating the incident, which occurred about three nautical miles south of Discovery Island, east of Oak Bay, but could not reveal any additional details.

Three individuals and a dog in a 10-foot dinghy were located by a U.S. Coast Guard helicopter from Port Angeles, two hours after the initial mayday call was received by the Joint Rescue Co-ordination Centre at around 6 p.m. from the pleasure craft.

A fourth person was spotted in the water by a CH-149 Cormorant at around 9 p.m., about one nautical mile from the dinghy in the middle of the yacht’s debris field.

The man, who was “found to be unresponsive upon arrival,” was recovered by a Royal Canadian Air Force helicopter crew, said U.S. Coast Guard Petty Officer Michael Clark, adding that all four were U.S. citizens.

Clark said the MH-65 Dolphin helicopter was already airborne for scheduled operations and was diverted for the response.

Multiple sea and air units responded to the mayday call, including two aircraft based out of 19 Wing Comox — a CC-138 Hercules and a CH-149 Cormorant. Marine vessels deployed included the Canadian Coast Guard Ship Cape Calvert and 33 Oak Bay, a coast guard auxiliary vessel.

The U.S. Coast Guard said the dinghy contained two teenage girls and an adult woman who were all showing signs of hypothermia and were airlifted to Victoria General Hospital.

The dog was picked up by a Canadian Coast Guard vessel shortly after.

The yacht, named A Little Serenity, was registered in Kenmore, Washington, a suburb northeast of Seattle.

The U.S. Coast Guard said the sea at the time of the incident was swelling with five-foot waves and windspeeds were at 23 mph.

Police Commissioner Col Blanch praises rescue of pair from sinking yacht off Hillarys

Top cop praises rescue of crew from sinking yacht.

Police Commissioner Col Blanch has thanked those who helped rescue two crew members from a sinking yacht off Hillarys, saying it could have been a “very dangerous and tragic outcome”.

The pair were recovered from a single-masted yacht called the Serenity which was believed to have run aground on a reef on Sunday.

Police say they responded to an emergency call about 4.35pm, advising them there was two people onboard and water was flooding the vessel.

Vision showed the front of the yacht was left almost submerged in the choppy waters off Hillarys.

Journalism for the curious Australian across politics, business, culture and opinion.

Water police and Department of Fire and Emergency Services marine rescue Whitfords deployed vessels to the area, while the Westpac Life Saver rescue helicopter and RAC Rescue helicopter were also activated.

The marine rescue crew arrived at the scene first, and were able to confirm the two crew members were still onboard the vessel and remained alongside them until water police arrived a short time later.

Dramatic body-worn camera vision shows the moment police arrived, telling the pair: “We’ll get you to come aboard our boat, you’re going down. You need to get off.”

Two people were rescued from the water after their yacht, Serenity, sank.

The two crew members onboard were taken to Hillarys marina and remarkably, they avoided serious injury.

Meanwhile, debris spilled into the water after it took just minutes for the boat sink.

On Monday, Mr Blanch thanked everyone who responded to the emergency.

“It was a great response and saved lives because it could have been a very dangerous and a tragic outcome, but thankfully, a good result,” he said.

Superyacht Owner Adventures and 112 (37.2m) Flagship M/Y Serenity

Posted March 1, 2018 in Charter by Janine St.Denis

The 122-foot (37.2m) Flagship motor yacht SERENITY is a true testament to her name. Built in 1993, but fully refitted in 2017, SERENITY offers guests a tranquil oasis from which to explore the natural wonders of the Pacific Northwest and Alaska. Eight guests are welcomed aboard for the ultimate luxury adventure — which is exactly what her owners wanted. SERENITY is their first yacht; they purchased her in 2016 and have been delighted by her ever since. Avid charterers, the owners of SERENITY were keen to explore the incredible waters from Seattle to South Alaska; for them, owning their own yacht was the next step.

