Who is Guo Wengui, the Chinese billionaire who owns the boat Steve Bannon was arrested on?

WASHINGTON — Earlier this month, a sunburned Steve Bannon , holding a lit cigar and wearing a blue polo shirt with the collar turned up, stood in front of a camera on a yacht owned by his friend Guo Wengui, a Chinese billionaire.

A YouTube video shows Wengui putting his arm around Bannon as the former Trump campaign chairman denounces the Chinese government and extols the alleged benefits of hydroxychloroquine to treat COVID-19. The vessel's lavish interior gleams in the background.

On Thursday, Bannon was arrested by federal agents on that same yacht off Westbrook, Connecticut, and booked into jail on fraud charges. Though the charges appear to have nothing to do with the Chinese businessman, the arrest puts a new spotlight on Bannon's relationship with Guo, a controversial figure with his own history of legal entanglements.

Multiple people familiar with the matter tell NBC News there is a separate federal inquiry involving a company linked to both men, GTV Media Group. As The Wall Street Journal first reported Wednesday, the FBI, the New York state attorney general and the Securities and Exchange Commission are examining whether securities laws were violated during a $300 million private offering by the company this spring, the sources say. In a memo to potential investors, according to The Journal, the company identified Bannon as one of several prominent directors.

Last month, investigators with the Mercer Island Police Department in Washington state took an incident report from an unidentified victim who had become an investor in GTV Media Group Inc., with the promise it was launching a video-sharing platform, similar to YouTube, "that was supposed to go huge," according to an official familiar with the matter. The investor wired $500,000 to receive shares in the company by the end of May, but never received shares and wasn't able to get in contact with the reported suspect, the report stated. As of July 10, local authorities noted that no crime had been charged, and the FBI was investigating the matter.

The Mercer Island PD incident report identified the suspect as Guo Wengui, describing him as a "billionaire" based out of New York, and noted there were other victims. When Mercer Island police contacted the FBI, local investigators learned that Wengui appeared "to be a target of a large investigation personally and pertaining to his business," according to an official familiar with the matter.

When they followed up, investigators in Washington learned FBI agents had been investigating the case for about a month. "The victims that have been calling the FBI, FTC, and local police agencies have been reporting fraud for a failure to return on promised investments," the official said.

Guo's lawyer declined to comment, and Guo himself could not be reached.

Guo, who sometimes goes by Miles Kwok, is a mysterious and polarizing figure — a self-styled crusader against Chinese Communist corruption who has drawn the ire of the Chinese government but has also been sued by other Chinese dissidents. A former female employee alleges in an ongoing lawsuit that he repeatedly raped her, a charge he disputes. And a former Trump aide, Sam Nunberg, is among many who have sued Guo alleging defamation; he denies the allegations.

"Utilizing his world-wide publicity, high profile, social media accounts, and seemingly endless financial means, Defendant Guo regularly uses his public platform and power to defame and harass his enemies," Nunberg's suit says. "In this case, Guo set his sights on destroying Plaintiff Samuel Nunberg's reputation and livelihood by filing baseless litigation against him and slandering Nunberg with malicious, false lies which discredit Nunberg both personally and professionally." Nunberg's suit is ongoing.

Guo, who by all accounts made his money in real estate and securities, portrays himself in interviews and court records as an exiled whistleblower, proving an inside account of breathtaking corruption at the heart of the Chinese system.

"Guo is a pioneer of using YouTube and Twitter to fight for the rule of law, human rights, freedom and democracy in China," his lawyers wrote in court papers in a federal lawsuit in Maryland against a self-described Chinese democracy activist. "Guo has exposed widespread corruption in the Chinese Communist Party ('CCP'), multiple senior officials of the Chinese Government, and their family members."

That lawsuit itself offers an illustration of the divisions of opinion about Guo: The defendant, Hongkuan Li, a well known dissident who says he participated in the 1989 Tiananmen Square protests, accused Guo on social media of being a "gangster," a "communist spy puppy," "a rapist" and of "suffering from schizophrenia," Guo's lawyers wrote, charges they say are all false.

