ETO Officer works with electrical systems and high voltage to ensure safe performance of the yacht’s electrical systems.

ETO stands for “Electro–Technical Officer”. This position encompasses any task onboard that works with electrical systems on Heating Ventilation Air conditioning (HVAC), High Voltage (HV) and sometimes Diesel Electric systems to ensure their safe performance. 

Yachts over 100m | 330ft in length generally have both a dedicated ETO and a dedicated AV/IT Officer due to the scale of technology and systems on board.

What does a yacht ETO do? | Yacht ETO Job Description

The ETOs take a specialist role within the Engineering Department and are responsible for maintaining a wide range of complex electric systems onboard a yacht.

The responsibilities of an ETO include:

Ensuring proper work and maintenance of all electrical equipment on board 

Working of electrical parts like engine rooms, radio communications, and electronic navigation needs 

Look into basic electric needs like refrigeration, bridge systems and control rooms 

In charge of maintenance of all switchboards including the main switchboard and emergency switchboard

Responsible for all the batteries that are connected to machinery onboard

Maintenance of the HVAC system

Maintenance of emergency systems including emergency switches, fire alarms and detectors 

Maintenance of the yacht’s electrical components like navigational lights, battery backups and electrically operated propelling machinery 

Arranging and managing external contractor visits when needed

Soft and hard skills required to be an ETO

An ETO should be a self-motivated person, capable of working unsupervised and show superior knowledge in electrical systems. They are the go-to person for any electrical issues so they must have knowledge and confidence in resolving a myriad of problems that may arise.

The skills of an ETO include:

Experience in electrical power supply and distribution systems

A working understanding of risk assessment procedures, safe systems of work and planned maintenance requirements

Independent decision-making capacity

Ability to work under pressure

Task prioritization and organization

Strong communication and interpersonal skills

Mandatory certificates needed to work on board a yacht 

All crew members regardless of position and seniority need to have a valid STCW Basic Safety Training certificate, along with a recognised Seafarers medical certificate, the most popular being the ENG1 which is issued by an MCA (Maritime and Coastguard Agency) professional medic.

Technical Officer / Electrician job description

Superyacht Technical Officer

Electronic Technical Officers (ETOs) and/or Electricians are generally employed on larger superyachts where the Engineering department comprises around four or five crew. In some instances one person may fulfil both roles, or there may be different individuals for each. If there is no ETO or Electrician on board, their responsibilities would fall to the Engineer. ETOs and Electricians usually report to the Chief Engineer.

The ETO takes responsibility for the day-to-day maintenance of all electronic, computer, audio/visual and communications equipment and ensures its efficient operation. On a large superyacht these systems are likely to be numerous, for example: Radio, radar, telephones, satellite communications including internet and other communication and navigation systems, personal computers, TV and DVD systems, Hifi and sound systems, and electronic management systems linked to equipment on the yacht.

The ETO is also responsible for ensuring that all planned maintenance work takes place on these systems and co-ordinates operations with shore-side technicians.

The Electricians’ role is similar to that of the ETO, however the systems he/she would be responsible for include all electrical circuits on board, circuit breakers and switches, lighting, batteries, etc.

Required Skills and Experience

An ETO or Electrician may have experience as an Engineer on board a superyacht who has developed a specialism in electronics or electrics.

They may however have experience as a computer technician, radio/radar specialist or marine electrician working in shore-side employment. Certainly some level of experience of working with similar systems to those on board would be expected.

Required Certification

An ETO or Electrician should hold the MCA STCW Basic Safety certification, and while not mandatory, may also hold qualifications in electrics/electronics. The MCA STCW Engineering certification may also be a requirement, depending on the yacht.

Salary Range

An ETO or Electrician would usually earn a salary of between £2,000 and £3,500 per month, depending on experience and the scope of the position.

Career Progression

Superyacht Crew If an ETO or Electrician has a suitable background in general superyacht engineering, he/she may progress to the position of Chief Engineer.

Marine Industry An ETO or Electrician may choose to transfer their skills to a position in the Merchant Navy.

