A Giant Pacific Octopus can be viewed from the sunken hull of a 17th century Spanish galleon. The Rainforest exhibit features tropical river and forest creatures. A train takes visitors through a glass tunnel for a close-up encounter with shark species as they swim above and around in this thrilling exhibit. Dining at the undersea restaurant completes the aquatic wonderworld experience.

The Historic District on the northern edge of Downtown features 19th century architecture of notable buildings and many upscale restaurants offering award-winning cuisine. The many one and two-story residential cottages and bungalows in Queen Anne, Craftsman, Colonial Revival, and other historic styles, give this district the ambience of a charming neighborhood. Visitors can experience the diverse epicurean style of Houston with a Houston Culinary Tour. Foody magazines, such as Bon Appetite, Food & Wine, and Saveur regularly feature the creations of Houston’s internationally renowned chefs and James Beard Award-winning restaurants. Taco trucks and ethnic markets are also popular. Eating out is a favorite American pastime, and people in Houston eat out more than residents of any other city!

The Museum District is the nation’s 4th largest with 18 major cultural venues—museums, galleries, cultural centers—within blocks of each other. The original building of the Museum of Fine Arts/Houston opened in 1924 and features ancient art to modern masterpieces. Additions in 1958 and 1970 were designed in the modern international style by renowned architect, Mies van der Rohe. The Rothko Chapel, commissioned by Dominique de Menil, was designed by Mark Rothko and features his famous black-hued paintings. Opened in 1971, it was listed on the National Register of Historic Places in 2000. Other award-winning buildings in this district are the 1968 Miller Outdoor Theater and 1997 Chapel of St Basil designed by famed architect, Philip Johnson. John & Dominique de Menil’s extensive art collection is housed in the Menil Collection Contemporary Art Museum.

Downtown Houston is also the Central Business District (CBD) Skyline District famed for its award-winning towers and skyscrapers. Allen’s Landing on Buffalo Bayou is where brothers August C. and John K. Allen stepped ashore in 1836 and founded Houston, laying claim to the area. The city of Houston began its development around Allen’s Landing and the Market Square, location of the Market Square Towers, a luxury high-rise apartment building featuring amenities such as a rooftop infinity pool, golf simulator, private movie theatre, sauna, fitness, game room and many other amenities. Barnaby’s Café and Batanga Tapas + Drinks are popular eateries in Market Square.

Some of the most notable skyscrapers of the CBD Skyline are I.M. Pei’s Hilton Houston Post Oak Hotel located just one block from the luxurious Houston Galleria upscale shopping mall. The JP Morgan Chase Bank Building (Gulf Building) is an art deco skyscraper completed in 1929. A privately funded restoration was begun in 1989 of this 430 ft 51-story building. The 714 ft, 50-floor One Shell Plaza (now 910 Louisiana) built in 1971, was the first major skyscraper in Houston. The JP Morgan Chase Tower is Houston’s tallest at 1,002 ft with 75 floors.

The 5-sided tower was designed by I.M. Pei and completed in 1982. The Pennzoil Plaza, built in 1976, is Houston’s most award-winning skyscraper for its innovative design by Philip Johnson. Wells Fargo Bank Plaza, completed in 1983, was the second tallest in Houston and Texas at the time. Renovated in 2020, the WFB Plaza connects to the skybridge and pedestrian tunnels. The 35-story Bank of America Center, completed in 1984, was one of the first examples of the postmodern architectural style designed by Philip Johnson and John Burgee. The first section is 21 stories, and the entire building is 56 stories. It features 5 pedestrian tunnel connections to Houston’s 6-mile tunnel network. Heritage Plaza, a 53-story, 696-ft tower, was completed in 1986 and was one of the last major buildings before the oil glut collapsed Texas real estate, banking, and oil industries in the mid-1980s. The tower is noted for its resemblance to the ziggurat form of a Mayan temple at the top. Fulbright Tower is a 52-story skyscraper built in 1982.

In Uptown Houston, the landmark Williams Tower is the tallest building at 901 feet. Built in 1983, it was designed by Philip Johnson and features a rotating spotlight peering into the horizon. Named “Skyscraper of the Century” in Texas Monthly’s Dec. 1999 issue. Also a landmark and listed on National Register of Historic Places (NRHP), the Art Deco Merchants and Manufacturers Building (M&M Bldg) built in 1930, was the largest building in Houston back then. It has been part of the University of Houston-Downtown since 1974. The Uptown District features other structures designed by famed architects I.M. Pei, César Pelli, and Philip Johnson. Many older (1920s) office towers have been converted into residential condos and lofts with the resurgence of urban living in the late 20th century.