That lawsuit purports to recount Guo's history, which includes a 1989 incident he says turned him against the Chinese government.

As police sought to arrest him for supporting the Tiananmen protests, the suit says, "Two drunken policemen raided Guo's office and fired their weapons directly at his young wife, who was holding his three-month-old baby daughter. His younger brother…tried to protect Guo's wife and daughter and was shot twice in the altercation," the suit says.

Guo's brother was sent to the hospital, the suit says, but "the policemen who shot him instructed the doctors to refuse him any medical care and locked the door." As a result, he died, and Guo "vowed to become a persistent and brave advocate against the Chinese kleptocracy," the suit says.

As a New York Times magazine profile pointed out in 2018, that timeline doesn't appear to explain why Guo spent the next two decades growing rich in China through real estate development, a business that typically requires close cooperation with government officials even in democracies, let alone an authoritarian state like China. In nearly three decades after his brother's death, there is no record of Guo taking a public stand against the party he says caused it, the Times wrote.

There are darker allegations against Guo than hypocrisy, however. A lawsuit filed in New York state by a 28-year-old Chinese woman says Guo lured her to the U.S. from China to work as his assistant and then kept her prisoner for three years, repeatedly assaulting and raping her. The suit says she escaped while in London and went to the Chinese embassy, and that she filed a criminal complaint with Chinese authorities.

Guo's lawyers have denied the allegations in court papers. A lawyer for Guo told NBC News that Guo reiterated his denial of the allegations.

In a statement, the lawyer for Guo also said, “Mr. Guo is aware of the situation involving Mr. Bannon who has been a strong ally in fighting for freedom and democracy in China. Mr. Guo’s past efforts with Mr. Bannon in fighting for democracy in China had nothing to do with the We Build the Wall organization or Mr. Bannon’s activities with that organization. Mr. Guo appreciates that unlike the Chinese Communist Party, the United States of America affords all individuals accused in the United States, including Mr. Bannon, the presumption of innocence and the right for a fair trial before an impartial judge.”

In 2017, as Guo's public profile in the U.S. began to grow, a journalist from the Voice of America, a government-funded news service, arranged to interview him. The plan was to broadcast a live interview for three hours on social media, but top officials at Voice of America ordered it stopped after an hour and 20 minutes, according to documents and interviews, because they were concerned he was making unverified allegations.

Guo accused the VOA of having been infiltrated by Chinese intelligence, a serious charge that threw the agency into turmoil. But an investigation by independent journalism experts—and a separate State Department inspector general's inquiry — concluded that the decision was based solely on journalistic principles, VOA officials said. The journalist who arranged the interview, the chief of VOA's Mandarin Service, was fired.

In a 2019 tweet, the journalist, Sasha Gong, quoted Bannon as saying, "Voice of America tried to clear out all truth-tellers about China in Mandarin Service. VOA executives betrayed American people, Chinese people."

Earlier this year, a Bannon ally, Michael Pack, became the head of the U.S. Agency for Global Media, which includes the VOA, after a long confirmation delay in his Senate confirmation.

The veteran journalists in charge of the VOA, Amanda Bennett and Sandra Sugawara — both of whom were involved in the decision to stop the Guo interview — immediately resigned.

Three White Men Charged With Assaulting Black Boat Captain in Alabama Riverfront Brawl

Three white men have been charged with assaulting a Black riverboat captain in Montgomery, Alabama over the weekend. The attack sparked a fight that was captured on video and shared widely on social media. 

Montgomery Police Chief Darryl J. Albert announced the charges , and accompanying arrest warrants, at a press conference Tuesday, Aug. 8. The three suspects were identified as Richard Roberts, 48, Allen Todd, 23, and Zachery Shipman, 25. Roberts was hit with two counts of third-degree assault, while Todd and Shipman were hit with one count of third-degree assault each (all charges are misdemeanors). 

