Superyachts tracked: Abramovich’s boat heads east after sanctions

Roman Abramovich’s superyacht Solaris was heading east across the Mediterranean on Thursday after sanctions were extended to the Chelsea FC owner.

His $600m vessel, tracked off the coast of Sicily on Thursday, appeared to have joined the hurried sailings of Russian oligarchs moving their superyachts across the world to avoid seizure by governments enforcing sanctions in response to Russia’s invasion of Ukraine .

The Solaris left the Barcelona port where it had been undergoing repairs on Tuesday, according to Reuters, and by Thursday afternoon it was rounding the southern coast of Sicily. Abramovich’s other yacht, the even more luxurious Eclipse – estimated to be worth more than $1bn after extensive renovations – set sail east from the Caribbean island of St Maarten towards international waters shortly after other oligarchs’ yachts were seized.

The Eclipse had crossed much of the Atlantic by midday Thursday when it was located to the west of the Canary Islands according to vesselfinder.com.

Abramovich was sanctioned by the US in 2018 but joined the UK list on Thursday morning. A spokesperson for Abramovich said earlier this week: “We never comment on the movements of the yacht or any other vehicles or vessels.”

The 163-metre Eclipse, which includes nine decks, two helipads and a 16-metre swimming pool that can be converted into a dancefloor, is the most expensive vessel owned by individuals on the growing US, EU and UK sanction lists.

Many super-rich Russians – including some not yet on the sanctions list, but with links to the Russian president, Vladimir Putin – appear to be attempting to move their superyachts to countries without formal extradition agreements with western governments.

French and Italian authorities last week seized three yachts worth more than $225m (£170m).

Tracking data from the shipping intelligence service MarineTraffic shows that Titan, a $100m superyacht owned by Alexander Abramov, a billionaire iron and steel magnate, arrived in Maldives waters last week after sailing from Fethiye in Turkey. Its owner, who holds a big stake alongside Abramovich in the London-listed coal and steel group Evraz, is not on any sanctions lists.

Clio, a $65m superyacht owned by the aluminium billionaire Oleg Deripaska, who has been subject to US sanctions since 2018, was reported last week to be heading for Raa Atoll in the Maldives. The Maldives is an Indian Ocean island nation with no extradition treaty with the US or the EU.

The US president, Joe Biden, said last week the US was actively working to seize the superyachts, luxury apartments and private jets of oligarchs linked to Putin. “We are coming for your ill-begotten gains,” he said in his State of the Union address .

The White House spokesperson, Jen Psaki, added: “We want [Putin] to feel the squeeze, we want the people around him to feel the squeeze.”

English-language news outlets based in the country, such as  Kyiv Independent  and the  New Voice of Ukraine , are covering developments on the ground as the conflict unfolds, using local journalists. The Kyiv Independent says it was created by journalists in order to defend editorial independence. This  site on Twitter  covers many local journalists in Ukraine.

Grant Shapps, the UK transport secretary, said the government would detain any yachts suspected of being Russian-owned if they entered UK waters. “I want to make it impossible for individuals with links to Putin to use their aircraft in UK airspace, at UK airports or airfields, and any aircraft suspected of being linked to Russia will be detained,” he said. “Likewise, their yachts. Any of these floating gin palaces with an identifiable Russian connection will be detained if it attempts to dock in a British port.”

France detained Amore Vero , a 280ft, $120m superyacht they said was owned by Igor Sechin, in the Mediterranean port of La Ciotat. Sechin, who is also facing sanctions, is the chief executive of the Russian oil producer Rosneft and a close ally of Putin. Amore Vero, which means “true love” in Italian, can accommodate 14 guests and 28 crew.

French police, who boarded the vessel at night last week, said the ship was in port for repairs, but its crew were “making arrangements to leave in a hurry, without having completed the planned work”.

Italy’s Guardia di Finanza boarded and impounded Lena , a 41-metre, $45m yacht owned by Gennady Timchenko, a close friend of Putin who has an estimated $21bn fortune held in several large Russian raw materials companies, in Sanremo. Lady M, a 64-metre, $60m yacht owned by Alexei Mordashov, was seized in the nearby Ligurian port of Imperia.

