As Covid swept the United States, another epidemic took hold: Americans shot one another at the fastest pace since the 1990s.

To document the toll, we plotted every fatal shooting on a map and then compared the four pandemic years with the four years that came before. Not only were more people killed, we found, but the boundaries of where these killings took place expanded. By the end of last year, one in seven Americans lived within a quarter mile of a recent fatal shooting, up from one in nine before the pandemic.

Why did shootings surge during the pandemic? Americans bought more guns, turning violent disputes more deadly. They also used more drugs, leading to more violent conflicts. School buildings closed, and once-busy streets emptied. Gangs became more active. And after George Floyd’s murder, reform measures and criticism of the police led some departments to pull back from enforcement.

We have been able to tell the story of gun violence more granularly with data from the Gun Violence Archive — neighborhood by neighborhood, instead of city by city. The analysis, which The Times published today , found:

The violence spread in cities nationwide. One area of downtown Austin, Texas, famous for its thriving nightlife saw 17 shootings during the pandemic years, up from six in the four years before. In Everett, Wash., a smaller city where gun violence had been rare, a series of shootouts involved young people.

The shootings got worse in dangerous neighborhoods, too. The Kensington section of Philadelphia was already one of the most violent places in the United States. One block of 167 residents had 24 fatal shootings in the four years before the pandemic. In the four years that followed, there were 64.

A citywide homicide rate offers an incomplete picture, because the effects of violence are felt unevenly. One-quarter of Chicago residents lived in neighborhoods with four or more shootings during the pandemic years, while one-third lived in areas where there were no fatal shootings nearby.

Senegal’s new prime minister has criticized the French military presence in the West African country

DAKAR, Senegal -- Senegal's new prime minister, who was freed from jail weeks before the presidential election earlier this year and propelled his party to victory, has criticized the French military presence in the West African country.

Ousmane Sonko also criticized efforts by France and the West to promote values that he said didn't fit with those held by Senegal and other African countries, including LGBTQ rights and monogamy. Polygamy is widely practiced in Senegal.

Sonko was speaking late Thursday at an event held jointly with the French far-left politician Jean-Luc Mélenchon in the capital, Dakar.

Sonko is known for his criticism of interference by France, which is Senegal's former colonial ruler. His fiery views in a region where other neighbors have already taken steps to cut ties with France helped his chosen candidate Bassirou Diomaye Faye win the presidential election in March.

“I want to reiterate Senegal’s desire for self-determination, which is incompatible with the long-term presence of foreign military bases in Senegal,” Sonko said.

He said the desire to question the presence of French and other foreign forces didn't undermine existing defense treaties that Senegal has signed with those countries. France has about 350 troops in Senegal.

While Sonko warned that promoting LGBTQ rights could cause conflict between Senegal and France, Mélenchon responded that he had introduced legislation permitting same-sex marriage in France.

“I thought that this freedom to love anyone had to be open to all that wanted to enjoy it,” the French politician said.

Senegal is considered a pillar of stability in a region that has experienced a wave of coups in recent years, and Sonko’s remarks are likely to draw attention from Western allies.

Following coups in Mali, Burkina Faso and Niger, all three nations have expelled French troops and turned to Russia instead for help fighting yearslong insurgencies there. The three nations also formed their own alliance of Sahel states, causing a split within the Economic Community of West African States, or ECOWAS.

Sonko, whose party has said ECOWAS needs to be reformed, reiterated criticism of the regional bloc for allowing the divisions to grow.

“We will not abandon our brothers in the Sahel and will do everything necessary to strengthen our ties,” he said.

Latest statement in response to small boat crossings

A Home Office spokesperson said:

“The unacceptable number of people who continue to cross the Channel demonstrates exactly why we must get flights to Rwanda off the ground as soon as possible.

“We continue to work closely with French police who are facing increasing violence and disruption on their beaches as they work tirelessly to prevent these dangerous, illegal and unnecessary journeys. Last year they stopped 26,000 people from reaching our shores.

“We remain committed to building on the successes that saw arrivals drop by more than a third last year, including tougher legislation and agreements with international partners, in order to save lives and stop the boats.”

Background:

  • Weather conditions for crossings recorded over the course of 2023 were similar to conditions in 2022, with only four fewer days likely for crossings recorded in 2023 compared to the previous year.
  • We will do whatever is necessary to end these perilous and fatal journeys, encouraging people to seek safe and legal passage. Since 2015, over 550,000 people have done so.
  • Our work with international partners prevented more than 26,000 crossings last year and has helped to dismantle 82 organised crime groups since July 2020.