According to The Birmingham News , Roberts has already turned himself in to authorities in Selma, Alabama. During the press conference, Albert said the two other suspects are expected to turn themselves in to authorities soon. 

The riverfront brawl, which took place on Saturday, Aug. 5, garnered national attention both because of the plethora of videos shared online, but also the distinct racial dynamics of the fight (not to mention Montgomery’s own long history as a focal point for discrimination, racist violence, and the fight for Civil Rights). Albert said Montgomery police had discussed the matter with the FBI and determined there was not enough evidence to file hate crime charges in the case. Similarly, Albert said Montgomery police and local prosecutors did not think the fight fit the criteria for charges of inciting a riot. 

The fight broke out after Dameion Pickett, co-captain of the Harriott II Riverboat, approached Roberts, Shipman, and Todd, and asked them to move their pontoon, so the riverboat could dock. During the press conference, Albert said the Harriott II first used the boat’s PA system to ask the pontoon to move, but the men in the pontoon responded with “obscene gestures, curse words, and taunting.”

He continued: “There were words exchanged and then it turned into a fistic encounter that you’ve all seen. The co-captain was doing his job, he was simply trying to move the boat just enough to where the cruise ship could park safely in its identified location.”

While the fight initially involved Pickett and the three men, many others soon joined the brawl. Albert said 13 people were taken in for questioning Saturday night, but all were released pending further investigation.

Who is Chase Shipman? White Man in Alabama Boat Brawl Speaks Out

A local convenience store owner has spoken out after being accused of lying about his alleged involvement in a brawl that broke out after a Black dock worker was attacked by a group of white men in Montgomery, Alabama.

Chase Shipman, the owner of Vasser's Mini Mart in Selma, admitted in a since-removed Facebook post that he had been present during the incident but denied being involved in the violence caught on camera.

The fight broke out on the Montgomery Riverfront around 7 p.m. on Saturday, police said. Video footage shows the fight took place on the pier itself , next to the Harriott II Riverboat attraction.

Clips of the brawl have since gone viral on social media. One bystander —whose videos of the incident have been viewed nearly 62 million times on X, formerly Twitter , as of 10 a.m. ET Monday—said the fight broke out after a Black security guard asked the group to move their boat so the larger riverboat could dock.

Footage shows a small altercation between a few individuals grow into a mass fight as others attempt to intervene on either side .

The incident has reignited racial tensions in the birthplace of the American civil rights movement, with the group who started the attack derided by some as acting with racist intentions.

Mayor Steven Reed confirmed that law enforcement had detained "several reckless individuals for attacking a man who was doing his job," adding in a statement on Sunday: "This was an unfortunate incident which never should have occurred."

The names of those detained as a result of the brawl have not yet been released by police, who told Newsweek on Monday morning that there were four arrest warrants still active following the altercation.

A Montgomery Police Department spokesperson added that there was the possibility more arrest warrants would be issued following a "review of additional video," but declined to name the individuals and did not respond to questions about Shipman.

Newsweek approached Shipman via email for comment on Monday.

Following the brawl, Vasser's Mini Mart posted a video from the incident which Shipman said showed him running away after realizing he could not stop the fight, screengrabs show.

The Facebook pages for the convenience store and Shipman have since been removed or restricted, believed to be in response to the backlash. The Selma Journal published the statement on Sunday, attributing it to Shipman.

"Yes, I was there but I was the first to try to get away," it read. "I do not condone what happened. I tried to stop it and realized that I could not, so I tried to get away.

"There is a video of me being the first to run away because what was happening was wrong and I did not want to be a part of it. I realize I have a business to run and represent and no charges were filed against me because I was not involved."

While images from the scene appear to show Shipman sitting on the deck in handcuffs surrounded by police, another video from after the incident seems to show Shipman walking away freely.

Social media users accused Shipman of dishonesty and suggested that he had been let go by telling attending officers he had been fleeing.

"For the owner of Vasser's Mini Mart to tell a bold face [sic] LIE, that he never touched that man and was only trying to get away. Here's the proof," wrote Sheldon Gibson, above a video of the fight breaking out.