They spend between six and eight weeks a year on board in the Pacific Northwest and Alaska. Previously named TALOS, the owners dubbed their yacht SERENITY because “that is how we feel when we’re aboard. She is the perfect yacht for this region,” her owners say. There are lots of enclosed spaces, like the flybridge — which can be alfresco — and the skylounge, that allow you to enjoy the sights regardless of conditions. The region in which the yacht cruises is unlike the traditional tropical yachting hot spots. Which is just how her owners like it. They’re often on board in Alaska. First thing in the morning, the owner will enjoy a run on the yacht’s treadmill, then the adventures begin. SERENITY’s 29-foot Alaskan-style fishing boat, the SERENE MACHINE, is fully outfitted for exploration. It is perfectly suited to be independent of the main yacht for the day and comfortably accommodates eight people. The SERENE MACHINE has a stand-up day head and is enclosed in order to protect from the weather. The SERENE MACHINE is perfect to take guests ashore for hikes, get up-close-and-personal with glaciers, cast a line and hope to reel in the big one, and cruise alongside pods of orcas and other incredible wildlife. “We’ve had it only one season,” the owners say, “and it opened up the utility of the yacht in ways you never imagined.”

One of the owners’ favorite aspects of the yacht is the on-deck master. “It’s a huge plus as opposed to being downstairs,” they say, but also mention, “The yacht has great spaces for gathering with everyone on board, but it also has places perfect for some quiet time to read a book or watch the scenery go by.”

Master bedroom SERENITY

SERENITY’s owners love Alaska and Puget Sound; this region is their favorite cruising destination. “The beauty and the wildlife are incomparable to anywhere we’ve ever been,” they say. “From the islands and changing nature of the landscape to seeing whales, otters, eagles and bears, to going fishing and crabbing, there’s so much to do — we love enjoying the many things that part of the country has to offer.” Another favorite cruising location for SERENITY’s owners is New England along the Penobscot Bay of Maine and farther north into Canada. They also enjoy The Bahamas, specifically the Exumas — they really love the fishing there. But they maintain that no matter where else they have cruised, Alaska is by far the most unique. “It’s constantly changing and always surprising you,” they maintain, adding, “There’s one spot in Red Bluff Bay where you can nose the yacht to a tidal waterfall then cruise a couple of hundred yards and spot a bear fishing in a meadow, then in a few more hundred yards, you drop the shrimp pods to catch dinner.”

Serenity Yacht

SERENITY is the perfect yacht in the perfect location for her owners. They enjoy every moment aboard and they offer her for charter, allowing guests to relish the luxury and incredible location that go hand-in-hand with SERENITY. “She was on the charter market when we bought her,” the owners say. “We expected to be aboard between six and eight weeks a year in Alaska and with her already consistent charter following, it made sense for us to make her available to others in those incredible waters. The responses from clients who cruise in that area are always the same — they are blown away. Unless you’ve spent a lot of time up there, it’s unlike anything you’ve experienced before. We also get a lot of compliments on our incredible crew, but what guests talk about most are their experiences in the hidden bays in which they anchor, and the incredible opportunities SERENE MACHINE has opened up.”

Charter guests get to enjoy everything from fishing to wildlife spotting — “one group of charter guests were out on SERENE MACHINE when a pod of orcas came by,” the owners say. “One of the whales was swimming on its back under the boat, getting a belly scratch from the keel.” Another favorite memory for guests is cruising past glaciers and picking up a piece of floating ice for cocktails that evening.

OWNER'S SUITE — SERENITY | Northrop & Johnson

The captain and crew of SERENITY further enhance the onboard experience. From the captain with a 20-year Navy career and lots of big-boat experience to the chef who creates incredible Alaskan feasts from the fresh fish caught by the guests that day, the crew up the ante aboard SERENITY, ensuring an enjoyable, five-star experience for all.

After all, yachting is all about having fun! “We love being on the water,” the owners of SERENITY say. And their yacht allows them total flexibility and total peacefulness. “We love to anchor out in a beautiful bay with nothing around us but nature.”

Man dead, woman and teens rescued after yacht sinks off Vancouver Island

One man is dead after a 12-metre yacht sank in the Strait of Juan de Fuca south of Victoria on Friday.

The British Columbia Coroners Service confirmed Wednesday it is investigating one death that resulted from the incident.

