Monterey Bay National Marine Sanctuary

The Monterey Bay National Marine Sanctuary was established in 1992 to preserve and protect the Monterey Bay and adjoining ocean waters of the central California coast. It encompasses 5,322 square miles and is the largest marine sanctuary in the United States, larger even than Yosemite or Yellowstone National Parks.

Within the protected resources of the Sanctuary lies the Monterey Bay submarine canyon, one of North America's largest underwater canyons. The rich upwellings from this underwater canyon support a lush kelp forest and an abundance of marine life: migrating whales, delicate jellyfish, playful sea otters and serene pelicans.

  • Go kayaking in the ocean or through Elkhorn Slough;
  • Watch for whales from a fishing boat or off the coast at Davenport;
  • Explore tidepools at Natural Bridges State Beach;
  • Visit dolphins and a touch tank of sea creatures at UCSC's Long Marine Lab;
  • See the sea lions basking at the Santa Cruz Municipal Wharf;
  • Sail the bay at sunset;
  • Take a self-guided tour at the Santa Cruz Harbor;
  • Visit the elephant seals at Año Nuevo State Reserve.

Getting to Downtown Santa Cruz

Downtown Santa Cruz is located on the north coast of the Monterey Bay Sanctuary.

From the North (San Jose Area) - Follow the signs on Highway 17 and take Highway 1 north to Half Moon Bay. At your first intersection, make a left on River Street. Follow the signs that point downtown. As soon as you reach the intersection of River and North Pacific, you've reached the border of the Downtown. Parking may be found by traveling straight on River or turning right and following Pacific Ave. Follow the signs!

From the North Coast ( from Half Moon Bay) - When Highway 1 enters Santa Cruz, it becomes Mission Street. Follow Mission Street for several blocks. Follow the directional signs or keep going straight on Mission Street (You'll recognize Downtown by the Clock Tower on the left hand side).

From the South (Monterey area) - Take Highway 1 north, staying in the left hand lane as you approach the Highway 17 turn off. Stay on Highway 1 as it loops around like a fishhook. Continue on Highway 1 north. At your first intersection, make a left on River Street. Follow the signs that point Downtown. As soon as you arrive on Pacific Avenue, parking structures may be found by turning right on Locust Street or Church Street.

In Santa Cruz County you'll encounter an abundance of activities, adventures and getaways suited for just about everyone. Whether you want to spend your days hiking one of hundreds of mountain trails, or taking to the Pacific and exploring the Monterey Bay National Marine Sanctuary, you'll find there's never quite enough time to do it all.

Santa Cruz County is an outdoor adventurer's paradise. Bike up the Pacific Coast Highway, go rollerblading along West Cliff Drive, or play a round of golf as you look out over the Pacific Ocean. We also have one of America's largest indoor climbing gyms at Pacific Edge and NASCAR stock-car racing at the Watsonville Speedway. Go have some fun!

From the redwood forests of Big Basin to the coastal bluffs of Wilder Ranch, from the marshes and shore birds of Elkhorn Slough to the 87-acre lake of Loch Lomond--there's plenty of room to hike, pitch a tent, or just go exploring!

Everyone deserves to be pampered at one time or another. Whether your idea of self-appreciation is relaxing into a steaming hot tub or having someone wait on you hand and foot, you'll find your day of escape in the coastal spas of Santa Cruz County.

Santa Cruz County is home to the Pajaro Valley, one of the richest agricultural areas in California. For the freshest and most organic goods, you can find a farmer's market in just about every community all year round.

As the gateway to the Monterey Bay Marine Sanctuary, Santa Cruz County has all sorts of ways to get you out on the water. Sail into the sunset, charter a fishing excursion, or rent a kayak and paddle through the inlets of Elkhorn Slough. In winter you can watch for whales, and in the summertime you can learn to surf!

Some say it's because there's a magnetic vortex here. Some say it's because this area was settled by the kinds of people who broke conventional rules and wanted to determine their own fates. Whatever the reason, one thing is undeniable -- Santa Cruz County has a more enviable collection of artists, performers and craftspeople than almost anyplace on the planet.

Your Guide to the Santa Cruz Harbor

With over 1,000 slips granting immediate access to Monterey Bay, the Santa Cruz Harbor is a boater’s paradise. Plus, it offers boatloads of fun for landlubbers, too! In addition to a marina full of magnificent vessels, you’ll find waterfront eateries, sandy beaches, and boundless land and sea recreation. Set sail for the Santa Cruz Harbor, and discover a variety of seaside activities that are sure to float your boat.

Situated between the harbor jetty and the San Lorenzo River estuary, Seabright State Beach offers a sweeping stretch of sand lapped by rippling waves. Follow a walking path that skirts the harbor atop the breakwater, and you’ll arrive at Walton Lighthouse. The 41.5 foot beacon was dedicated in 2002, and named in honor of Derek Walton who served as a merchant marine and was lost at sea during World War II.

Harbor Beach is a cozy, pocket beach that extends east of the jetty and connects to Twin Lakes State Beach . Its scenic locale featured postcard views of Walton Lighthouse, and billowing sails propelling boats out to sea. A trio of beach volleyball courts attract bystanders, as does the weekly serenade of the Ukulele Club of Santa Cruz which gathers throngs of strumming musicians each Saturday from 10 a.m. – 2 p.m.