While a man wearing the same shorts as Shipman in other clips is visible throwing punches at the security guard, the footage is too grainy to say conclusively if they are the same person.

"After he attacked and beat an innocent black Riverfront Park employee he tried to flee on foot and trick The Montgomery Police Department as if he wasn't a part of the race brawl," Sir Maejor, a Black albino actor and model, tweeted .

In another tweet, he said of Vasser's Mini Mart: "There is no way in hell this business should be allowed to operate in our community. His business MUST BE & WILL BE shut down."

White men charged with attacking Black man in Montgomery Riverfront brawl

Three White men were charged with assault after they attacked a Black riverboat co-captain at the city’s Riverfront Park over the weekend and ignited a brawl largely along racial lines, authorities in Montgomery, Ala., said.

Montgomery Police Chief Darryl J. Albert told reporters Tuesday that the three men aboard a private pontoon boat — Richard Roberts, 48; Allen Todd, 23; and Zachery Shipman, 25 — have four warrants pending in the attack on Damien Pickett, a co-captain of the Harriott II Riverboat, which was blocked from docking by the pontoon boat. Roberts has two warrants pending, while Todd and Shipman each have one pending warrant.

“The co-captain, as he approached the dock and attempted to peacefully move the boat over, the owners of the boat confronted him in a hostile way,” Albert said.

Authorities said that they had consulted with the FBI and do not have the evidence to charge the men with a hate crime or with inciting a riot. Albert told reporters Tuesday that authorities may bring additional charges if more evidence becomes available.

The Rev. Rayford Mack, president of the Metro Montgomery NAACP branch, said he is not rushing to any conclusions but hopes to have more information soon.

“We’re waiting to see where the investigation leads,” he said. “In this day and time, the question always arises: If that co-captain of the boat had been White, would they have jumped on him then?”

Albert said one of the men has turned himself in to police, while the other two would appear soon. Police have also called on Reggie Gray, a 42-year-old Black man who was seen on video hitting people with a folding chair during the brawl, to turn himself in. Neither Gray nor the three White men charged immediately responded to requests for comment Tuesday afternoon.

Police detained 13 people for questioning, then released them, Albert said.

Videos taken by onlookers and spread around the internet showed the Black co-captain, Pickett, arguing with one of the pontoon boaters as a second White man charges at Pickett and hits him in the face. Pickett then tosses his cap into the air before the two hit each other. Almost immediately, Pickett is swarmed by several White men on the dock who throw punches while the Black man is on the ground, according to the videos posted online.

White and Black people on the dock and shore appear to jump in to try to help Pickett. Also in the video, someone appears to jump off the riverboat and swim to the dock to help the co-captain.

“Get up there, young buck!” someone can be heard shouting from the riverboat in the video. That person, only identified as a 16-year-old named Aaren, said he only did what he “was taught to do,” his family’s publicist, Makina Lashea, said in a statement posted to Facebook.

After the initial tussle calmed down, videos appeared to show a group of Black men confronting the White boaters. That fighting lasted more than a minute, with one of the Black men — allegedly Gray — recorded hitting a White woman in the head with a folding chair and then being surrounded by police. One person appeared to have gotten punched off the dock into the water.

The Montgomery Police Department responded to a call of a reported disturbance about 7 p.m. Saturday and found “a large group of subjects engaged in a physical altercation,” Maj. Saba Coleman of the Montgomery police said Monday.

Albert said Pickett may have been the only one to receive treatment at a hospital.

Everyone should learn conflict resolution, Albert said, to avoid such brawls.

“We talk about conflict resolution and de-escalation all the time,” Albert told reporters. “It’s not only for kids. It’s not only for teenagers and juveniles. Everyone must be aware of conflict resolution or de-escalation. There was no need for this event to take the path it did.”

Montgomery Mayor Steven L. Reed (D) in a statement Sunday called the fight “an unfortunate incident which never should have occurred.” He said police detained “several reckless individuals for attacking a man who was doing his job.”