The United States Coast Guard rescued one woman and two teenage girls from a dinghy that was associated with the sinking vessel around 7 p.m.

A U.S. Coast Guard rescue helicopter from Port Angeles, Wash., was dispatched to the scene, approximately three kilometres south of Victoria.

The air crew found and hoisted the woman and teenagers into the aircraft and took them to Victoria General Hospital after they showed signs of hypothermia.

U.S. Coast Guard Petty Officer Michael Clark says the sunken vessel was found nearby and identified as a 12-metre yacht named A Little Serenity.

The vessel is registered in Kenmore, Wash., northeast of Seattle, and all four people aboard were U.S. citizens, Clark said.

It is not known what caused the yacht to take on water and sink, nor what caused the death of the man on board.

The vessel had no prior contacts with the U.S. Coast Guard and was most recently certified by the agency on April 19, according to U.S. Coast Guard records.

"I can confirm that the B.C. Coroners Service was notified and is investigating one death resulting from this incident," Ryan Panton, spokesperson for the B.C. Coroners Service, said in a statement to CTV News.

"As we're very early in the process of trying to determine all of the facts, I have no additional information available at this time," the statement concluded.

The U.S. Coast Guard says it was first alerted to the vessel in distress by the Joint Rescue Co-ordination Centre in Victoria. The agency said the Canadian Coast Guard found the deceased male among the wreckage of the sunken boat and took him away on a Canadian rescue boat.

The Canadian Coast Guard declined to provide any details about the incident, instead referring questions to B.C. Emergency Health Services, which in turn referred questions to the B.C. Coroners Service.

The U.S. Coast Guard says the vessel went down in one-and-a-half-metre seas with winds reaching 37 km/h.

Solar-Powered Cruising: Serenity 64

  • By Yachting Staff
  • Updated: March 20, 2020

Serenity Yachts 64

Serenity Yachts is promoting its Serenity 64, one of two models (with the Serenity 74) in the builder’s lineup of solar-powered yachts.

The Serenity 64 is built with a carbon-fiber hull, bulkheads, stringers, and can be customized to an owner’s wishes. PVC foam core adds rigidity and strength without weight. The main package has more than 700 square feet of SunPower solar panels, which the builder says allow for indefinite cruising at a speed of 4 to 6 knots—including the use of onboard amenities that draw power of their own.

Inside, creature comforts include four en suite staterooms, one crew cabin, and a galley-salon combination space. Other layouts are available. One setup creates a master suite that takes up an entire hull. In this layout, the galley and salon are combined into a single space on the main deck and there are two VIP staterooms with en suite heads. Another arrangement allows for dual master staterooms.

Owners can personalize their 64′s interior with woods such as wenge, oak, mahogany and more, as well as mahogany, teak or Amtico soles. Bulkheads can have a lacquer finish, fabric, vinyl or varnished veneers.

The helm is standard with a Garmin electronics suite and the galley is outfitted with equipment from Siemens and Samsung. The builder says other options are available upon request.

“We strive to lead the industry in green technology―the future of yachting―while continuing the luxurious, comfortable experiences that yachting provides,” Executive Director Boyd Taylor stated in a press release. “It is our passion to deliver vessels with solar technology that are performance-driven.”

About the Serenity 74: The bigger sister in the builder’s lineup has nearly 1,200 square feet of SunPower solar panels, which the builder says let her cruise at 7 to 9 knots.

My Life in Boats: On board 40m Serenity with Tim Smith

The fun of yachting is in making lifelong friends, Serenity’s owner tells Grace Trofa

Where I grew up in North Carolina, my friends were not into boating, and you do what your friends do. My wife, Rosemary, and I had a small boat at our house on Hilton Head Island but nothing like a yacht until I was in my late 30s. I was out with friends in Fort Lauderdale at the Marriott (now Hilton), where one of the guys kept his 70ft (21.3m) Hatteras. I started hanging out on the boat, then chartered it a couple of times, and when he moved up to an 80ft (24m) Hatteras, I chartered that boat too. Then I was hooked. I said, “You know, I kinda like this, maybe I’ll get one.”

