New Sea Time Requirements

All seagoing service on board Yachts should be approved by either;

  • Nautilus International (Nautilus)
  • Professional Yachting Association (PYA)

Failure to do this can cause severe delays of around 160 days. Further information can be found in MIN 543

Conversions to a Yacht CoC

These conversions are subject to change, however your requirements will be listed on your NOE.

If you would like to obtain a Master yachts, less than 3,000 GT, II/2, Certificate of Competency, with the exception of ‘Celestial Navigation’, all IAMI written examinations must be passed prior to the issue of your Notice of Eligibility (NOE).

‘Celestial Navigation’ training module passes are valid for 1 year. All other yacht training module and examination certificates are valid for 3 years. The training module pass certificate must be in date at the time of the issue of the Certificate of Competency.

All the references to a CoC or FSE pertain to those issued by the MCA unless otherwise started.

Conversions from a Fishing CoC

Conversion a.

If you hold a United Kingdom (UK) Class 1 (fishing vessel) CoC you must meet the following requirements to obtain a Master (code vessels less than 200 GT unlimited area) Officer of the Watch (yachts less than 500 GT) CoC :

  • Hold the applicable ancillary technical and safety course certificates listed in Table A;
  • Hold a valid ENG1 (Medical Fitness Certificate) or accepted equivalent.

Conversion B

If you hold a UK Class 1 (fishing vessel) CoC you must meet the following requirements to obtain a Master (yachts less than 500 GT) CoC :

  • Business and Law (Master Yachts);
  • Navigation, Radar and ARPA Simulator (Master Yachts);
  • Pass the IAMI Celestial Navigation written examination;
  • Hold a valid ENG1 (medical fitness certificate) or accepted equivalent;
  • Pass the Master (yachts less than 500 GT) oral examination (to include command elements of Oral examination for Master Code Vessel less than 200 GT).

If you hold an Irish Deck Class 1 or Class 2 (fishing vessel) CoC you will be eligible to apply for the United Kingdom Fishing Class 1 (fishing vessel) CoC , provided that you meet the relevant sea time requirements. After you complete all of the requirements to obtain a UK Class 1 (fishing vessel) CoC , you will eligible to apply for conversions A and B.

Conversion C

If you hold a UK Class 2 (fishing vessel) or Second Hand Full (fishing vessel) CoC you must meet the following requirements to obtain a Master (Code vessels less than 200 GT not more than 150 miles from safe haven) Officer of the Watch (yachts less than 500 GT) CoC :

Conversions from an OOW II/1 CoC or FSE

Conversion d.

If you hold a UK OOW unlimited, regulation II/1 CoC you must meet the following requirements to obtain a Master (code vessels less than 200 GT unlimited area) CoC :

  • 3 months’ seagoing service on vessels of between 15 metres and 24 metres or under 200 GT.
  • Hold a valid ENG1 (Medical Fitness Certificate) or accepted equivalent;
  • Pass MCA oral examination for the Master (Code vessels less than 200 GT) oral examination.

Seagoing service for the Master code less than 200GT CoC can be in the form of seagoing service testimonials or a company letter signed by the owner or operator. This cannot be self-certified.

Conversion E

If you hold an OOW unlimited, Regulation II/1 that is eligible to obtain an FSE you must meet the following requirements to obtain a UK Officer of the Watch (yachts less than 3000 GT) CoC :

  • Hold the applicable ancillary technical and safety course certificates listed in Table A.
  • Hold a valid ENG1 (Medical Fitness Certificate) or accepted equivalent
  • Pass the OOW (yachts less than 3000 GT) oral examination.

Conversion F

If you hold a UK OOW unlimited, Regulation II/1 CoC you must meet the following requirements to obtain a Chief Mate (yachts less than 3000 GT) endorsement on your CoC :

  • 12 months’ seagoing service whilst holding an OOW Unlimited II/1 CoC ;

If you hold a UK OOW unlimited, Regulation II/1 CoC you must meet the following requirements to obtain a Master (yachts less than 3000 GT) CoC :

  • 24 months’ seagoing service whilst holding an OOW CoC ;
  • Pass an MCA approved Celestial Navigation examination;
  • Pass the Master (yachts less than 3000 GT) oral examination.