Reed, the city’s first Black mayor, is in the midst of a reelection campaign. He won in 2019 with roughly two-thirds of the vote in a city remembered as both the birthplace of the civil rights movement and the cradle of the confederacy. He said Sunday that “those who choose violent actions will be held accountable by our criminal justice system.”

The incident occurred at the Riverfront Park on the banks of the Alabama River. The park features the Harriott II, which offers dinner, dancing and live entertainment, according to the city’s website . The park also has an amphitheater, a stadium and a Union Station Train Shed, which has been a National Historic Landmark since 1976.

Montgomery, where Black people make up over 60 percent of the city’s population, according to U.S. census data, has historically had high-profile racial tensions.

It was a hub for trading enslaved people before becoming a major focus in the civil rights era. Montgomery was key in the Rev. Martin Luther King Jr.’s 1965 speech at the end of his historic Alabama march: “From Montgomery to Birmingham, from Birmingham to Selma, from Selma back to Montgomery, the trail wound in a circle, long and often bloody, yet it has become a highway up from darkness,” King said. The city was also the site of the Montgomery Bus Boycott, before Rosa Parks refused to give up her seat to a White man.

Reed and the NAACP’s Mack emphasized that what unfolded Saturday was an isolated incident that does not represent Montgomery.

“This is not indicative of who we are,” the mayor said.

What to Wear on a Yacht

When you’re on a yacht you’re obviously going to dress for the weather but, in general, you want to keep it light and cool. Casual is good within reason as long as you don’t go overboard, so to speak, and it need not be formal but it shouldn’t look inappropriate or out of place. There’s no set in stone dress code for yachts

The most expensive yachts in the world cost hundreds of millions of dollars and, for most of us, that’s a bit out of reach. But that doesn’t mean we’ll never get on a yacht for a weekend charter or even a yacht party and when that happens knowing what to wear is something you may be curious about. Let’s dig into some deeper details of suitable yacht attire for men and women so you don’t have to worry about feeling self conscious when you’re living it up on a fancy yacht. 

Yacht Styles Suitable for Men

In 80s movies you may have seen some yacht captains decked out in full formal jackets with hats and pipes and everything. You can still do that and, no word of a lie, a guy at my uncle’s yacht club used to wear the navy jacket and a captain’s hat everywhere he went for years. But most people like to keep it casual on a yacht and far less formal with a simple, casual outfit.

Linen is a popular choice for yachting because it’s very light and breezy and keeps you cool under the blazing sun. A linen shirt, like linen button downs, have a real casual but not inappropriate quality to them that has been linked to boating for years and would ensure you never look out of place. 

Light cotton works just as well, of course, and something like a polo shirt wouldn’t make you stand out in a crowd, or a simple button down. Even a t-shirt wouldn’t look out of place but you’ll want to tailor that to the situation. If you’re literally just day sailing then that’s great. But if it’s a slightly more formal outing or maybe a party then you may want to keep it a little more upscale

Here’s another case where you should take the situation into account. Shorts and trunks can definitely be appropriate on a yacht but if you’re having a party in the evening then maybe consider longer pants. However, if you’re actually traveling on the yacht, especially if you’re fishing or sailing/racing, a good pair of swim shorts will do you well. Not just for the freedom and for keeping you cool but in the event of an emergency and you do end up in the water, it’s never a bad idea to be ready to swim. 

Boat shoes are a must for any boat ride. You don’t want to be skidding around on the deck in inappropriate footwear but at the same time you want to be comfortable. These are often called deck shoes as well, and they are very close to loafers with the addition of laces. 

You’ll definitely see people in loafers on yachts but loafers don’t have siped soles, which means they aren’t textured to provide the proper grip on deck. If the yacht is going to be actually out there sailing and moving on the water, you want deck shoes.

Some people wear flip flops and that may be fine for a casual day with friends.

You should be wearing sunglasses on a boat whether or not its a yacht just because you want to keep your eyes protected from dangerous UV rays and the glare off of the water. Polarized shades are the best but anything is better than nothing. A nice pair of aviators won’t look out of place, or some Ray Bans can be great as well.