So, in 1997 I went to FLIBS with my son. We looked at about 40 boats and found one I liked, a 100ft (30m) Broward. I kept her for three years, built another one, a 118ft Intermarine, sold that and built an 80ft (24m) Hargrave , and that brings us to my current yacht, the 133ft (40m) IAG Serenity . She was built for charter and is a wonderful boat, with six staterooms, four dining areas, an elevator, and a large swim platform. She has more features than any other boat I’ve had so far, but that’s not to say I won’t get one bigger.

I am a civil engineer and real estate developer in Raleigh and have many projects in North Carolina. I was going to buy another house in Fort Lauderdale, but after Covid-19 the prices tripled and I couldn’t find anything I liked, so I thought, “Heck, why don’t I buy a boat instead?”

We plan on keeping Serenity in the Bahamas for the winter season. I have two grandchildren who love the boat, and, yes, I had to have a big water slide and they can’t wait to play with the pigs in the Exumas.

The older I get the more I want to spend time on board enjoying my life. Come summer Serenity will head up to Newport and dock at Forty 1° North. I have been going to Newport since 1998 and have wonderful friends there.

From Newport, we cruise to Nantucket, Martha’s Vineyard, Block Island and Mystic. Serenity is my vacation house. We tow a 35ft (10m) Scout; we call her a tender, but she’s really a fishing boat. One of my most memorable experiences was scuba diving with Jacques Cousteau’s son, Jean-Michel. I grew up watching his dad on TV and that’s where I developed my love for scuba.

I haven’t had any negative experiences in yachting. I went into it knowing that it costs a lot of money and crews will be a problem, but once you know that, you learn to deal with it and I’ve been lucky.

Years ago, together with other investors, we set up a business called North American Yachts and Shipbuilding and built two boats in Italy. One of them, the Genesis 153 Argyll (now Focus ), received a lot of press because she was the first to be accessible for wheelchair users; she was a wonderful boat with a Ralph Lauren interior. Her Canadian owner kept her for 18 years before selling her. In the yachting industry, you make lifelong friends, more so than in any other business. When you have a boat, you get to meet other boat owners and it becomes like a fraternity; it’s the best part of owning a yacht.

Serenity 74

Serenity Yachts is making its US debut with not one but two solar-powered yachts.

Traveling all the way from Turkey, the Serenity 64 and Serenity 74 will strut their solar-paneled stuff at this year’s Miami International Boat Show, taking place February 13 to 17 at the Miami Marine Stadium Park and Basin.

Vying to eliminate dependency on fossil fuels, the pure electric and hybrid yachts harness the natural energy of the sun to offer the virtually endless range of a sailboat without sacrificing the space and comfort of a power catamaran .

To that end, every inch of the eco-friendly pair has been designed to maximize efficiency—from the carbon fiber hulls to the hydraulic flybride—and allow for a tranquil sailing experience sans fumes and noise. In addition, each is fitted with up-to-date navigation equipment and smart home technologies.

“It is our goal to lead the industry in green technology while preserving the quality and comfort of the yachting experience that so many enjoy,” said Serenity executive Boyd Taylor.

The Serenity 74 is equipped with an epic 1,184 square feet of SunPower solar panels and is capable of cruising indefinitely at 7 to 9 knots, all the while powering the onboard amenities. The standard layout sees a combined galley and saloon on the main deck, four VIP cabins with ensuites, plus two additional cabins and bathrooms in the forepeaks, which can be set up for family or crew.

The interior was penned by none other than the fashion director of Neiman Marcus, Ken Downing, which explains why the 74-foot yacht recently appeared in the annual Neiman Marcus Christmas Book alongside an Aston Martin DBS Superleggera designed by Daniel Craig.

Meanwhile, the Serenity 64 boasts 699 square feet of SunPower solar panels and can cruise endlessly at 4 to 6 knots while providing energy to the onboard amenities. Just like her big sister, the 64 features a combined galley and saloon on the main deck and four VIP cabins with ensuites, along with one crew cabin.