Dilbar , the world’s largest superyacht by gross tonnage, which the US government said is owned by Alisher Usmanov , was reported to have been seized in Hamburg. However, German authorities later clarified that the 156-metre vessel, which has been valued at $600m, has not been impounded but requires an export waiver to leave the port.

Usmanov, who reportedly owns Witanhurst, the second biggest private home in the UK after Buckingham Palace, was added to the EU’s sanction list on Wednesday. The US imposed sanctions on him last week after the White House described him as a “one of Russia’s wealthiest individuals and a close ally of Putin”.

The yachts identified by the Guardian as linked to oligarchs are worth more than $3bn. The ultimate ownership of superyachts can be difficult to confirm as many are owned through shell companies registered in tax havens.

How it all started

Marc Giorgetti, a European entrepreneur, is a sailing passionate since his childhood. Meeting the Solaris boats, he declared: “I found a shipyard that designs and builds boats for those who sail, made up of real sailors, people attentive to seafaring, functionality, comfort in navigation rather than appearance and life in port. I had already owned boats from other prestigious European shipyards, but none of these showed me such attention to those internal and external details that guarantee comfort and safety even when the boat heels and in all sea conditions as I found at Solaris. And so, I fell in love with it”.

Since 2008 Marc Giorgetti has been committed as a shareholder in the development of the company, working hard and achieving truly exceptional results.

Since then, sales have multiplied by ten and today the Group is represented by 52 dealers worldwide with a consolidated turnover of € 56 million, 70% of which consists of exports, to which € 20 millions of CNB turnover must be added, for a total of € 76 million. Furthermore, Solaris Yachts has conquered the European leadership in the high-end fast-cruiser sailing sector.

Solaris has now become Solaris Group divided into four divisions differentiated by product and market of competence, but united by the outstanding quality:

•    Solaris Yachts: manufacturer of fast-cruisers from 40 to 80 feet; •    CNB Yacht Builders: recently acquired from the Bénéteau Group, manufacturer of ocean-going sailing boats from 60 to 90 feet; •    Performance Boats: high-end carbon hyper-technological maxi sailing yachts builder; •    Solaris Power: manufacturer of open and lobster motor yachts from 40 to 80 feet.

These different product lines materially express the will of the Solaris Group to affirm in each sector all the design, technical and construction characteristics that are its own and which give the boats exceptional qualities: seaworthiness, strength and stiffness and last but not least comfort in navigation. Upcoming models in development

Solaris Yachts 

The range of fast-cruisers has been enriched this year with two new models:

•    40 feet, smart all-rounder with all the famous attributes •    60 feet, avant-garde mini-maxi.

Solaris 40 is a very advanced 12 meters designed by Javier Soto Acebal, with many features that characterize hull performance and navigation comfort. The hull features a short chine ending mid ship. The highly buoyant bow is compensated by the extremely wide stern. The cockpit is extremely large. The two helm stations located full width allow the helmsman to steer even while the sprayhood is open. The interiors, created with the contribution of the architect Patrick Roséo, thanks to the shapes of the hull, are the largest in the category and offer truly innovative design.

The Solaris 60 water lines represent the latest design evolution by Javier Soto Acebal applied to the size of 18 meters, which guarantee a perfectly balanced hull, high performance also in regattas, and smooth open ocean navigation, plus all the standards of the exclusive Solaris construction technique. Solaris 60 was born from the concept of giving life to a high-performance fast cruiser that challenges racing boats, with an overall length of 18.31 meters. Solaris 60 will be a strong competitor in the Mini-Maxi circuit, whose main event is every year in Porto Cervo. A fundamental innovation of Solaris 60 is in the cockpit, where the helm station are at full width, as on the 40, allowing the helmsman to steer the boat outside the encumbrance of the sprayhood and to always have in view the luff of the jib. The position of the helm station allows to lower the lifelines in the stern part and raise them at the two steps to get on the side decks, a solution usually used only in boats over 140 feet. Aft, different seats are available for maneuvering and steering in different sea conditions, even when seated.