Conversion I

If you hold an OOW unlimited, regulation II/1 that is eligible to obtain an FSE you must meet the following requirements to obtain Master (yachts less than 500 GT) CoC :

  • 12 months’ seagoing service whilst holding OOW II/1 CoC ;
  • Seamanship and Meteorology (Master Yachts);
  • Stability (Master Yachts);

Conversion J

If you hold an OOW unlimited, Regulation II/1 that is eligible to obtain an FSE you must meet the following requirements to obtain Master (yachts less than 3,000 GT):

  • 24 months’ seagoing service whilst holding OOW II/1 CoC ;
  • Pass the Master (yachts less than 3,000 GT) oral examination.

Conversions from a Chief Mate or Master CoC or FSE

If you hold a Chief Mate unlimited, Regulation II/2, that is eligible to obtain an FSE you must meet the following requirements to obtain Master (yachts less than 3000 GT):

  • 12 months’ sea going service whilst holding Chief Mate CoC ;

If you hold an OOW Yacht, less than 3000 GT, Unlimited area Regulation II/1, CoC issued by the French, Italian or New Zealand Maritime authority you must meet the following requirements to obtain Master II/2 (yachts less than 500 GT) CoC :

  • 12 months’ onboard service and 120 days watchkeeping service whilst holding an OOW CoC ;
  • Navigation and Radar ( OOW yachts);
  • General Ship Knowledge ( OOW yachts);
  • Business and Law (Master Yachts) ;
  • Navigation, Radar and ARPA Simulator (Master Yachts)

Conversion O

If you hold an OOW Yacht restricted, less than 3000 GT, unlimited area regulation II/1, CoC issued by the French, Italian or New Zealand Maritime authority you must meet the following requirements to obtain Master II/2 (yachts less than 3,000 GT) CoC :

  • 24 months’ onboard service and 240 days watchkeeping service whilst holding an OOW CoC ;

Conversion P

If you hold a Master Yacht restricted, less than 500 GT regulation II/2, CoC issued by the French, Italian or New Zealand Maritime authority you must meet the following requirements to obtain Master II/2 (yachts less than 3000 GT):

  • 12 months’ onboard service and 120 days watchkeeping service whilst holding a Master Yacht II/2, Yacht CoC ;

Conversion Q

If you hold a Master Yacht restricted, less than 3,000 GT unlimited area, regulation II/2 CoC issued by the French, Italian or New Zealand Maritime authority you must meet the following requirements to obtain Master II/2 (yachts less than 3000 GT):

Ancillary Course Certificate Table

For the MCA’s acceptance of certificates from foreign Flag States for various certificates, please see Section 5 of MSN 1858 Amendment 1 or Section 4 of MIN 643

For the issue of a CoC :

A - For these Certificates the MCA will accept certificates issued under the authority of any IMO White List country.

B - For these Certificates the MCA will accept certificates issued under the authority of any EU/EEA Member State, and may accept those issued under the authority of Canada, New Zealand and South Africa.

C - For these Certificates the Certificates must be MCA-approved.

D - For these Certificates the MCA will accept certificates issued under the authority of any EU Member State and those listed on the approved list available from our website: www.gov.uk and search “GMDSS”.

Updating Training

You will be required to provide documentary evidence of either completing the training course or updating your training within the preceding 5 years for these certificates for all CoC applications. To satisfy Port State Control requirements you will need to hold evidence onboard your vessel of completing or updating your training within the last 5 years. Proficiency Survival Craft and Rescue Boats (Other than fast rescue boats) - (Restricted)

Proficiency Survival Craft and Rescue Boats (Other than fast rescue boats) - (Restricted), previously Non-STCW Advanced Sea Survival, may be accepted in lieu of Proficiency in Survival Craft and Rescue Boats for Yacht CoCs. Your CoC will be endorsed with the following limitation: “Not for use on ships equipped with davit launched lifeboats”

Non-STCW Advanced Sea Survival and Proficiency Survival Craft and Rescue Boats (Other than fast rescue boats) - (Restricted) must be updated every 5 years in line with Proficiency in Survival Craft and Rescue Boats. The MCA would recommend that all seafarers hold an STCW Proficiency in Survival Craft and Rescue Boats Certificate of Proficiency. This is due to potential problems of Port State Control Officers outside of the UK, not accepting non-STCW Advanced Sea Survival.