Of course, both yachts are fully customizable, so marine enthusiasts can create their dream catamaran.

Serenity Yachts will be located at Booth 808 at the Miami International Boat Show. While both the 64 and 74 will be making their US debut, only the 64 will be displayed in water. For now, you can check out images of both yachts below:

serenity yacht sinking

On Saturday, July 11, 1874, the sloop Foam, with seven sailors aboard, sailing out of the Royal Canadian Yacht Club in Toronto, foundered on the Niagara Bar, within sight of its destination, the Queen’s Royal Hotel, on the western bank of the river, at Niagara-on-the-Lake.

All seven souls aboard were lost. All are buried in a small, respectful plot in the St. Mark’s church cemetery, still owned by the Royal Canadian Yacht Club.

The incident is shrouded in mystery and many fundamental questions remain impossible to answer …

The cemetery at St. Mark’s Anglican Church is considered the oldest in the province, recording its first burials in 1782.

It is nestled on a gently rolling, well-treed plot, just behind the church founded by Robert Addison a decade later. It has remained largely unchanged for almost 240 years.

The gravestones tell poignant stories of the life and times of the first capital of Upper Canada and all the decades since.

The cemetery is peaceful, almost bucolic, an oasis of calm amid small-town bustle.

It’s not surprising that Helen Ferley and her black cockapoo, Ambrose, are among a small legion of locals and tourists who wander the cemetery, looking for both history and serenity.

Ferley found the small fenced grave site of the Foam just this past spring while on her regular morning walk about town.

The gravesite, erected in 1874 or thereabouts, is some 36 feet by 25 feet, surrounded by a low wrought-iron fence, one whole section long-since removed. The central six-foot tall limestone monolith is cracked and largely unreadable, yet still reminiscent of its former grandeur.

Seven small headstones, each named for one of the Foam’s lost sailors, are placed in front of the monument, seemingly standing at attention, a place of prominence.

In the middle of the small site, a more-modern bronze plaque provides the scant details of the tragedy.

“Sometimes, I walk here just for the peace and quiet,” says Ferley, a native of Ireland, a pleasing back-home lilt still in her voice after almost 50 years in Canada.

“So beautiful. It’s manicured enough but not overly so. Nature has been left to do what it does so beautifully. It’s magical.”

In her mid-seventies, Ferley and her husband Stephen, came to Canada in 1974 “for two years,” she says with a smile. They moved to town about a decade ago.

She trained as an RN in Belfast and still works locally in diabetic education and palliative care nursing.

“I walk Ambrose twice a day. Sometimes something in the cemetery raises my interest.”

That was the case when Ferley discovered the gravesite of the Foam.

“First, I thought: ‘Where is the missing rail.’”

As she looked closer, the depth of the tragedy etched on the gravestones, pulled her in.

“I always find tragic, unexpected, sometimes avoidable deaths, very sad. Not just for the people who suffered, but for their family and friends. They probably thought they had the world at their feet.”

“And why were they buried in Niagara-on-the-Lake instead of Toronto?”

One of the official archivists for St. Mark’s has some of the same questions about the Foam.

Donald Combe just turned 90. He’s been a St. Mark’s parishioner for almost 55 years and actively involved in cemetery matters since 1985.

He’s written or co-written 16 books about St. Mark’s, including “Stones, Saints and Sinners,” the stories of 70 residents of the cemetery. He can recite the background for hundreds of gravestones.

“I probably know about this better than anybody,” he says, his small smile highlighting the understatement.

Combe recounts the story of how the Foam monument was misidentified for many years. It seems, during an inventory of the cemetery’s headstones, the decaying lettering was misread, making the date of the tragedy 1814 instead of 1874. In a town with so much War of 1812 history, it was probably not surprising.

During a storm in the winter of 2004 the finely carved Celtic cross atop the original monument was broken off and badly damaged.

Combe remembers the repairs were very difficult: “The monument was carved from one piece of stone. But the Royal Canadian Yacht Club (the home port of the Foam) owns the site. They paid for the repairs.”