Both boats are equipped with a self-tacking jib and can be handled by a minimum crew even of just two people. They are on display and can be visited in the sailing section of Port Canto at the SAIL170 stand and SAIL032 moorings.

From 2022 the production of the CNB 66 and CNB 76 will be progressively transferred to the Solaris Yachts production site in Aquileia, where a plant completely dedicated to CNB is under construction. The synergy between the two production philosophies, Solaris Yachts fast-cruiser aimed at owners oriented to performance cruising and CNB aimed at owners not only looking for maximum comfort, but also lovers of long-range ocean navigation, will from now on go to advantage of the development of new models, respecting the identities of the two brands. 

The CNB 8X will be unveiled in a few weeks, leading the way for a new era of CNB yachts. Thanks to the union with Solaris Yachts, the future of CNB yachts fits into a more dynamic and reactive structure, more suitable to support this exclusive market. A calibrated tool for the production of small series with a high level of quality and customization for each boat. 

Performance Boats 

Solaris builds custom maxi yachts at the cutting edge of technology. Since 2012 the yard has launched several units around 100’ for the Wally brand and has built three maxi sailing yachts for Solaris Yachts, the latest of 111′, CeFeA, for Marc Giorgetti. Currently under construction is a hyper-technological 100-footer whose hull, deck and bulkheads are contained in the incredible weight of only 11,550 kilograms. With a ballast of a total weight of 21,400 Kg, composed by the lifting keel of 5,100 Kg and by the bulb of 16,300 Kg the furnished boat arrives to a final displacement of 50,000 Kg.

Performance Boats uses pre-preg carbon technology, even in high modulus, which combines the best weight control with the stiffness and quality of the product. Also the smallest detail is made in full carbon.

The division is equipped with one of the largest and most technologically advanced post-cure ovens in Europe measuring 40 x 11 x 5 meters, which can reach temperatures up to 90° C heated by diathermic oil, in which it is possible to carry out work on hulls up to 40 meters.

Performance Boats has a very advanced interior fitting department, capable of producing ultra-light furniture with aeronautical technology on a mold with pre-impregnated Kevlar or aluminum honeycomb materials.

A team of highly skilled and experienced international technicians from Great Britain, New Zealand, Poland, Portugal and Spain work alongside the Italian team of Performance Boats.

• Solaris Power

It made its debut in 2018 with the modern re-edition of the lobster boat, a traditional New England lobster fishing boat, combining the charm and elegance of a historic boat with the Group’s technology. This philosophy has led to a new milestone in performance, behavior at sea, technology and stylistic research. The result is yachts with a unique personality that stand out for their elegance, originality and performance at the top of the category, which are also very popular among the sail lovers. The open range has been developed on the hulls of the lobster versions, which re-proposes the same marine qualities in a more Mediterranean key, conceived for owners who love to sail.

The range of the power open and lobster boats is enriched by the new 44 Open, which actually before being presented to the public here in Cannes, where you can visit it at the stand QSP 151 – mooring QSP 026, has achieved considerable sales success with 10 units delivered. The 44 Open model offers the largest outdoor living area in the category.

Also on its way is the new Solaris Power 40 Open which will be presented at the next “boot” in Düsseldorf 2022 and the flagship 60 Open, which will touch the water in 2023, is at its final stage of design.

At the Solaris Power stand you can see the 48 Open, winner of the European Powerboat of the Year 2020 award, the comfortable lobster version of the same hull and the Lobster 57 model at anchor in Cannes’ bay.

The outlook for the year 2022 is to grow in all segments, thanks to the new models of each company, and the fact that the production of the nautical year Sept 21 – Aug 22 is already almost sold out. The expansion of the sales and service network, which today counts 52 points between Europe, USA, Russia, Asia, and Australia is in continuous development.

Two superyachts belonging to sanctioned Russian billionaire Roman Abramovich have docked in Turkey, ship-tracking data showed, following weeks of speculation over the vessels' destination amid a crackdown on oligarchs' assets.

Abramovich's $700 million luxury superyacht, Eclipse, arrived in the tourist resort of Marmaris in southwest Turkey, on Tuesday, after cruising around the Greek island of Crete, according to the tracking website Marine Traffic .