Alternatively an experienced ETO or Electrician would be in demand in a number of roles within the marine industry. Boatbuilding and shipbuilding firms both employ these roles.

Other Industries Electronics and Electrical skills are valued in many other industries. Depending on the position, it may however be necessary to attend training courses or gain qualifications to convert your marine engineering skills to those relevant to the position.

DESCRIPTION

Under direction from the Skilled Crafts Trades Supervisor, the Electrician will be involved in construction projects in UCSD Health facilities. The candidate will use skills as a seasoned tradesman to research, plan and install electrical systems in an occupied hospital setting. The electrician is expected interact professionally with hospital staff, project managers, inspectors, and contractors to coordinate and maintain workflow. UCSD specifications and OSHPD requirements are enforced. The job will involve the ability to work in confined spaces, bending or stooping for long periods, crawling into ceilings spaces/interstitials, and working from ladders or elevated platforms.

Responsibilities include:

  • Researching electrical projects in an occupied hospital setting.
  • Assist in the planning of projects.
  • Order material.
  • Provide input on schedules.
  • Coordinate with staff, project managers, inspectors, contractors, infection control.
  • Install electrical raceways, conductors, and equipment.
  • Troubleshoot electrical systems.
  • Perform other related duties as assigned.

MINIMUM QUALIFICATIONS

  • Must have valid California Driver’s License and acceptable driving record.
  • Proof of Journeyman Electrician status and Journeyman level work experience in a large campus/corporate environment.
  • Five (5) or more years of experience working on institutional construction projects.
  • Two (2) or more years of experience working on OSHPD regulated projects/facilities.
  • Skill in interpreting schematic drawings, charts and technical instructions.
  • Knowledge of the application and use of testing equipment utilized in checking, testing, and analyzing electrical systems such as load recorders, phase and rotation testers, multi-meters, etc.
  • Ability to effectively communicate orally, in writing or electronically
  • Ability to effectively work individually or in teams as well as with diverse groups

PREFERRED QUALIFICATIONS

  • Electrician License.
  • California General Electrician Certification.
  • Completion of an electrical apprenticeship program.
  • UCSD University and/or Medical Center environment experience.
  • NFPA 70E Arc Flash Training.
  • Competency with Microsoft Office.

SPECIAL CONDITIONS

  • Must be able to work various hours and locations based on business needs.
  • Employment is subject to a criminal background check and pre-employment physical.

Pay Transparency Act

Annual Full Pay Range: $97,865 - $97,865 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $46.87 - $46.87

The CS Facilities Electrical Engineering SPOC (Single Point of Contact) is the primary owner responsible for implementing process transfer, system commissioning and integration safely, and on time per schedule for Power Distribution Systems. Included in their scope is HVM (High Volume Manufacturing) System Ownership and are responsible for the compliance of design with Intel POR and Copy Exactly methodology. They work with the Area Managers and Project Engineers to ensure design includes critical system and operational requirements through collaboration via field walks, working groups and Issued-for-Construction (IFC) design signoffs. The HVM System Owners are responsible for including commissioning-enabling scopes into the system design before the design drawings are issued for construction; by doing so, they ensure commissioning efforts, the operation, and the maintenance of the systems will satisfy all expectations.

The Intel Ohio greenfield Electrical Engineering SPOC responsibilities will also include:

Review and approve all electrical designs supporting the facility, effective collaboration with Project Managers and Project Engineers, architects, engineers and contractors on new construction/renovation projects.

Review electrical design specifications, submittals, studies and drawings

Possess thorough knowledge of low and medium voltage electrical distribution systems including transformers, low voltage substations, generators, and UPS systems, ability to review and challenge cost estimates, budgets and ROI analysis.

Knowledge of the latest NEC codes, including life safety and building code, with skills to read and interpret design drawings and specifications.

Help maintain the facilities document control system by ensuring electrical as-built drawings are incorporated into the master CAD drawings.