The Buffalo Bayou (river) slowly meanders through Houston in Harris County, Texas. Its source is in the prairie area around Katy, TX of Metro Houston, and Fort Bend County. Buffalo Bayou flows approximately 53 miles east through the Houston Ship Channel into Galveston Bay and the Gulf of Mexico. Buffalo Bayou is also fed by natural springs, surface runoff, flood control reservoirs, and tributary bayous such as White Oak Bayou, Green Bayou, and Brays Bayou. As the principal waterway of Greater Houston, it is heavily urbanized with surrounding linear parks and parks with frontage. Texas Parks and Wildlife manages a paddling trail with a canoe launch in Briarbend Park, and there are access points in other parks with frontage.

The Bayou widens as it flows eastward, after joining White Oak Bayou, and finally to the Houston Ship Channel that is part of Port Houston, one of the world’s busiest seaports. The Channel accommodates transoceanic vessels, such as tankers and container transport ships, between Houston area terminals and the Gulf of Mexico in addition to inland barge traffic. The Channel is a natural waterway that was widened and deepened by dredging the Buffalo Bayou and Galveston Bay.

Pelican Island bridge reopens for evacuation-only after barge slams into span, causing oil spill

GALVESTON COUNTY, Texas (KTRK) -- A barge hit the Pelican Island Causeway Wednesday morning, damaging a portion of the bridge and causing an oil spill in the bay, according to the Galveston County Sheriff's Office.

The Gulf Intracoastal Waterway is shut down for approximately 6.5 miles between marker 350.5 to 357 as officials respond to this incident, County Judge Mark Henry said, adding that the oil spill is heading in that direction, so the U.S. Coast Guard decided to move forward with the closure.

The closure is a major setback for operations as significant maritime commercial traffic uses the waterway along the Texas coast.

It also has implications for those on Pelican Island. It's located north of Galveston, with that bridge as the only way on and off Pelican Island.

Galveston County emergency management canceled evacuations from Pelican Island at about 6 p.m. because the bridge was "unstable" and "handrails and concrete were seen shifting."

Before stopping evacuations, officials were allowing drivers to pass the bridge one by one, at about 20 feet apart.

At 8 p.m., the emergency management reopened the bridge only for people exiting Pelican Island, not allowing anyone to enter.

The traffic line to leave was still congested by 9 p.m., and there was no longer a hard stop for evacuations.

As everyone on Pelican Island is able to drive off and evacuate, residents like Andrea Dunlap, who has lived there for two years, are concerned about how soon they'll be let back in.

"I'm just hoping that if they do have to shut down the bridge, they're going to find another option to get us back and forth," she said.

Harborside Drive is open to east-west traffic. However, drivers will not be able to travel north toward Pelican Island from 51st and Harborside. Galveston police officers are detouring traffic in the area.

Henry said at about 10 a.m., the vessel under tow broke loose and slammed into the railroad side of the bridge. The rail portion is not in use.

Officials told ABC13 that two crew members on the ship were either thrown or jumped off, but they were rescued quickly. Emergency management leaders confirmed with ABC13 that there were less than 200 people on the island when the incident happened.

Vacuum gas oil is leaking from the barge, which has a capacity of 30,000 gallons and is operated by Martin Operating Partnership.

Eyewitness News reached out to the company but has yet to hear back.

Officials said the vessel is carrying a base petroleum product, and the Coast Guard is investigating reports of pollution.

A view from SkyEye showed about a 300-foot sheen on the water in the bay.

Officials said that crews are at the scene assessing the damage to the bridge, including four TxDOT inspectors.

Despite an initial outage, Henry said that the island has since switched over to a secondary power route.

Texas A &M University Galveston is on Pelican Island and shared an alert Wednesday about the bridge closure:

"Sea Aggie Alert: The Pelican Island Bridge is closed to all traffic at this time due to a barge strike. Electricity has been restored, and additional updates will be provided as the situation unfolds. The next scheduled update will be at 1200."