Traditionally the difference between men’s fashion and women’s fashion on a yacht has been one of practicality. In the past, men were the ones always controlling the yacht and women were passengers. Boating has a somewhat shady history of not being friendly to women, you’ll recall. And for that reason women were mostly seen wearing swimsuits and lounging on yachts. But if you’re a woman running the boat, you’ll likely want the same freedom and comfort that a man in a simple shirt and shorts is enjoying. 

Now if you’re not piloting the boat and instead are just around to enjoy a yacht party, then swimsuits tend to be the order of the day and potentially some kind of wrap or cover up as well. Basically whatever feels most comfortable and appropriate to the occasion. 

Things like kaftans, sundresses, and various wraps and coverups that would work poolside or at the beach when you’re not in the water are just as welcome on a yacht and won’t look out of place at all.  A knee length summer dress is something you’d likely see on any yacht.

Like men, you can get a good pair of women’s boat shoes that look a little more elegant if that’s what interests you, and they’re a good investment. Again, a boat shoe is less about appearance than function when the boat is actually in motion and you want something that gives you firm footing, which a boat shoe can do. 

Both hats and sunglasses are more than appropriate for women on a yacht and offer the added protection from the sun that you’re going to want anyway. You won’t look out of place and you’ll be doing your eyes and skin a favor by keeping them away from harmful UV rays. Remember the sunscreen as well. 

What to Wear to a Yacht Party

Now a yacht party is a different sort of monster than just being on a yacht. This will likely be a more formal occasion and that means dressing up a little. Ditching the shorts for this is probably a good idea. 

Unless you have been specifically told this is a formal wear event, black tie affair don’t dress for one. Most yacht parties aren’t that formal because, well, they’re on boats. Leaning into the boat aspect is a better option. A suit would be as formal as you should expect unless told something ultra formal like a tuxedo is expected. But most yacht parties are likely to be a little more casual than that. 

Consider dress pants and a button down shirt or a blazer. A sport coat and tie, maybe with a matching jacket, is also very common for parties on yachts. 

A more formal occasion, a wedding for instance, will probably clue you in as to what would be expected in terms of dress. And, hopefully, your hosts are going to be gracious enough to make it clear if you do need to dress to the nines. 

You can find some more formal boat shoes and, if things get a little fancier, some dress shoes that don’t have slippery soles will work as well. 

Are Cocktail Dresses Appropriate for Women?

At the more formal end of things, a classy yacht party could very well require you to wear a cocktail dress or in rare cases even some kind of fancy gown. Cocktail attire is a little less formal than evening wear and more suited for a casual affair. Hopefully it will be made clear before you agree to show up just how formal the event is, but it’s definitely not unheard of. If it’s a party at night, and you’re going to be moored out on the water with a view of the city, for instance, a dress would be well within reason.

If things aren’t so formal as a boat wedding, then consider a wide-legged pant, a romper, a wrap skirt or really anything you’d wear to a gathering on a beach, or pool type party.

One thing you want to remember when attending any event on a yacht is to not wear heels. I’ve seen it in person and it’s a bad idea. Not that you’re guaranteed to lose your balance, but the odds are definitely leaning towards it. It’s an accident waiting to happen, so stick with flat shoes. 

Are all Boat Parties the Same?

People can throw a boat party for weddings, anniversaries, charity events, retirements and probably a hundred other things. Don’t let the fact that it’s on a yacht throw you off if you’ve never attended one. A party is a party, after all.

If you’re unclear of expectations, feel free to ask. Consider bringing a sweater or light jacket just in case it gets cold and remember that good footwear is extra important on a yacht so you keep your balance. Whether it’s ultra formal or super casual, that will never change.

The larger the nonprofit, the more likely it is run by a white man, says new Candid diversity report

White men are most likely to lead the largest, best-funded nonprofits, while women of color tend to lead the organizations with the fewest financial resources, according to a study from the nonprofit data research organization Candid released Thursday

NEW YORK -- White men are most likely to lead the largest, best-funded nonprofits, while women of color tend to lead the organizations with the fewest financial resources, according to a study from the nonprofit data research organization Candid.