The 533-foot vessel had set sail from St. Martin in the Caribbean in late February and had been traveling for 28 days, Marine Traffic showed.

It arrived a day after Abramovich's $600 million superyacht, Solaris , docked in the port of Bodrum in southwest Turkey on Monday, per Marine Traffic data.

The yacht departed from Tivat in Montenegro on March 13, avoiding other destinations in Europe that may have left it vulnerable to EU sanctions, before arriving in Turkey.

After US, UK and EU governments announced sanctions targeting Russian oligarchs, the location and movements of their luxury assets, such as private jets and yachts, have been closely followed.

Governments have seized some vessels at European ports in recent weeks, as governments implement measures designed to pressure the Russian elite and President Vladimir Putin over Moscow's decision to invade Ukraine. 

Bodrum has been popular with Russia's wealthy in the past, but the country's ports may also have been chosen due to Turkey's stance on Moscow's decision to invade Ukraine, which potentially leaves oligarchs' assets at less risk of being impounded.

Turkish president Recep Tayyip Erdogan has criticized sanctions levied against Russia, while at the same time supporting Ukraine.

Abramovich was sanctioned by the EU on March 15, meaning his assets have been frozen and he's been barred from doing business there.

The Chelsea Football Club owner's private jet flew into Istanbul last week, according to flight-tracking website FlightRadar24 . Abramovich was spotted in a VIP lounge at an Israeli airport on March 14 before the jet landed in Istanbul on the same day, Reuters first reported. It then flew back to Moscow on Wednesday, FlightRadar24 showed.

Solaris had been docked in the Barcelona shipyard of the Spanish yacht-maintenance firm MB92 since late 2021. It left Spain on March 8, two days before Abramovich was sanctioned by the UK, and sailed to Tivat in Montenegro on March 12.

NATO member Turkey, which has good relations with both Russia and Ukraine , doesn't want to fall out with Moscow because of its strategic interests — but it also needs to support Ukraine and its NATO allies over any threat to European security.

"We believe that the sanctions will not resolve the problem," Turkish Foreign Minister Mevlut Cavusoglu said last week at a diplomatic forum in Antalya on Sunday, cited by Russian state-owned news agency TASS.

Reuters reported that Erdogan has described the West as a "hindrance" in response to Russia's invasion of Ukraine.

The new Solaris 55 is the culmination of unparalleled experience and knowledge: the 50 year history of the Solaris Yachts shipyard converge into the Solaris 55, which embodies all the qualities of a boat designed for circumnavigating the globe or for a pleasant day sailing.

Solaris have once again continued their successful collaboration with Naval Architect Javier Soto Acebal, while Adi Design has developed the interior design, and the Solaris team has taken care of the structures, systems, and internal technical design.

Every aspect and detail of the project, every component chosen from the best brands on the market, have found their rightful place thanks to a refined and meticulous study of a boat with a LOA of 16.90 meters and a beam of 5.00 meters.

Hull and deck layout

The hydrodynamic study has defined a modern hull, with a small chine at the bow disappearing into a rounded broad stern, which ensures the longitudinal trim. The deck layout is both clean and functional as a result of specific attention and knowledge of deck ergonomics. The broad cockpit with full-width steering wheels improves visibility during sailing and while manoeuvering in the harbour. The two cockpit tables are extremely comfortable, with a central passage towards the boat’s companionway, which also features two innovative windows that allow increased natural light to enter the cabins and the saloon.

Unique features of this latest Solaris are the opening transom to store the dinghy with outboard engine in a longitudinal position and very convenient steps to access down to the bathing platform, which are moulded into the hull.

The structure, like on every Solaris, is characterized by the connection of the three composite main bulkheads which are laminated and resin bonded to the hull and deck. Furthermore, it has a lead  bulb and cast iron keel, mounted with a coupling flange to the hull structure. A perfect blend of innovation and traditional solutions: Solaris 55 is born from great commitment and care to always ensure the owners safety and comfort.