TAMU is one of the main buildings on the island. The university held commencement ceremonies last week.

Emergency management leaders told ABC13 that, as of 4 p.m., at least half of the students at the Texas A &M campus had been evacuated off the island.

Pelican Island is also home to a number of attractions, including Seawolf Park and the Galveston Naval Museum, as well as several port-related industries.

Of note, the Battleship Texas has been in dry dock on Pelican Island as it undergoes major renovations. It re-entered the water in March and is expected to reopen sometime in 2025 or 2026.

What to know about Pelican Island Causeway

The causeway itself is 3,239 feet long with a span of 164.1 feet.

A proposal was put forth to replace the bridge , with construction to start in summer 2025.

It would stretch from SH 275 to Seawolf Parkway.

The Seawolf Parkway bridge connects Pelican Island to Galveston Island within the city of Galveston.

An overview of the project read, "The deterioration of the Seawolf Parkway bridge has progressed to the extent that any additional deterioration could result in sudden bridge closure. Since this bridge provides sole access to Pelican Island, bridge closure would effectively cut off access for all users, including evacuation and emergency services."

The bridge was constructed in 1960 and is at the end of its functional life.

TxDOT plans to begin construction next summer, but it is unclear if the schedule has been affected by Wednesday's incident.

Authorities are concerned that the collision will render the bridge unusable. It is expected to remain closed until it is deemed safe to use.

What spilled into the bay?

Officials say the liquid is vacuum gas oil, a heavy oil byproduct of vacuum distillation of crude oil.

Honeywell, who was not involved in this incident, describes VGO as "a key feedstock for fluid catalytic crackers used to make transportation fuels and many other by-products."

The oil is flammable when heated to high temperatures. Because of its makeup and heavy odor, it shouldn't be released into ditches, sewers, or waterways.

Even small amounts can cause mild to severe pulmonary injury if breathed into the lungs. VGO may also irritate the eyes and skin.

Ingesting or inhaling heated vapors or mists could also cause headaches, sleepiness, dizziness, slurred speech, and blurred vision, and it may cause skin cancer.

"That's devastating. The fish, the birds, and everything, it's not going to be great," Dunlap said.

As officials work on clean-up plans both for the oil and broken pieces of the bridge, people like Dunlap are concerned about the long-term effects of this entire situation.

The U.S. Coast Guard said they're looking into why this happened in the first place and will determine the extent of the spill,

GALVESTON, Texas – A barge hit the Pelican Island Bridge Causeway in Galveston this morning, damaging the bridge, causing an oil spill and shutting off the only access on and off the island by car. It also shut down maritime traffic along the Intracoastal Waterway in and out of the Port of Galveston for more than 6 miles.

Structural engineers from the Texas Department of Transportation in Houston are assessing damage to help determine if the bridge is safe enough to open up any part to traffic.

Just before 10 Wednesday morning, the fuel barge lost control in the outgoing high tide and hit the bridge, according to David Flores, supervisor with Galveston Navigation District 1.

Steel iron beams and tons of cement was being fixed, according to Flores.

No one was hurt.

About 200 people are stuck on Pelican Island, Galveston County Judge Mark Henry told KPRC 2′s Rilwan Balogun.

“If we can get everyone off, I do not anticipate an opportunity to return anytime soon,” Henry said. “We don’t anticipate anyone being stranded on Pelican Island for even overnight, much less an extended period of time.”

Between 20 and 25 vehicles are waiting at Pelican Bay to get off the island, and authorities are hoping to open the bridge up to let those folks out this evening.

Galveston officials also tell KPRC 2′s Assignments Editor Terrence Kelly the U.S. Coast Guard has been called to help with the oil spill. The barge holds 30,000 barrels, according to Judge Henry, but he said they don’t know how much fuel was on it, but it was still leaking Wednesday afternoon.

The barge is owned by Martin Petroleum and when it hit the bridge, it knocked out power temporarily. That has since been restored.

No cars are being allowed across the bridge and no boats or barges in the channel.

The Intracoastal Waterway from Mile Marker 350.5 to Mile Marker 357, approximately 6.5 miles, is shut off and a dozen different agencies are onsite.

“It is a significant impact and I can understand their [people’s] concerns. This will be a major disruption to commercial maritime traffic and pleasure,” Judge Henry said.