“ The State of Diversity in the U.S. Nonprofit Sector ” report released by Candid on Thursday is the largest demographic study of the nonprofit sector, based on diversity information provided by nearly 60,000 public charities.

According to the study, white CEOs lead 74% of organizations with more than $25 million in annual revenue, with white men heading 41% of those nonprofits, despite being only about 30% of the population. Women of color, who make up about 20% of the U.S. population, lead 14% of the organizations with more than $25 million in revenue and 28% of the smallest nonprofits — those with less than $50,000 in revenue.

The Candid report provides data for nonprofits who have complained for years that minority-led nonprofits attract fewer donations, government resources and sales, even after the racial reckoning following the murder of George Floyd and promises from funders of all sizes seeking change. Many groups argue that when the leadership of a charity comes from the community it is serving, its needs are met more effectively. According to a report from the Ms. Foundation for Women and the consulting group Strength in Numbers, less than 1% of the $67 billion that foundations donated in 2017 was earmarked specifically for minority women and girls.

“Our mission is to use data to help make the whole sector more efficient, effective and equitable,” Candid CEO Ann Mei Chang told The Associated Press. “We think that data is a force for good and can help everybody trying to do good, to do good better.”

The report’s findings are based on data gathered from the Demographics via Candid initiative, where nonprofits voluntarily report the diversity numbers of their organizations. Cathleen Clerkin, Candid's associate vice president of research, said authors of the report compared its findings to other sector-wide data and found them to be consistent.

Because the diversity information was self-reported, Clerkin said Candid studied whether nonprofits would be more likely to share their information because they were more diverse, but found that was not the case. What was more likely to determine whether a nonprofit reported its diversity information was how much they depended on outside donations, said Clerkin, adding that Candid hopes the report will encourage more charities to provide its organization's information.

The report found that environmental and animal welfare groups were least likely to have diverse leadership, with 88% having a white CEO. Nearly three-quarters of religious nonprofits had white CEOs, according to the report.

Portia Allen-Kyle, chief of staff and interim head of external affairs at the racial justice nonprofit Color of Change, said the report's findings were not surprising. “The backsliding of Black leadership and other underrepresented populations is exactly what we unfortunately expect to see in an era of attacks on the tools of Black power like affirmative action , like DEI (diversity, equity and inclusion), et cetera,” she said. ”It's a nonprofit space where disproportionately white leaders disproportionately receive resources from these white, ultrawealthy donors, while Black leaders from the most impacted communities are expected to often turn water into wine, using nothing but pennies on the dollar."

Allen-Kyle said the fact that the report also finds that women of color are overrepresented as leaders of the smallest charities is also not a surprise. "With these small nonprofits, especially with advocacy, Black women are going to be doing this work regardless and they’re doing it on nothing and whether or not they get paid because they believe in it,” she said.

The report also found that Latinos were underrepresented as nonprofit CEOs in nearly every state.

“We have been talking about that for decades,” said Frankie Miranda, president and CEO of the Hispanic Federation, which supports Latino communities and nonprofits. "It's the reason the Hispanic Federation was created in 1990 — to advocate for Latino-led, Latino-serving providers because we were not part of the conversation when decision-making around funding and support was happening.”

That has led to Hispanic Federation becoming one of the nation's largest grantmakers for Latino nonprofits. However, even though its findings are not unexpected, the Candid study is still extraordinarily valuable, Miranda said.

“This study will validate our argument," he said. “This is critically important for us to be able to say, ‘Here’s the proof.’ It's proof for major donors that you need to do better when it comes to diversity within your organization. Your institution needs to have the cultural competency to understand the importance of investing in our organizations, the importance of getting to know these organizations. They know how to serve these communities.”