Ensure electrical system model is up to date and all construction specifications, as-builts, O and M manuals and submittals are received after project close out.

Help maintain and organize the document control storage area for fast retrieval of information (drawings, specifications, manuals, etc.). Work closely with Project Engineers, contractors and engineers on project design and close out documentation.

Act as one of Intel's System Owners of the Ohio site's electrical operations and associated distribution system including ensuring quality and consistency of the maintenance of the overall electrical system with an emphasis on the quality of the documentation for that maintenance.

Write and review electrical system operating procedures for equipment isolation, equipment maintenance and the frequency of these procedures.

Model the electrical power distribution system and track changes.

Troubleshoot electrical system problems, conducting breaker coordination and arc flash studies, track electrical load and capacity, utilizing EasyPower system software.

Deliver operational efficiency, maintenance, testing, and commissioning solutions.

Identify, qualify, and implement system upgrades.

Provide technical leadership to 3rd party support.

Respond to power outages and disturbances and lead the recovery effort.

Participate in cross site teams.

Track, trend and analyze electrical system usage utilizing ION power monitoring software.

Some travel and rotational on call weekend engineering support will also be required.

Qualifications

Minimum Qualifications:

Bachelor's degree in Electrical Engineering or similar technical degree with 9+ years of experience in low and medium voltage electrical power system (35kV and 12.47) maintenance, design, and/or operation. This includes electrical modeling, reviewing equipment drawings and/or submittals, troubleshooting electrical equipment issues, implementing protective device coordination studies, and/or load flow analysis.

Preferred Qualifications:

Master's degree in Electrical Engineering or similar technical degree with 6+ year of experience in low and medium voltage electrical power system (35kV and 12.47) maintenance, design, and/or operation. This includes electrical modeling, reviewing equipment drawings and submittals, troubleshooting electrical equipment issues, implementing protective device coordination studies, and load flow analysis.

8+ years of experience with:

Maintenance, design, and/or operation of electrical switchgear, transformers, VFD's, diesel generators, static/rotary UPS, and low voltage distribution equipment in a critical facility or high-tech manufacturing facility.

Communicating tactical concepts across a wide range of employees; engineering peers to operational technicians to management.

Electrician strike in Puget Sound region stretches beyond five weeks

More than 1,000 electricians in the Puget Sound region have been on strike for the past five weeks, disrupting construction at major job sites, including Microsoft and Amazon office buildings. 

Limited energy electricians with the International Brotherhood of Electrical Workers Local 46, are asking the National Electrical Contractors Association for paid holidays, more pay, and increased safety measures like ensuring radios are available on all job sites.

The full membership of the union’s limited energy electrician unit, which totals around 1,025, hasn’t gone on strike by themselves since 1945, said 47-year-old Michael Holcomb, who’s worked as a limited energy electrician for 17 years, mostly as a union member.

Limited energy electricians install and repair systems like fire alarms, building security systems and phone and fiberoptic lines.

“I think they’re finally starting to realize their self worth,” Holcomb said of his peers. “We’re required to have a license. We do fairly complex work. We’re one of the lower paid trades. We’re finally starting to see we’re worth more than what we’ve been getting paid over the years.” 

The strike began on April 11.

Holcomb said rising living costs in the region also spurred the electricians to strike. And Nicole Grant, political director at IBEW Local 46, said that as a younger, more diverse workforce with “really strong values” enters the electrician field, unpaid holidays are “no longer acceptable.” 

Megan Kirby, a lead negotiator for IBEW Local 46, pointed out that the strike won’t just impact new construction sites, but the infrastructure of existing buildings across King County, including hospitals, prisons and schools. 

“It does affect the general public in a lot of ways that they don’t realize because they don’t see us. You know, what we do isn’t glamorous. But we make sure that everybody’s cell phones work, and emergency responders radios are working,” Kirby said. “That’s the kind of work we do.” 

Strikes lasting over a month involving more than 1,000 employees are rare in Washington, where the vast majority of major strikes end within two weeks. Organizers emphasized that going on strike was a “last resort.” 