Additionally, Texas A&M has canceled classes for the day, which roughly affected only 30 students because it’s the end of the semester. They’re opening their cafeteria for any students stuck there.

Judge Henry characterized this crash as significantly different from the Baltimore crash where a cargo ship took down the Key Bridge.

“The bridge did not structurally fail. While portions of the bridge did structurally fail, the entire bridge did not,” Henry said. “We did see pieces of the bridge laying on the bow of the barge, but the size and scope is dramatically different. It’s much, much smaller.”

The Pelican Island Causeway Bridge is a critical part of the one road leading to and from Pelican Island.

Over 2,000 people including faculty, staff and students at Texas A&M in Galveston depend on the bridge, according to the student newspaper.

It’s the last drawbridge of its kind in Texas, called a bascule bridge.

Barge Strikes Bridge in Galveston, Causing Oil Spill

No injuries were reported when the barge struck a bridge that connects Galveston, Texas, to a small island along the Gulf of Mexico, causing a partial collapse.

A barge struck a causeway connecting Galveston, Texas, to a small island on Wednesday morning, sending debris and oil into the bay, officials said.

The Pelican Island Bridge was hit around 10 a.m., the city of Galveston said in a statement , and the causeway was closed to car traffic until further notice, shutting off the only road to the island. There were no reported injuries. The bridge connects the north side of Galveston Island with the south side of Pelican Island, which is home to a Texas A&M University campus and two museums.

The barge has a capacity of 30,000 gallons, but it was not clear how much oil had spilled into Galveston Bay, the Galveston County Office of Emergency Management said on social media .

Vessel traffic in the channel was temporarily halted, county officials said, and the structural damage to the bridge was being assessed by the Texas Transportation Department. The cause of the accident was not immediately known. Power was temporarily interrupted on Pelican Island but had been restored by Wednesday afternoon.

Richard Freed, vice president of the marine division of Martin Midstream Partners, said the barge is owned and was being operated by one of its subsidiaries, Martin Operating Partnership. The accident occurred, he said, when the barge broke loose from its tow and “drifted” into the bridge.

The spill, which he described as “limited,” had been contained by Wednesday afternoon, he said.

“We have personnel on site assessing the damage,” Mr. Freed said in an emailed statement. “The company has already engaged a salvage company to assist with the removal of the barge from the bridge area.”

The accident occurred on the same day that a senior U.S. Coast Guard official told a congressional committee that states and other bridge operators should be evaluating the types of vessels traveling near bridges, particularly older ones.

The official, Vice Adm. Peter Gautier, was testifying before the House Transportation and Infrastructure Committee, which is examining the federal response to the cargo ship crash on March 26 that knocked down the Francis Scott Key Bridge in Baltimore, killing six people and deepening anxieties about the state of the country’s infrastructure.

The city of Galveston said in its statement that emergency management officials from the city, state and university responded to the crash on Wednesday, adding that the U.S. Coast Guard was assessing the extent of the spill and would “initiate the containment and cleanup processes.”

Texas A&M University at Galveston said on social media that power had been restored to the campus, which is home to the school’s marine and maritime program.

Aerial footage from KHOU-TV , a CBS affiliate, showed a collapsed portion of what appeared to be an abandoned railroad bridge that ran alongside the causeway. A large chunk of concrete and metal lay across the bow of the barge as a long vein of oil leaked from it into Galveston Bay. Emergency responders gathered on the road surface, and live footage showed pickup trucks arriving on the bridge.

The Pelican Island bridge is just west of the Port of Galveston, a deepwater shipping channel that is among the busiest cruise ports in North America. More than 900 cruise and cargo ships and other vessels pass through the port every year, according to its website .

The bridge to Pelican Island was built in 1959 and carries an average of about 9,100 cars a day, most of which are heading to and from the campus, according to The Houston Chronicle . Most of the island is undeveloped, with only a single major road running across it.

In March, The Galveston County Daily News reported that the Port of Houston Authority had approved an agreement with Galveston County to provide land for a new $100 million vehicular bridge and $300 million for a rail bridge to the island.

Hot weather poses new risk as thousands remain without power after deadly Houston storm

HOUSTON (AP) — As the Houston area works to clean up and restore power to hundreds of thousands after deadly storms left at least seven people dead, it will do so amid a smog warning and scorching temperatures that could pose health risks.