Any person operating any radio equipment must be appropriately qualified. The GMDSS course forms part of the education and training required to obtain a UK CoC . To obtain a UK CoC you must hold a valid GMDSS certificate issued by the UK or an administration recognised by the MCA. The certificate must have an STCW endorsement. For further information about the GMDSS and how to obtain an STCW endorsement, please refer to MSN 1864 amendment 1 or search our website www.gov.uk for “GMDSS”.

Medical Care

The Medical Care certificate is valid for a period of 5 years. This must be valid when you apply for your Certificate of Competency. If you serve on an EU-registered vessel as a Master or are the person in charge of medical care on a vessel operating in the unlimited area, you will need to have undertaken approved Medical Care training or a refresher course within the previous 5 years. This is the requirement of Article 4(1) (b) of Directive 92/29 EEC.

MCA Approved ECDIS Training is a mandatory requirement for OOW (yachts less than 3000GT), Chief Mate (yachts less than 3000 GT), Master (yachts less than 500 GT and 3000 GT).

If you are applying for a Master Code Vessel, less than 200 GT, CoC and do not complete an MCA-approved ECDIS course you will receive the following limitation:

“From the 1 January 2017 this certificate is not valid for service on ships fitted with ECDIS.”

The MCA have brought out the Master (code vessels <200gt), OOW (Yachts less than <500gt) CoC for those who hold a Yachtmaster Offshore or Yachtmaster Ocean, and would like to hold an MCA Master CoC.

There are 2 variants of the Master <200gt: ‘Limited to 150 miles from safe haven’ & ‘Unlimited area’.

If you hold the Yachtmaster Offshore CoC, you will get the limited Master <200gt CoC, if you hold the Yachtmaster Ocean CoC, you will get the unlimited Master <200gt CoC.

If your final aim is to achieve the Master <500gt or Master <3000gt CoC, you will need to have the OOW <3000gt CoC before you can move on to the Master CoCs.

In order to gain a Master <200gt CoC, you will need to do some classroom training, some sea service, and finally an oral exam.

Required Service:

You need to have 6 months of sea service on vessels of any size, whilst holding an RYA Yachtmaster Offshore or IYT Master of Yachts Limited certificate.

The courses you must undertake for Master <200gt are:

STCW Basic Safety Week certificates (PST or RYA Basic Sea Survival/PSSR/Elementary First Aid/Basic Fire Fighting) RYA or IYT Yachtmaster Offshore or Yachtmaster Ocean Shorebased & Practical certs (either sail or power). These need to be  Commercially Endorsed NOTE: you don’t need to have a shorebased Yachtmaster certificate if your Yachtmaster CoC was issued before 31st July 2003 GMDSS ROC (if YM Offshore is used) or GMDSS GOC (if YM Ocean is used) certificate ENG1 Medical certificate Human Element Leadership & Management (Operational) certificate

Updating Training for CoC applications – anyone serving on board ship, who holds any of the following certificates must, as of 1st January 2017, have documentary evidence of either completing the training course or updating training within the last 5 years:

  • Personal Survival Techniques
  • Proficiency in Survival Craft & Rescue Boats (CPSC & RB)
  • Proficiency in Fast Rescue Boats (PFRB)
  • Basic Fire Fighting
  • Advanced Fire Fighting

Applying for an NoE:

To do the final oral exam for Master <200gt, you will need a Notice of Eligibility. This document is issued once the MCA have assessed your eligibility, and an oral exam cannot be booked until the NoE is issued.

Your service needs to be proved with 2 forms of evidence for each vessel on which you are claiming service time. Usually a Testimonial and a Certificate of Discharge. If you have a discharge book, this can be used with a testimonial for each vessel, or if you are a member of the PYA they will attest your PYA logbook.

You must send a form of ID with your application. You can send a copy of your passport, signed by your Captain and with their CoC number noted, but you can also send any form of National ID – birth certificate or Discharge Book are usually easier to cope without!

Update to Electronic NoE application process & online oral exams

You will need to download the application form . You must complete the form and send all of your original certificates to the MCA. The NoE will be processed in about 28 days. Once the NoE is issued you are deemed eligible to take the oral exam.

