International Certificate for Operators of Pleasure Craft (ICC)

Upon successful completion of the RYA Powerboat Level 2 course, candidates may submit an application to the RYA to obtain an International Certificate for Operators of Pleasure Craft (ICC) for the category of “Power up to 10m” – subject to eligbility (see below).

The ICC is intended to provide evidence of competence when requested by officials in foreign countries.

It is issued by the RYA in the United Kingdom to British Nationals and UK Residents (of any nationality), aged 16 or older.

If you are neither a British national nor resident in the UK, check here whether the RYA can issue your ICC

The RYA currently charge a certificate fee of £50 for issue of the ICC (free for RYA members!), which is valid for 5 years.

The cost of RYA membership is equivalent to (or in some cases less than) the cost of ICC certification; for non-members, it is worth considering RYA membership at the point of application.

If you require the inland category to be validated on your ICC (this is required for use of inland waterways – rivers, canal systems and lakes in Europe), you will need to complete a CEVNI theory test. For full details, supporting materials/resources, and test bookings, please visit: www.focusmarine.co.uk/cevni

It was historically known as the International Certificate of Competence. It’s often required for demonstrating competence when bareboat chartering/renting boats abroad (ie. without a professional skipper/crew).

You can apply for an ICC after completing an RYA Level 2 Powerboat course.

The easiest way to apply for your ICC is to apply online via the RYA website

Lunch isn’t provided, but we do provide refreshments (tea, coffee, biscuits) and we return to the pier each day for a lunch break.

Candidates are welcome to bring a packed lunch, or head out to cafés/shops nearby (within easy walking distance).

Our training venue is located at Chiswick Pier, which is within a private housing estate with on-street parking restrictions in operation at all times (including weekends and bank holidays).

ELIGIBILITY

In accordance with Resolution No. 40, it is only available to a person who fulfils the following eligibility criteria:

  • has reached the age of 16; and
  • is physically and mentally fit to operate a pleasure craft, and in particular, has sufficient powers of vision and hearing.

Evidence of applicant’s identity and eligibility Before issuing, amending or replacing an ICC the RYA must verify the applicant’s identity and their nationality (as the UK ICC issued by the RYA is not available to the nationals of countries that have adopted Resolution No. 40 unless they are resident in the UK).

You must provide copies of official documents which collectively evidence your name, address, date of birth, nationality and that the photograph you have supplied is a true likeness of you. See part 2 of the ICC application form for details of acceptable documents and a list of the countries that have adopted Resolution No. 40.

Please visit the RYA  for the latest information.

A list of eligible nationalities can be found on Part 2 of the ICC application form HERE

The ICC assessment allows the holder to drive powerboats up to 10 metres in length on coastal water. If you want to be able to drive on inland waterways too, see CEVNI test below.

On successful completion of the course you will be given your Level 2 certificate and the ICC paperwork (signed by the instructor) that you need to send to the RYA (with an administration fee). Once you make your application to the RYA, you should receive your ICC within 21 days, although there is a 2 day fast-track service also available.

"I'm an experienced powerboat driver - without an RYA Powerboat Level 2 certificate" If you are an experienced powerboat driver you can undergo a one-day assessment of your abilities by arrangement with us. For those that have significant experience in driving boats and a thorough knowledge of navigation, a pass can usually be achieved in one day.

A one day direct assessment for experienced helms can be made on a one-to-one basis for £440 (plus administration fee payable to the RYA for the ICC certificate).

CEVNI (Code Europeen Des Voies De Navigation Interieure) Test

This enables legal navigation of inland waterways in many European countries and tests your knowledge of signs, lights and symbols that are commonly used. Its a 30 question multiple-choice paper with a pass-mark set at a minimum of 22 correct answers. You will need to be well read on the signage before taking the test.

If you are booking a RYA Level 2 Powerboat course and want to take the CEVNI test at the same time, we will make time for it during the course - just let your instructors know at the start of the course.

You will need to know your waterway signs, symbols and lights and we advise that you purchase the RYA CEVNI Handbook (available from RYA website HERE ) to aid with your revision.

As a total beginner, new to the area of sailing anywhere it was certainly a challenge that I didnt believe i could accomplish. Ash was such a confidence boost with an excellent way of teaching in the classroom and practically on the Thames. It's certainly a different view from the river. The best thing is after 2 days, I passed!!! And I still remember the terminology....ebb and flood...concept of mooring etc....Thank you for the experience!

RYA Level 2 Powerboat Handling

RYA powerboat courses are primarily for those using small powered craft such as RIBs, dories and sportsboats that don't generally undertake long or offshore passages.

The types of commercial craft requiring this level certification are typically: charter fishing boats, small passenger launches, thrill ride operators, harbour patrol launches, construction site safety boats etc.

If you will be using larger boats with accommodation and the capacity to cruise or work further offshore you are likely to need a certificate within the motor cruising programme such as Day Skipper, Coastal Skipper or Yachtmaster Offshore.

If you need a Level 2 Powerboat Handling certificate in order to work on a commercial craft subject to the MCA's codes of practice, you will need to get it commercially endorsed . You can then work on commercial vessels up to 24m in length, operating in category 6 waters - that is up to 3 miles from a nominated departure point in fine weather and daylight hours.

Can I participate in a powerboat course if I have no prior boating experience?

Absolutely! Powerboat courses cater to individuals with varying levels of experience. Introductory courses are designed specifically for beginners and provide a solid foundation in powerboat handling and safety. Experienced instructors will guide you through the training, ensuring that you gain the necessary skills and knowledge to operate a powerboat safely and confidently.

Do I need to own a powerboat to participate in a course?

No, you do not need to own a powerboat to participate in a course. Training centers usually provide the necessary powerboats for practical training sessions. This allows participants to gain hands-on experience and become familiar with different types of powerboats. However, if you do own a powerboat, you can often arrange for training on your own vessel to learn its specific characteristics and handling.

Are there age restrictions for powerboat courses?

The minimum age requirements for powerboat courses vary depending on the level of training. Introductory courses generally have a minimum age requirement of 12 or 16 years, while advanced courses may require participants to be at least 16 or 18 years old. It’s important to check with the training center or course provider for specific age restrictions before enrolling.

Is it necessary to have a boating license to participate in a powerboat course?

No, you do not need a boating license to participate in a powerboat course. However, certain countries may have specific regulations regarding the operation of powerboats, and a license or certification may be required for independent boating after the course. The powerboat course itself will provide you with the necessary training and certification to operate a powerboat safely within the scope of the course.

Are powerboat courses only available during specific seasons?

Powerboat courses are typically available throughout the year, although the availability of courses may vary depending on the training center and weather conditions. In locations like Southampton, courses are often offered year-round due to the region’s maritime activity. It’s advisable to check with the training center or course provider for their schedule and availability.

Remember, powerboat courses provide valuable skills and knowledge that enhance your boating experience and ensure your safety on the water. Whether you’re a beginner or an experienced boater, there’s a powerboat course near London, including Southampton, that can suit your needs and help you embark on an exciting nautical adventure.