Below deck, you will instantly notice the perfect symmetry, which is the result of a thorough analysis of distribution of space and light: the traditional interior layout is conceived with a spacious forward owners suite, available in two versions with a central or an offset bed, along with a bathroom with a large shower. The saloon conveys light and symmetry, and can be equipped with a sofa or two large armchairs. Ships Underway

USS  Ronald Reagan  (CVN-76)  departed Yokosuka, Japan on Sunday, according to ship spotters . The carrier is set to depart for a repair availability in Washington state later this year. USS  George Washington  (CVN-73) will replace  Reagan  in Japan.

USS  America  (LHA-6) is in port in Sasebo.  America  will also change homeports later this year, USNI News has learned.

In the South China Sea

Aircraft carrier USS  Theodore Roosevelt  (CVN-71)  is operating in the South China Sea .

The carrier has been using older C-2A Greyhounds  as a temporary carrier-onboard delivery vehicle while the CMV-22B fleet was grounded following the November crash of an Air Force MV-22B Osprey off the coast of Japan.

Naval Air Systems Command lifted the grounding of the Ospreys and the Navy has started re-certifying crews and aircraft for the logistics operations.

The Nimitz-class nuclear-powered aircraft carrier USS  Dwight D. Eisenhower  (CVN-69) and the Arleigh Burke-class guided-missile destroyer USS  Gravely  (DDG-107) are operating in the Red Sea.

Ike deployed on Oct. 14, while several of the carrier’s escorts left on Oct. 13. The carrier transited the Strait of Gibraltar on Oct. 28 and transited the Suez Canal on Nov. 4. Secretary of Defense Lloyd Austin extended the ship’s deployment, a defense official confirmed to USNI news.

U.S. ships continue to patrol the Red Sea as part of Operation Prosperity Guardian, the U.S.-led multinational effort to protect ships moving through the region. Houthi forces in Yemen continue to attack merchant shipping in the Red Sea and the Gulf of Aden, while U.S. naval forces in the region have continued strikes against Houthi weapons that U.S. Central Command say are a threat to naval and merchant ships. Houthi forces say they are targeting ships with connections to the United Kingdom, the U.S. and Israel.

The U.N. Security Council on Jan. 10  approved a resolution  calling on Yemen’s Houthi rebel group to “cease its brazen” attacks in the Red Sea.

On Thursday , U.S. Central Command preemptively destroyed three uncrewed aerial systems in Yemen.

On Tuesday , USCENTCOM destroyed an uncrewed surface vessel in Yemen.

“Last week, Iranian-backed Houthi terrorists fired three anti-ship ballistic missiles and three unmanned aerial vehicles from Yemen into the Red Sea towards MV Cyclades , a Malta-flagged, Greece-owned vessel. Initial reports indicate there were no injuries and the vessel continued on its way,”

Earlier on Monday , CENTCOM forces destroyed Houthi-launched airborne UAV launched towards USS Philippine Sea and USS Laboon in the Red Sea. There were no injuries or damages reported to the U.S., coalition or merchant vessels.

In the Persian Gulf

U.S. Coast Guard Sentinel-class Fast Response Cutters are forward-deployed to the region under Patrol Forces Southwest Asia (PATFORSWA). PATFORSWA deploys Coast Guard personnel and ships with U.S. and regional naval forces throughout the Middle East. Initially deployed in 2003 to support Operation Iraqi Freedom, PATFORSWA is now a permanent presence based out of the Kingdom of Bahrain.

In the Mediterranean, Eastern Atlantic

On Friday, U.S. Central Command paused the construction of the temporary pier that will provide humanitarian aid to Gaza due to forecasted high winds and high sea states.

“The partially built pier and military vessels involved in its construction have moved to the Port of Ashdod, where assembly will continue, and will be completed prior to the emplacement of the pier in its intended location when sea states subside,” reads a statement from U.S. Central Command.

The ships carrying pieces to build a humanitarian aid pier in Gaza are now mostly in the Mediterranean Sea.

Three U.S. Army watercraft, a Military Sealift Command transport and a Maritime Administration ready reserve transport ship are off the coast of Gaza.