What is the Master 200 and how is it reached?

The Master 200 qualification is the following level after Yachtmaster (Offshore or Ocean). If you took the M200 (limited) as only a YM Offshore, it is a simple stamp to add the Ocean later and become a M200 (unlimited).

There are two options of the Master 200. The preparation for both is the same, depends on your experience and knowledge:

  • The Master 200 (limited) can operate up to 150NM from a safe haven
  • The full Master 200 (unlimited) qualification allows you to operate globally.

Important: some countries don’t recognise these certificates.

  • Outside the UK the Master 200 is more recognised than the Yachtmaster.
  • If you qualified to the Master 200 automatically you qualified as a watch officer (OOW) on yachts up to 500 tonnes.
  • Skippers who hold the Master 200 qualification are considered step above those with the Yachtmaster and are more employable.
  • Is a bridging between the MCA/RYA Yachtmaster courses and the MCA Deck Officer Courses.

IYT Master of Yachts Unlimited Certification

The IYT Master of Yachts Unlimited Certificate qualifies you to work as:

  • Master of 200-ton yachts, all oceans
  • Chief Mate of 150-ton yachts up to 150 nautical miles offshore
  • Chief Mate of 200-ton yachts, all oceans
  • OOW (Officer of the Watch) on all oceans of a 500-ton yacht, all oceans

Deck officer

Master of Yachts Unlimited Prerequisites / Requirements:

  • IYT Master of yachts limited certificate (Or an MCA stamped notice of Eligibility)or - MCA Master (Code Vessel) < 200GT - MCA OOW certificate - MCA stamped Notice of Eligibility (NOE) - Marshall Islands Master (STCW II/3) < 350GT / Chief Mate (STCW II/3 <500GT) - AMSA Master less than 35m Near Coastal (Master <35m NC)
  • An ENG1 or other type of Seafarer medical certificate including an eyesight and color blindness check, less than 2 years old (must be within the expiration date of the given certificate if less than 2 years)
  • Either two trips of 250 miles, or one trip of 500 miles out of sight of land.- For areas where this may be difficult, (i.e. the Mediterranean or Caribbean); this out of sight of land requirement can be satisfied 20 miles or more from a shoreline. It is expected that a passage plan be made for that voyage, which would subsequently be used in the course for review and debriefing purposes leading to improvements by the final theory exam.
  • It is preferred that the passage(s) be carried out prior to the course being taken but it can be done afterward with extenuating circumstances). Please contact or view the IYT website for more information regarding this.

  • A final written exam on the last day (6th) of the course. (3 hour written exam).
  • The demonstration of practical sextant competencies including the taking of sun sights during the course.
  • The submission of a formal plan for an ocean passage. Please read or contact the IYT or an IYT approved training school for more information regarding this.

MASTER OF YACHTS 200 GT UNLIMITED (POWER / SAIL)

Courses and certifications are approved and issued by IYT Worldwide and recognized by MCA. Recognition by 25 governments has placed IYT MOY 200 GT accreditation at the top as the global standard of certification. The IYT Master of Yachts 200 GT Unlimited certificate is a qualification that gives the holder sufficient knowledge of celestial navigation to navigate globally using a sextant and to plan, undertake, and manage an ocean passage. The course also delivers a comprehensive understanding of the factors involved in routing and meteorology. ELIGIBILITY CRITERIA -Must be at least 18 years of age -The IYT Worldwide MOY Unlimited Programme is restricted to current holders of a valid IYT Worldwide MOY Limited Certificate. The MCA Master 200 is a progression from RYA Yachtmaster Offshore/Ocean qualification and is needed to work on crew transfer vessels where it is required to have MCA STCW qualification. The qualification allows Masters to take charge of a vessel up to 200gt.

The Master 200 Certificate of Competence (CoC) can be limited or unlimited. Limited allows operation of up to 150nm from a Safe Haven and Unlimited allows worldwide use.