“We beat the s*** out of ourselves in our lives,” said Holcomb. “We’re probably not going to work in our retirement because our bodies are trashed. So to have nice little perks along the way in our career, it really means a lot to us.” 

A spokesperson for the National Electrical Contractors Association, Chelsea Croft, told the Standard the organization “cannot comment on ongoing collective bargaining negotiations.” Other IBEW 46 units are in negotiations but are not on strike.

Sticking points

Currently, the electricians get unpaid holidays, which many consider a “forced day off,” Kirby said. Many of the union’s members pick up overtime or do gig work, like driving for DoorDash, to make ends meet during the holiday season. 

“Instead of being able to relax and enjoy the holiday for what it’s meant to be — a celebration with your friends and family — they’re stressed,” Kirby said. 

Non-union electricians get paid holidays, which makes it difficult for the union to retain members. Kirby said that while contractors reason that union electricians get better pensions and health care than non-union workers, that’s not always the case. The limited energy profession as a whole, organizers said, is having recruitment and retention issues due to low pay.

“Our contractors — they pay everybody on their staff paid holidays except for the people who do construction,” Kirby said.

The electricians are seeking at least eight paid holidays — but the day before the strike, they tried lowering their ask to just one. 

“We said, ‘How about one paid holiday? And you get to pick the holiday?’” Grant said of negotiations with the contractors. “They were not willing to entertain the conversation on any level.” 

Pay is also an issue. Contractors have offered a $11 raise over three years, and the union wants $16. Kirby said the increase isn’t just for wages, but for benefits. At least 30% of the pay increase will go directly to maintaining benefits, particularly health care costs, which are also on the rise.

Hourly wages under the limited energy electrician contract heading into negotiations range from $17 for entry-level installers to $51.96 for foremen. With benefits factored in, the hourly compensation range is $26.06 to $70.52.

Organizers also say their members don’t think personal cell phones are sufficient for communicating on construction sites, where there are risks of serious, sometimes fatal, accidents. 

“We work in a lot of areas that your cell phone doesn’t work, usually because we’re the ones who put in the infrastructure to make it work,” Kirby said. Once, Kirby was working on a building with an active bomb threat. The only way she found out, she said, was because someone called in on the radio to evacuate the building. 

Kirby said the striking electricians are hoping to make it a standard to have radios at every job site. A survey of IBEW Local 46’s members found that 40% of their members don’t have radios on their job sites. 

“We keep talking to them about safety — it impacts our safety and our ability to do our job,” Kirby said about the negotiations. “They have just been unwilling. They say it’s not an issue for the contractors at the table.”

'You've got a job forever': Students say electrical systems technology is a growing field

C OSHOCTON − A growing career field has proven to be one of the most successful new programs in some time at the Coshocton County Career Center.

The electrical systems technology program started this year, and replaced the electronics program . Students in the program said they recognized electrical systems technology as a growing field with a strong career path.

Principal Andy Slaughter said it's the fastest growing new program the career has had in several years. There are 15 juniors in the program this year with 26 slated to join next school year.

"The last couple of programs we started didn't get to double digits until year five," Slaughter said.

Superintendent Matt Colvin said the program was started based on input from local businesses expressing the need for electricians and the shortage of workers in the field. A shortage that will only be made worse because of Intel and other mega projects in Central Ohio gobbling up those available.

"We've also got to look at available students and what they're interested in. If that matches and meets the local workforce demand, why not look at getting it started," Colvin said.

'It's such a good career path'

Students learn many phases of the industry from residential, commercial and industrial work to green construction practices and programmable logic controllers. The program involves hands-on training related to electrical theory, safe electrical work practices, conduit fabrication, construction drawings and code and standards and practices.  Completion of the program gives first year credit for the Newark Electrical Apprenticeship Program.

Students said they've enjoyed the hands-on work the most. This has included doing electrical work at the school, like installing new LED lights in hallways and wiring a room to provide an expansion of the girls' locker room.