As of Monday, USAV  General Frank S. Benson (LSV-1), USAV Montorrey (LCU-2030) and USAV Matamoros (LCU-2026) were operating in the Eastern Mediterranean, along with Military Sealift Command ship USNS  1st Lt. Baldomero Lopez  (T-AK-3010) and MARAD ship MV  Roy P. Benavidez  (TAKR-306). USAV  SP4 James A. Loux  (LSV-4) was in Souda Bay, according to ship spotters. USAV Maj. Gen. Charles Gross (LSV-5) was sailing near Sicily as of Monday. USAV Wilson Wharf  (LCU-2011) was in the Eastern Atlantic off the coast of North Africa, not yet in the Mediterranean Sea.

Lopez  and USNS  2nd Lt. John P. Bobo (TAK-3008)  were transporting parts of Naval Beach Group One’s similar floating pier system to operate in tandem with the Army’s system. 2nd Lt. John P. Bobo  returned to Jacksonville, Fla., after experiencing a fire in its engine room last month. The crew extinguished the fire and no injuries were reported. The fire is under investigation, according to the statement. As of Monday USNS GySgt. Fred. W. Stockham  (T-AK-3008) was in Jacksonville transferring equipment from  Bobo. 

Based on the initial timelines, the pier could be completed by mid-May.

In the Eastern Pacific

Divers will attempt to repair the big deck amphibious warship USS  Boxer (LHD-4) in the water while the ship is pier side at Naval Station San Diego, Calif., USNI News has learned.

The effort will focus on repairs to the starboard rudder and the bearing that failed following  Boxer’s  departure for deployment on April 1, Navy officials told USNI News .

The aircraft carrier USS  Carl Vinson  (CVN-70) departed San Diego, Calif. on Friday, according to ship spotters .

The aircraft carrier USS  Abraham Lincoln  (CVN-72) returned to San Diego, Calif. on Tuesday, according to ship spotters .

In the Western Atlantic

The aircraft carrier USS  George Washington (CVN-73) arrived in Mayport, Fla., on Monday and departed on Wednesday, according to ship spotters. As of Monday, the carrier was sailing in the Caribbean Sea.

As part of its transit to Japan, George Washington will participate in Southern Seas 2024, which seeks to enhance capability, improve interoperability, and strengthen maritime partnerships with countries throughout the U.S. Southern Command area of responsibility through joint, multinational and interagency exchanges and cooperation. The carrier is set to arrive at Mayport this week for an opening ceremony for the start of Southern Seas.

Amphibious assault ship USS  Wasp  (LHD-1) is operating off the East Coast.

Amphibious assault ship USS Bataan (LHD-5) departed Norfolk, Va. on Friday and arrived in Miami, Fla., on Sunday for Fleet Week activities, according to ship spotters. Aircraft carrier  USS  Harry S. Truman (CVN-75) departed Norfolk, Va. on Friday and also arrived in Miami for Fleet Week on Sunday, according to ship spotters.

In addition to these major formations, not shown are others serving in submarines, individual surface ships, aircraft squadrons, SEALs, Special Purpose Marine Air-Ground Task Forces, Seabees, EOD Mobile Units and more serving throughout the globe.

BALTIMORE -- The cargo ship Dali experienced electrical blackouts about 10 hours before leaving the Port of Baltimore and yet again shortly before it slammed into the Francis Key Bridge and killed six construction workers, federal investigators said Tuesday, providing the most detailed account yet of the tragedy.

The first power outage occurred after a crew member mistakenly closed an exhaust damper while conducting maintenance, causing one of the ship’s diesel engines to stall, investigators with the National Transportation Safety Board said in their preliminary report. Shortly after leaving Baltimore early on March 26, the ship crashed into one of the bridge’s supporting columns because another power outage caused it to lose steering and propulsion at the exact worst moment.

The report provides new details about how the ship’s crew addressed the power issues it experienced while still docked in Baltimore. A full investigation could take a year or more, according to the safety board.

Testing of the ship’s fuel did not reveal any concerns related to its quality, according to the report.

The Dali was headed from Baltimore to Sri Lanka, laden with shipping containers and enough supplies for a monthlong voyage.

After the initial blackout caused by the closed exhaust damper, investigators say a backup generator automatically came on. It continued to run for a short period — until insufficient fuel pressure caused it to kick off again, resulting in a second blackout. That’s when crew members made changes to the ship’s electrical configuration, switching from one transformer and breaker system that had been in use for several months to another that was active upon its departure, according to the report.