The tombstone is still largely unreadable, but a large bronze plaque now attempts to set the record straight:

On the evening of July 11, 1874, the sailing yacht Foam left Toronto headed for Niagara-on-the-Lake. As darkness fell the wind freshened, blowing heavily from the east. Guests at the Queen’s Royal Hotel watched her lights flicker and disappear. Next morning, like and arm reaching to heaven, only the mast of the vessel showed above the breakers on the bar.

A typical centreboarder with light draught and low freeboard. Foam was an older yacht and laboured in the high seas running. Despite the heroic efforts of all her crew all aboard were tragically lost. Here rest seven young yachtsmen from the Royal Canadian Yacht Club, Toronto.

Combe grew up in Niagara Falls, becoming an English teacher. As a young boy, he frequently visited, with his grandmother, a huge cemetery near his home. She awakened his interest in history and cemeteries. “Grandmother weaved together family stories on the relatives buried there.”

“Part of the reason I love this cemetery is the aesthetic,” he gestures over the quiet landscape. “This is the original lay of the land. Nobody levelled it off. When Addison arrived in 1792, this is the way he found it.”

Combe can’t help a moment of promotion. He has a dogged determination to make sure the cemetery survives. All the financial and operational burden of the heritage gravesite falls on the church’s cemetery committee.

“I hope stories like this will get more people interested. I hope people will give us some money to keep it up. We’re fast running out.”

Today, Combe regularly leads tours of the cemetery. He always stops at the Foam gravesite.

“There’s got to be a story here somewhere,” he says. “They were all Toronto boys, why are they buried here?"

Barbara Worthy loves the mystery attached to the story of the Foam, too.

Worthy is a writer, director, producer and performer who came to town in 1985 to join the Shaw Festival. A former community journalist in western Canada, she has built an eclectic career including stints with the CBC, the Stratford Festival, and numerous other theatrical and production gigs around Ontario.

More recently, and among other things, she works part-time at the Niagara-on-the-Lake Museum. In addition to her administrative role, she has created numerous cemetery stories — both the writing and performing.

“I walk in the graveyard almost every day,” says Worthy. “I live just down the street.”

Like Ferley and Ambrose, she was captivated by the Foam story.

“How can you not be moved by (the story)?” she asks. “I spent a lot of time on it. I was very drawn to it. I went there, looked at the stones, wept over them. Found it all very moving."

“I just imagined that those girls were standing waiting. And those boys never showed up. The people were having this wonderful gay time and looking out, tinkling laughter, watching these pretty lights bobbing. They were actually watching the boat go down, without understanding.”

Worthy was so moved by the story, she created and produced a live cemetery tour with costumed actors, about the Foam. Then she turned it into a somewhat fantasized YouTube depiction, called “The Reporter.” Find it at  youtube.com/watch?v=kSpkrPVegio .

As part of Canada’s 150 Celebration, Worthy also wrote and produced a song, “The Bankers Boys,” as part of “The Great Canadian Songbook.” It’s available at  https://anchor.fm/canadian-songbook/episodes/Episode-7-Bankers-Boys-eo4ssf . It was performed around Niagara during the celebrations.

Worthy lists just some of the mysteries that remain:

“There were so many varying reports. What was the time it happened? Where were the bodies found? Was there something wrong with the boat?”

You can tell the discussion has piqued her creative interests anew. She seems to know there is still a future for this heritage tale.

“There’s a movie in there. There’s a Netflix show."

Next: Although the Foam is part of the sailing lore of the Royal Canadian Yacht Club in Toronto, the club’s archives shed little light on what happened that fateful July day in 1874. The final part of The Lake Report’s saga of The Sinking of the Foam explores what is known and discovers a fledgling plan to commemorate the 150th anniversary of the sinking of the sloop.

‘Total Disgrace’: Anger, Frustration as Mass Heating Failures Across Russia Leave Thousands in the Cold

P ODOLSK, Moscow region – Residents throughout Russia affected by unprecedented winter heating outages in recent days have expressed their frustration and urged local authorities to restore heating in their homes.

In Podolsk, a town some 30 kilometers south of the capital Moscow, at least 149,000 residents — nearly half of its population — were left without heating when a heating main burst at a nearby private ammunition plant.