Diego Della Valle, the chairman and CEO of Tod’s, is a man who loves the sea. Orcas Continue Reign of Terror, Sink Yacht in Strait of Gibraltar

A nearby oil tanker rescued the passengers onboard the yacht.

After a wave of attacks last year, orcas have reigned terror on a yacht in the Strait of Gibraltar.

As reported by The Guardian , a 49-foot yacht, Alboran Cognac, was attacked by an unknown number of orcas, also known as killer whales, on Sunday, May 12. The vessel was carrying two people, who said that they felt several blows to the hull and rudder of the boat. Eventually, the sudden blows were enough for the boat to start taking on water. They contacted rescue services and were rescued by a nearby oil tanker, who took them to Gibraltar. The yacht sank after the passengers were rescued.

The Strait of Gibraltar saw a string of orca attacks last year. Iain Hamilton spoke about one of his encounters with the animals last year and said they were "almost playful" when they targeted his boat's rudder. Around the same time, one captain said that a pod of killer whales had ambushed his boat on several occasions. He added that the attacks forced many to abandon their boats. The attacks even impacted the Ocean Race last year, as multiple participants reported encounters with orcas throughout the race.

The latest attack has inspired a wave of memes, with people suggesting that these killer whales have clearly had enough of boats impeding on their space. Many are even rooting for the animals as they take back the ocean.

In a recent news release , the Spanish government said that the group of orcas responsible for the attacks are most likely to happen between the months of April and August. Sailors have spotted several killer whales in the Strait of Gibraltar and nearby waters in recent weeks, but researchers still don't know why the animals are targetting the boats.

Members of the House Judiciary and Oversight committees voted along party lines Thursday to advance a resolution holding Attorney General Merrick Garland in contempt of Congress over his  refusal to comply with a subpoena  for audio recordings of President Biden’s October interviews with former Special Counsel Robert Hur. 

The Judiciary Committee approved the contempt measure Thursday afternoon, and the Oversight Committee passed it after a contentious late-night hearing, during which some members took shots at each other’s physical appearances. 

The resolution will now head to the full House of Representatives for a vote. 

Biden, 81, blocked the release of more than five hours of recordings from his two-day sitdown with Hur in the classified documents probe, asserting executive privilege at the behest of the AG earlier in the day. 

The Justice Department and the White House cited fears that the release of the recordings would chill future cooperation from witnesses and that Republicans will use the tapes to take political shots at Biden. 

In March, the DOJ provided Congress with a transcript of Hur’s Oct. 8 and Oct. 9 interviews with the president, which showed the commander in chief forgetting the year his son Beau Biden died of brain cancer and the year Donald Trump was elected president. 

The DOJ has argued that it  complied with  a  February congressional subpoena  by releasing the transcript and other materials related to the Biden classified documents investigation. 

Reps. Jim Jordan (R-Ohio) and James Comer (R-Ky.), the chairmen of the House Judiciary and Oversight committees, have said the recordings are critical to their investigations into Biden’s “willful retention of classified documents and his fitness to be President of the United States.”

“The transcript of the interview was released months ago,” Rep. Harriet Hageman (R-Wyo.), a member of the Judiciary panel,  said Thursday . “There’s no reason for AG Garland to withhold the audio or for Biden to invoke executive privilege to keep the tapes hidden from the public.”“What is so damning in the audio that this administration is afraid to release them?” she added. 

Former Attorneys General Eric Holder and Bill Barr were held in contempt of Congress in 2012 and 2019, respectively, but neither were charged by the Justice Department, which they oversaw. 

Similarly, Garland is likely to ignore any contempt resolution that House Republicans pass.

Hur, a former Trump-appointed Maryland US Attorney, submitted his findings about Biden’s handling of classified information in early February. 

The bombshell 388-page report noted there was evidence that the commander in chief  “willfully retained and disclosed classified materials,” but Hur’s team concluded there wasn’t enough to prove it “beyond a reasonable doubt.”

Hur also expressed concern that a jury would perceive the oldest president in US history as a “sympathetic, well-meaning, elderly man with a poor memory.”