Investigators stopped short of drawing a direct line between those earlier power issues and the blackout that ultimately caused the bridge collapse.

“The NTSB is still investigating the electrical configuration following the first in-port blackout and potential impacts on the events during the accident voyage,” investigators wrote.

The safety board launched its investigation almost immediately after the collapse, which sent six members of a roadwork crew plunging to their deaths. Investigators boarded the ship to document the scene and collect evidence, including the vessel’s data recorder and information from its engine room, according to board chair Jennifer Homendy. Investigators also interviewed the captain and crew members.

“Our mission is to determine why something happened, how it happened and to prevent it from recurring,” Homendy said at a news conference days after the disaster.

The preliminary report details the chaotic moments prior to the bridge collapse while crew members scrambled to address a series of electrical failures that came in quick succession as disaster loomed.

At 1:25 a.m. on March 26, when the Dali was a little over half a mile away from the bridge, electrical breakers that fed most of the ship’s equipment and lighting unexpectedly tripped, causing a power loss. The main propulsion diesel engine automatically shut down after its cooling pumps lost power, and the ship lost steering.

Crew members were able to momentarily restore electricity by manually closing the tripped breakers, the report says.

Around that time, the ship’s pilots called for tugboats to come help guide the wayward vessel. The tugboats that guided it out of the port had peeled off earlier per normal practice, according to the report. Crew members also started the process of dropping anchor, and the pilots’ dispatcher called the Maryland Transportation Authority Police and relayed that the ship had lost power. The pilots’ dispatcher notified the Coast Guard.

The ship was less than a quarter of a mile from the bridge when it experienced a second power blackout because of more tripped breakers, according to the report. The crew again restored power, but it was too late to avoid striking the bridge.

One of the pilots ordered the rudder turned at the last minute, but since the main engine remained shut down, there was no propulsion to assist with steering, the report says. They also made a mayday call that allowed police to stop traffic to the bridge.

At 1:29 a.m., the 1.6-mile steel span came crashing down into the Patapsco River. The construction workers were sitting in their vehicles during a break when disaster struck.

The last of the victims’ bodies was recovered last week.

One member of the seven-person roadwork crew survived the collapse by somehow freeing himself from his work truck. He was rescued from the water later that morning. A road maintenance inspector also survived by running to safety in the moments before the bridge fell.

On Monday, crews conducted a controlled demolition to break down the largest remaining span of the collapsed bridge, which landed draped across the Dali’s bow, pinning the grounded ship amid the wreckage. The ship is expected to be refloated and guided back to the Port of Baltimore in the coming days.

It arrived in the U.S. from Singapore on March 19, a week before the crash, according to the report. It made stops in Newark, New Jersey, and Norfolk, Virginia, before coming to Baltimore. Investigators said they were not aware of any other power outages occurring in those ports.

They said they’re working with Hyundai, the manufacturer of the ship’s electrical system, to “identify the cause(s) of the breakers unexpectedly opening while approaching the Key Bridge and the subsequent blackouts.”

The board’s preliminary report released Tuesday likely includes a fraction of the findings that will be presented in its final report, which is expected to take more than a year.

The FBI has also launched a criminal investigation into the circumstances leading up to the collapse.

Rusty Tiger Woods saved by trusty putter in first round of 2024 PGA Championship

L OUISVILLE, Ky. — Tiger Woods was back on the golf course Thursday morning at the 2024 PGA Championship for the first time in competition since his last-place finish at the 2024 Masters, and it showed early.

After an iffy start off the 10th tee on the back nine that featured numerous knee-knocking par saves, Woods found some form briefly on the front nine but leaked oil down the stretch en route to an opening-round 1-over 72 at Valhalla Golf Club. A four-time PGA Championship winner in 25 previous appearances, Woods won the 2000 PGA held here at the big ballpark in the Bluegrass State but missed the cut the last time the championship was at Valhalla in 2014.

Woods will be back on the course on Friday at 1:29 p.m. ET once again alongside Keegan Bradley and Adam Scott.