“It’s a total disgrace. There is no heating and no hot water. We have to sleep in sleeping bags,” Yuri, a local resident, told The Moscow Times.

“I have no words to describe how bad the situation is," said Yuri, who declined to provide his surname. "We have had no heating for almost six days."

Heating issues have affected residents in the Moscow region, where temperatures have plunged to as low as minus 20 degrees Celsius in the past week, as well as people in the Far East Primorye region , the cities of Moscow and St. Petersburg , Penza , the southern Voronezh and Volgograd regions and more.

In the Tver region, a group of residents filmed an appeal to President Vladimir Putin, saying that they “are freezing from the cold” in the village of Novozavidovsky.

“We're literally being killed by the cold,” a woman in the video said, adding that they have been sending requests to local authorities since September after their houses were connected to a boiler room whose power was reportedly insufficient.

“This is some kind of torture and extermination of the population 100 kilometers from Moscow,” she added.

Residents of the Moscow region town of Elektrostal lit a fire in the street to draw the authorities’ attention to the heating problem.

“It’s impossible to stay in our houses. We're freezing!” a group of women in the video said.

Suffering from subzero temperatures, residents are placing the blame on local authorities and utility services for failing to take necessary precautions and not taking action to resolve the situation.

“We are sending complaints everywhere but no one listens to us. We have portable heaters working in every room, but the temperature inside is still 10 degrees Celsius,” Yelena from Podolsk said.

“There is a clinic and a hospital, as well as kindergartens, where there is no heating. And we have no answers, no assistance, no explanation,” Yelena added.

Podolsk authorities opened temporary heating centers and declared a state of emergency.

Local authorities linked the heating problems to the fact that the town is heated by a boiler plant owned by the Klimovsk Specialized Ammunition Plant, a private ammunition factory and one of the largest weapon cartridge production enterprises in the country.

“The facility is under tight security conditions, which limits our ability to oversee winter preparations,” the Moscow region’s Vice Governor Yevgeny Khromushin said last week. “We were unaware of the problem for nearly a day.”

An unidentified Moscow region official and two senior executives at the plant were arrested on suspicion of providing unsafe services, Russia’s Investigative Committee, which probes major crimes, said in a statement Tuesday.

Investigators said that Podolsk’s deputy mayor was accused of misusing authority by issuing a readiness certificate for the boiler house at the plant.

In the neighboring Tver region, the authorities opened a criminal case over the laundering of over 84 million rubles ($938,993) in heating bills paid by residents, the Astra Telegram channel reported this week, citing unidentified sources. According to investigators, the heads of the local water intake and boiler house misappropriated the heating payments for personal use.

Reacting to the heating failures, Putin on Tuesday asked Emergency Situations Minister Alexander Kurenkov to provide heat and electricity to the affected residents.

The outages appear to be the latest effect of several decades of crumbling infrastructure in Russia which have been linked to endemic corruption and mismanagement.

The overall decay of Russia's municipal infrastructure surpassed 70% in 2022, the pro-Kremlin newspaper Izvestia reported .

According to Sergei Pakhomov, head of the State Duma’s Construction, Housing and Utilities Committee, water pipes that were 90 years old or even older were still in use as recently as two years ago in some cases.

Housing, utilities and communal services are a common source of problems for Russians during the winter.

In St. Petersburg, residents regularly complain about extensive ice coverage on city streets and sidewalks, with many people ending up in the hospital over the years due to slipping and falling accidents.

In the Siberian republic of Khakassia, two villages were left without electricity last month due to apparent issues with outdated communication systems.

In the winter of 2020, five people in the Perm region were killed after a pipe burst.

When asked about the latest heating outages, Kremlin spokesman Dmitry Peskov acknowledged the problems and linked them to poor municipal infrastructure, saying that people “had to endure a lot of inconvenience in the cold and without electricity.”

"Despite all the titanic efforts to update all housing and communal services systems, there's still a certain part that remains considerably deteriorated. These programs will continue, but it is impossible to update all pipes and all housing and communal services systems in 10-15 years,” Peskov said.

