The Philippines said Monday it had summoned a Chinese envoy over “aggressive actions” by the China Coast Guard and other vessels near a reef off the Southeast Asian country’s coast, while Beijing lodged its own complaint.

Beijing and Manila have a long history of maritime territorial disputes in the South China Sea and there have been repeated confrontations between their vessels near disputed reefs in recent months.

The latest incident took place Saturday near Second Thomas Shoal in the Spratly Islands during a regular Philippine mission to resupply Filipino troops garrisoned on the BRP Sierra Madre, a grounded navy ship.

The Philippines said the China Coast Guard blocked its supply vessel and damaged it with water cannon, injuring three soldiers.

The China Coast Guard has defended its actions, describing them as “lawful regulation, interception and expulsion” of a foreign vessel that “tried to forcefully intrude” into Chinese waters.

On Monday, China’s embassy in the Philippines said it had complained to Manila over what it called the “illegal intrusion” of the Southeast Asian country’s ships into its waters.

Second Thomas Shoal is about 200 kilometres (120 miles) from the western Philippine island of Palawan, and more than 1,000 kilometres from China’s nearest major landmass, Hainan island.

Manila conveyed its “strong protest against the aggressive actions undertaken by the China Coast Guard and Chinese Maritime Militia against the rotation and resupply mission undertaken by the Philippines in Ayungin Shoal,” the Department of Foreign Affairs said on Monday , using the Filipino name for Second Thomas Shoal.

It said the Philippine embassy in Beijing also lodged a similar protest with the Chinese foreign ministry.

“In these demarches, the Philippines stressed, among others, that China has no right to be in Ayungin Shoal,” the foreign affairs department said.

“The Philippines demands that Chinese vessels leave the vicinity of Ayungin Shoal and the Philippine exclusive economic zone immediately.”

It is the same location where there have been recent collisions between vessels belonging to both countries, as well as water cannoning by the China Coast Guard.

Cooling diplomatic relations

China claims almost the entire South China Sea , brushing off rival claims from other countries including the Philippines and an international ruling that its assertion has no legal basis.

The United States, which has a mutual defence pact with Manila, has denounced the attack.

It came days after visiting US Secretary of State Antony Blinken said the United States stood by its “ironclad” commitments to defend longtime ally the Philippines against armed attack in the South China Sea.

Relations between Manila and Beijing have cooled under Philippine President Ferdinand Marcos as he seeks to deepen cooperation with the United States and regional neighbours, while standing up to Chinese aggression towards Philippine vessels.

Chinese and Philippine officials agreed in January on the need for closer dialogue to deal with “maritime emergencies” in the South China Sea, including Second Thomas Shoal.

But Manila said Monday that China’s “aggressive actions call into question its sincerity in lowering the tensions and promoting peace and stability in the South China Sea.”

Despite the attack, Philippine officials said the damaged vessel and a coast guard escort ship that came to its aid later deployed rigid-hull inflatable boats to deliver its cargo and personnel to the Filipino outpost.

Filipino soldiers stationed on the shoal live on the crumbling BRP Sierra Madre and require frequent resupplies for food, water and other necessities as well as transport for personnel rotations.

Apart from supplies and equipment, the Philippine military said six navy personnel were delivered to the BRP Sierra Madre on Saturday, replacing one soldier who was recently evacuated on medical grounds.

The damaged supply boat and its escorts sailed back to port after completing their mission, the task force said.

ENVOYS from the European Union, Australia, France, Japan and the United States called out China for its "dangerous actions" against Philippine vessels in the South China Sea after three Filipino servicemen were reported injured when their boat was blasted by Chinese water cannons on Saturday, March 23. The Unaizah May 4 (UM4), carrying supplies for Filipino troops at the Ayungin Shoal, was hit by water cannons from two China Coast Guard (CCG) ships, sustaining "heavy damage," the Philippine Coast Guard (PCG) said on Saturday. Three servicemen on the boat were injured. The EU said the UN Charter, the United Nations Convention on the Law of the Sea (Unclos) and the Arbitral Award of 2016, as well as other relevant international rules and regulations relating to the safety of life at sea, should be respected at all times.

PRESIDENT Ferdinand Marcos Jr., in his message to Catholic Filipinos on Palm Sunday, called for kindness and selflessness, especially toward the less fortunate. With the start of the Holy Week, the Chief Executive enjoined citizens to use the coming days as an opportunity "to reflect on the many transcendent encounters" for the "rediscovery of the spirituality that lies at the core of our being."

EXPELLED Negros Oriental congressman and murder suspect Arnofo Teves Jr. will not be returning to the Philippines anytime soon, his lawyer said over the weekend. In a statement issued Saturday night, Ferdinand Topacio said the detention of Teves was extended by a Timor-Leste court "for another 15 days maximum, or the possible duration of the trial." The former lawmaker was arrested on Thursday while playing golf at the Top Golf Driving Range in the capital city of Dili in Timor-Leste. Topacio said the Philippine delegation from the National Bureau of Investigation led by Director Medardo de Lemos left Timor-Leste "after realizing that they would not be able to bring Mr. Teves home with them until after the trial."

PHILIPPINE Army units will augment police forces, particularly in public places of convergence nationwide, to ensure the safety of Filipinos heading for the provinces for the observance of Holy Week. Col. Louie Dema-ala, Philippine Army Public Affairs chief, said soldiers would closely watch the arrival of people in different places of convergence, particularly devotees visiting religious sites on Maundy Thursday and Good Friday. He said the deployment of troops would augment forces from the Philippine National Police, the lead agency taking care of the security of people going to their respective provinces for holiday break, including tourists. Also, Dema-ala said Army soldiers were to work side-by-side with police forces in critical areas to provide security cover to local and foreign tourists spending the Holy Week in tourist destinations nationwide. At least 34,000 police forces will be deployed in places of convergence as part of PNP's Oplan Ligtas Sumvac (summer vacation).

BUSINESS: New tax measures a 'last resort'

Headlining business, maximizing revenue collections remains a priority, and new tax measures other than those currently pending will only be introduced as a "last resort," Finance Secretary Ralph Recto told reporters last week. The Department of Finance is currently refining existing tax proposals that have been identified as priorities, claiming the need to enhance fairness and ease of collection. Recto, following his appointment in January, particularly highlighted the need to "tweak" reforms involving the motor vehicle user charge and the proposed Passive Income and Financial Intermediary Taxation Act. The House of Representatives last December approved a bill charging a motor vehicle road user's tax in lieu of the MVUC. The Senate has yet to pass its version of the bill and the Finance department has said that it wants the final version to consider the impact on inflation. The passive income taxation measure, meanwhile, was approved back in 2022 by the House of Representatives and remains pending in the Senate. Proposed changes, which the Finance department said would maintain the tax structure of some products and instruments and defer implementation of some provisions to 2028 or when the government is in a better fiscal position, were presented to senators last month. Recto said that other priority tax proposals would remain largely unchanged, such as the rationalization of mining taxes, taxation of single-use plastics, and the imposition of value-added tax on digital service providers.

SPORTS: Marcial shifts focus on Paris Olympics

Over to sports, after winning his first professional fight at home, Filipino boxer Eumir Felix Marcial is set to train with the Philippine national team in Colorado, United States this April. Marcial, who is preparing for the Paris Olympics, made this known on Saturday night, March 23, following his fourth round stoppage of Thai opponent Thoedsak Sinam in their 8-round, super middleweight bout at the Ninoy Aquino Stadium in Malate, Manila.