Damien Williams, whose home school is Ridgewood, said his grandfather is the maintenance manager at MFM Building Products. He recommended Williams join the electrical systems program after seeing it was forming. Williams looked into it and believed it was a tremendous opportunity for his future.

"You've got a job forever, basically, once you do it," Williams said. "It's rough, but the payout is definitely worth it. It's such a good career path with so many opportunities."

Robert Lohrman, whose home school is Coshocton, said he was impressed by the varied opportunities electrical systems technology offered from residential, to commercial, to industrial work.

"This program you have countless paths you can go down different from each other. All offer meeting new people and getting different types of experiences and the pay is good for all of them," Lohrman said. "When you take this course, you get skills that can help you around the house even if you don't follow the electrical field."

Both said they want to join the local International Brotherhood of Electrical Workers union and go from there. Lohrman might like to work maintenance in a factory, while Williams said he'd like to start his own contracting business someday.

McWane Ductile visit

Students from the program recently took a tour of McWane Ductile. It featured Slaughter giving general manager Tom Crawford and human resources manager Jolinda Kistler the Lobo Legend Award for their contributions to the career center over the years. This included funding most of the materials needed to launch the electrical systems program.

Crawford said he wanted the company to connect to the workforce of the next generation and the skills the students were learning in the electrical systems technology program were what they were looking for. McWane has conducted interviews with students for two open summer jobs. Class instructor Todd Cognion said Philip A. Wagner, Wiley Companies and MFM Building Products are also looking to make summer hires from the program.

Crawford said they've assisted the program in helping to give students greater access to materials and learning opportunities that prepares them for the future.

"You really are the future of Coshocton, our county, and, hopefully some of you, our facility," Crawford told students.

Truck Driver Is Killed in Episode at TSMC’s Arizona Semiconductor Plant

The driver of a waste disposal truck died on Wednesday, the police said, from injuries he received at the Phoenix campus of the chip giant Taiwan Semiconductor Manufacturing Company. The site is under construction.

The truck driver, identified by the Phoenix Police Department as Cesar Anguiano-Guitron, 41, was a contractor. No TSMC employees or construction workers were injured, according to an earlier statement from the company.

According to the Phoenix police, Mr. Anguiano-Guitron had been transporting waste material away from the construction site in his tractor-trailer when the episode occurred. As he inspected some equipment, the police said, pressure was suddenly released, and Mr. Anguiano-Guitron was struck by a blunt object and thrown over 20 feet from the trailer.

TSMC, which makes a majority of the world’s advanced semiconductors, has been building its campus in Arizona since 2021. Last month, the Biden administration awarded the company a $6.6 billion grant under the CHIPS and Science Act in a bid to bring cutting-edge chip making to the United States.

TSMC has long dominated the global chip supply chain from its home base in Taiwan. Driven by a chip shortage and China’s increasingly hostile stance toward Taiwan, which Beijing claims is part of its territory, world leaders have spent billions to entice the company to expand to their shores. Over the past four years, TSMC has committed to build new factories in Japan , Germany and Arizona.

The company said its site on the northern outskirts of Phoenix would eventually house three factories. But work has been repeatedly delayed as construction unions in Arizona have raised safety concerns and objected to TSMC’s bringing workers from Taiwan to help install sophisticated equipment. The first factory is now expected to begin producing chips in 2025, and a second in 2028. Federal officials have said they expect that TSMC’s planned site in Arizona will create 6,000 chip manufacturing jobs and more than 20,000 construction jobs.

Semiconductor manufacturing is complex and involves specialized chemicals and materials. Mr. Anguiano-Guitron was driving a tank truck containing sulfuric acid, TSMC said in a statement to the news media in Taiwan.

Arizona has become a top destination for chip-related spending. More than $100 billion in new semiconductor investments have been announced since the CHIPS Act was introduced, according to the Semiconductor Industry Association .

After TSMC unveiled its plans to build a U.S. hub in 2020 , several Taiwanese companies that supply it with chemicals said they would follow suit. Some even bought land. But they have held back while progress on the plant slowed.