As for now, residents affected by heating issues appear to lack optimism that the problems will be solved efficiently.

"It's been a week since we've had heating, and the temperature in my apartment is around 11 degrees Celsius,” Podolsk resident Lidiya told The Moscow Times.

“Unfortunately, no one knows when it will be repaired,” she added.

24' Eastward Ho

ARCHIVED: This is a previously listed vessel and is no longer offered for sale If you would like assistance locating a similar vessel, Click Here to locate a similar boat

Designed by Eldredge-McInnis and built by Portsmouth Yacht Co., the Eastward Ho is a compact yet roomy sloop designed for family cruising in comfort. She is a proven design which combines traditional elegance with practical accommodations. Nothing has been overlooked to satisfy both the sailor and the cruising enthusiast. Her generous headroom, two berths, full galley, and enclosed head are unique on a boat of this size. Her spacious cockpit affords seats long enough for an afternoon nap or additional overnight guests. Sailing or under power she is lively and responsive with a motion reminiscent of a much larger boat. Her ample beam and sufficient ballast make her very stiff without sacrificing valuable draft.

Attabuoy  is in need of general cleaning inside and out and some cosmetic work. The keel will need some minor fiberglass work. The sails are like new. The engine turns over, but has not been operated for a number of years. Take a look and you will fall in love!

Eastward HO 24

Eastward HO 24 is a 23 ′ 7 ″ / 7.2 m monohull sailboat designed by Walter McInnis and built by C. E. Ryder starting in 1975.

Rig and Sails

Auxilary power, accomodations, calculations.

The theoretical maximum speed that a displacement hull can move efficiently through the water is determined by it's waterline length and displacement. It may be unable to reach this speed if the boat is underpowered or heavily loaded, though it may exceed this speed given enough power. Read more.

Classic hull speed formula:

Hull Speed = 1.34 x √LWL

Max Speed/Length ratio = 8.26 ÷ Displacement/Length ratio .311 Hull Speed = Max Speed/Length ratio x √LWL

Sail Area / Displacement Ratio

A measure of the power of the sails relative to the weight of the boat. The higher the number, the higher the performance, but the harder the boat will be to handle. This ratio is a "non-dimensional" value that facilitates comparisons between boats of different types and sizes. Read more.

SA/D = SA ÷ (D ÷ 64) 2/3

  • SA : Sail area in square feet, derived by adding the mainsail area to 100% of the foretriangle area (the lateral area above the deck between the mast and the forestay).
  • D : Displacement in pounds.

Ballast / Displacement Ratio

A measure of the stability of a boat's hull that suggests how well a monohull will stand up to its sails. The ballast displacement ratio indicates how much of the weight of a boat is placed for maximum stability against capsizing and is an indicator of stiffness and resistance to capsize.

Ballast / Displacement * 100

Displacement / Length Ratio

A measure of the weight of the boat relative to it's length at the waterline. The higher a boat’s D/L ratio, the more easily it will carry a load and the more comfortable its motion will be. The lower a boat's ratio is, the less power it takes to drive the boat to its nominal hull speed or beyond. Read more.

D/L = (D ÷ 2240) ÷ (0.01 x LWL)³

  • D: Displacement of the boat in pounds.
  • LWL: Waterline length in feet

Comfort Ratio

This ratio assess how quickly and abruptly a boat’s hull reacts to waves in a significant seaway, these being the elements of a boat’s motion most likely to cause seasickness. Read more.

Comfort ratio = D ÷ (.65 x (.7 LWL + .3 LOA) x Beam 1.33 )

  • D: Displacement of the boat in pounds
  • LOA: Length overall in feet
  • Beam: Width of boat at the widest point in feet

Capsize Screening Formula

This formula attempts to indicate whether a given boat might be too wide and light to readily right itself after being overturned in extreme conditions. Read more.

CSV = Beam ÷ ³√(D / 64)

Originally designed for wood contruction. The hulls of the later, FG version were built by CE Ryder (USA) and finished by Portsmouth Yacht Co. Diesel power was available as an option.