At Harbor Beach, you’re also likely to spy unique art pieces. Inlaid within a plaza overlooking the volleyball courts, a human sundial coaxes visitors to plant themselves on the appropriate month, and watch their shadow mark the current date. Also, don’t miss a topographical sculpture of the Monterey Bay—located between the Crow’s Nest and Beach Market—which details the contours and surprising depths of its grand, underwater canyon.

Sea Life Viewing

The Santa Cruz Harbor is officially part of the Monterey Bay National Marine Sanctuary which provides refuge to an astounding diversity of marine mammals, sea birds, and plant life. From the shore, watch for harbor seals, swaying giant kelp, and, on occasion, humpback whales and playful dolphins.

HOW TO GET ON THE WATER

Sailing & Fishing Charters

While the harbor offers launching facilities and moorage for hundreds of personal vessels, you needn’t own a boat to cruise the sea life-filled waters of Monterey Bay. Numerous charter outfits line the harbor, offering a variety of outings including scenic bay cruises, whale watching, and fishing trips:

  • Chardonnay II: From brunch to sunset, this luxe outfit offers catered, public outings aboard a 70-foot racing yacht.
  • O’Neill Yacht Charters: Enjoy seasonal public sailings aboard a fun, 65-foot catamaran.

Plus, don’t miss the opportunity to set sail during the popular Wednesday Night Regattas which draws a lively crowd from March through October.

Kayaks & Stand-Up Paddleboards

The harbor provides an ideal launching point for self-propelled watercraft such as kayaks and stand-up paddle boards. Cruise the harbor, or paddle out to the wharf alongside the Santa Cruz Beach Boardwalk , and enjoy up-close views of seals and sea otters along the way. The harbor offers three paid lots ($1.25/hr) that are open to the public. The most central lot is located at 5th Ave. & East Cliff Dr. where spots fill up fast. You’ll also find a limited number of free parking spots surrounding the harbor and Twin Lakes State Beach, but note that many require a permit during summer months.

Monthly Waiting List Reports

All slip assignments will be based on chronological precedence of requests. Only one size slip may be requested. The size slip requested may be changed at any time prior to issuance of a slip, and the original precedence date retained. Individuals who transfer their waiting list date from one list to another will be inserted into the new list chronologically;  however, they can not initially be higher than the #3 position .

People who are offered a slip, but do not accept the slip, must go on the “standby” list. A standby list has been created for those individuals who know they will not be able to accept a berth in the near future.

Waiting list applications can be filled out at the harbor office. An initial registration fee of $125 is required. Thereafter, a $125 registration fee will be charged on January 1, of each year to retain the request. Waiting list renewal fees received after the February 20, deadline will be subject to a late fee. Failure to re-register by March 1, will result in removal from the list. These fees are not refundable and are subject to change.

A slip renter must give up one slip to take another of the same or different size.  Only one slip will ever be given from a single application, no matter how many names are on that application.

Only the applicant(s) listed on the application form and spouses will have rights to a slip license.  If you plan to own a boat in partnership, it is important that you list all of the partners with whom you wish to be a co-slip licensee at the time you sign up on the list.  Additional names cannot be added after initial sign-up.  Contact the harbor office if you have any questions about partnership rights.

When a slip is offered, it must be accepted within two weeks by executing a "Slip License and Indemnity Agreement," a "Statement of Ownership and Registration," payment of first month's rent, a security deposit, and proof of vessel ownership.  Notices offering slips will be sent by certified mail.  If no response for the slip offering is received, the applicant will be placed on the “standby” list.

Before a slip license agreement is actually signed, the waiting list applicant must verify to the Port's satisfaction that the registration or documentation of the vessel is in order, that any partnerships meet the Port's regulations, that the boat’s measurements fit within the slip size requirements, and that the boat is substantially complete, operable and seaworthy, and properly registered.  Only after these items are in order will the Port enter into a license agreement.

Individuals who do not own a boat when they accept a slip will have up to 90 days to acquire a boat and comply with the above-listed requirements.  Subletting of the berth during this initial 90-day period is by special permission only.

Requests for extensions of time must be in writing, showing good cause for delay in placing a boat in the slip, and be approved by the Port District.  If good cause is not substantiated, the slip license will be revoked and the slip will be assigned to the next eligible applicant from the waiting list.

Ordinance section 300 stipulates that only one slip will be allowed per married couple; however, each partner has the option to remain on the waiting list.  Only in the event of a dissolution of the marriage would such individuals be allowed to accept the second slip from the waiting list.  Each individual must determine whether or not the cost and effort to remain on the waiting list is worth the protection.

It is permissible for two regular licensees to trade slips if mutually agreeable and approved by the Port District.  Port District approval shall include the determination that both slip renters wishing to trade shall have had their slip for longer than it takes to get the desired slip through the regular waiting list.  In this way, the trade shall have no effect on the waiting list.

The waiting list is maintained in chronological order.  The list is derived from chronological entries taken from the initial request. Supplementary lists may be used to simplify the showing of relative positions.  Any disputes will be resolved strictly by actual chronological precedence of basic slip assignment request, regardless of size.

In the event a slip license is revoked, activation of your original waiting list date will not be allowed for a minimum of 2 years from the date of revocation.  Additionally, waiting list fees may be used to cure account delinquencies, thereby cancelling your waiting list status.

It is the applicant’s responsibility to notify the Port District of any change in address.

Clearance under the bridge into the north harbor is 23'6" at mean lower low water (“MLLW” = zero tide).  Therefore, no "low profile" vessels (vessels whose overall height from the waterline is 19' or less) will be permitted to berth in the south harbor.