National Weather Service meteorologist Marc Chenard said on Saturday that highs of around 90 degrees (32.2 C) were expected through the start of the coming week, with heat indexes likely approaching 100 degrees (38 C) by midweek.

“We expect the impact of the heat to gradually increase ... we will start to see that heat risk increase Tuesday into Wednesday through Friday,” Chenard said.

The heat index is what the temperature feels like to the human body when humidity is combined with the air temperature, according to the weather service.

“Don’t overdo yourself during the cleanup process,” the weather service’s Houston office said in a post on the social platform X.

In addition to the heat, the Houston area could face poor air quality during the weekend.

Heavy rainfall was possible in eastern Louisiana and central Alabama on Saturday, and parts of Louisiana were also at risk for flooding.

The Houston Health Department said it would distribute 400 free portable air conditioners to area seniors, people with disabilities and caregivers of disabled children to contend with the heat.

Five cooling centers also were opened — four in Houston and one in Kingwood.

HUNDREDS OF THOUSANDS REMAIN WITHOUT POWER

The widespread destruction of Thursday’s storms brought much of Houston to a standstill. Thunderstorms and hurricane-force winds tore through the city — decimating the facade of one brick building and leaving trees, debris and shattered glass on the streets. A tornado also touched down near the northwest Houston suburb of Cypress.

More than a half-million homes and businesses in Texas remained without electricity by midday Saturday, according to PowerOutage.us. Another 21,000 customers were also without power in Louisiana, where strong winds and a suspected tornado hit.

“It’s been a madhouse out here,” Cypress resident Hallie O’Bannon said. “You know we don’t have any power. No hot water. It’s been really crazy.”

“Everyone is pretty resilient, and everyone’s just trying to get back to normal and help each other out and the best way we can,” O’Bannon added.

CenterPoint Energy, which has deployed 1,000 employees to the area and is requesting 5,000 more, said power restoration could take several days or longer in some areas, and that customers need to ensure their homes can safely be reconnected.

“In addition to damaging CenterPoint Energy’s electric infrastructure and equipment, severe weather may have caused damage to customer-owned equipment” such as the weatherhead, which is where power enters the home, the company said.

Customers must have repairs completed by a qualified electrician before service can be restored, CenterPoint added.

High-voltage transmission towers that were torn apart and downed power lines pose a twofold challenge for utility companies because the damage affected transmission and distribution systems, according to Alexandria von Meier, a power and energy expert who called that a rare thing. Damage to just the distribution system is more typical, von Meier said.

How quickly repairs are made will depend on a variety of factors, including the time it takes to assess the damage, equipment replacement, roadwork access issues and workforce availability.

STORM CAUGHT MANY OFF GUARD

Harris County Sheriff Ed Gonzalez reported late Friday that three people died during the storm, including an 85-year-old woman whose home caught fire after being struck by lightning and a 60-year-old man who had tried to use his vehicle to power his oxygen tank.

Houston Mayor John Whitmire previously said at least four other people were killed in the city when the storms swept through Harris County, which includes Houston.

School districts in the Houston area canceled classes Friday for more than 400,000 students and government offices were closed.

Houston Independent School District Superintendent Mike Miles said Saturday that he hoped to reopen schools on Monday, but that is dependent upon the restoration of electricity in school buildings.

“If a school doesn’t have power, it will remain closed,” Miles told reporters during a tour of the heavily damaged Sinclair Elementary School.

Whitmire warned that police were out in force, including state troopers sent to the area to prevent looting. He said the speed and intensity of the storm caught many off guard.

Noelle Delgado, executive director of Houston Pets Alive, said she pulled up at the animal rescue on Thursday night and found the dogs and cats — more than 30 in all — uninjured, but the building’s awning had been ripped off, the sign was mangled and water was leaking inside.

She hoped to find foster homes for the animals.

“I could definitely tell that this storm was a little different,” she said. “It felt terrifying.”

STATE AND FEDERAL RECOVERY ASSISTANCE ON THE WAY

In light of the storm damage, Harris County Judge Lina Hidalgo and Whitmire both signed disaster declarations, paving the way for state and federal storm recovery assistance.

A separate disaster declaration from President Joe Biden makes federal funding available to people in seven Texas counties — including Harris — that have been affected by severe storms, straight-line winds, tornadoes and flooding since April 26.