The Syllabus is a lot larger and more in depth than the RYA Yachtmaster. It is not possible to cover everything in 6 days so a lot of study is required prior to, during and after the course. Support will be provided throughout your study. The topics covered include;

MCA Master 200 Oral Prep Course:  Is an online tutor led course, starting on the first Monday of each month. There are three sessions on the first Monday/Tuesday of the month, the second Monday/Tuesday of the month and the third Monday/Tuesday of the month. About the Course

The Master 200 qualification is the next rung up the ladder after Yachtmaster (Offshore and/or Ocean) Certificates of Competence. If you took the M200 (limited) as only a YM Offshore, it is a simple rubber stamp to add the Ocean later and become a M200 (unlimited).

The MCA / RYA Yachtmaster Certificates of Competence are written into UK legislation (as well as that of Australia, New Zealand and a few other countries). On a UK vessel, the qualification covers you legally up to 200 tonnes. Whilst RYA/MCA Yachtmaster CoCs are not written into the legislation of most countries, there are some countries (such as Portugal) that do informally recognise them as a valid qualification for commercial skippers. It is important to note, however, that there are still a few countries (including Italy and Monaco) that do not recognise the Yachtmaster CoC. The Master 200 is more likely to be recognised in law by all IMO countries (about 130 nations)

The Master 200 Certificate of Competence (CoC) is legally recognised by more national authorities outside the UK than the Yachtmaster CoC.

Those qualified to Master 200 are also automatically qualified as a watch officer (OOW) on yachts up to 500 tonnes.

Although the Master 200 CoC does not open any more doors legally in the UK for vessels under 200 tonnes than a Yachtmaster CoC already does, it is acknowledged that the Master 200 certificate holder will have had a considerable level of additional Skipper training. Skippers who hold the Master 200 qualification are therefore considered a step above those with the Yachtmaster and are ultimately more employable as a result. Some employers, particularly in the wind farm sector insist on this higher level qualification.

The Master 200 CoC is a good bridge between the MCA/RYA Yachtmaster courses and the MCA Deck Officer Courses.

In the workboat sector, the Master 200 CoC is a route to Master 500 (workboat) CoC.

Preparation Courses (5 days)

We start the course looking at Business, Law and Regulation so that we have a solid foundation for the rest of the week. On the first night one of your homework tasks is to review the Master 200 syllabus and outline what areas you would like particular help on over the remaining days.

We then run through our own syllabus and yours to ensure that we get consistent coverage of the Master 200 syllabus. For a standard course we would expect to refresh chart work skills with a quick test to check your background knowledge. We cover Electronic Navigation, Radar, Watch-keeping, Navtex, Bridge Procedure, Masters Responsibility, Watch Handover, ColRegs Rule 19 Restricted Visibility, GMDSS, Bridge Control Failure, Pollution Prevention, Pollution Incidents, Garbage Management, Stability, CoSWP, Musters, Legal Obligation and Crew Agreements.

The Master 200 syllabus is pretty vast and we suggest that you leave a slight gap between the prep course and exam in order to consolidate what you have learnt.

What is the Master 200/OOW 500?

The MCA Master (Code vessels less than 200GT) is very similar to the RYA Yachtmaster Offshore qualification but can be useful when operating from foreign ports when the port officials are more used to recognising MCA or Flag State qualifications. In some cases overseas administrations allow seafarers to operate the flagged vessels if they hold a MCA certificate referencing STCW. It can be used by skippers on vessels up to 200GT or by an OOW on vessels to 500GT. The Master 200 has different operational levels; ‘limited’, allowing operations up to 150 miles or ‘unlimited’ for worldwide use. Holders of Yachtmaster Ocean with a GOC GMDSS certificate are classed as unlimited. 

Gaining the Master 200

The MCA Master 200 – OOW 500 is gained after successfully passing an oral examination with an MCA examiner. There is no set MCA or RYA preparation course for the Master 200 – OOW 500 oral exam. 50% of the MCA Master 200 oral exam syllabus includes items covered in the RYA Yachtmaster training programme: Navigations, IRPCS, Meteorology, Chartwork etc. The remaining 50% of syllabus items are rarely covered or encountered in normal RYA training: Business and Law, MarPol, Stability, Bridge Procedures etc.

What is STCW and how does it effect me?

The International Standards of Training, Certification and Watchkeeping for Seafarers (STCW) is legally binding for signatory countries. The convention gives minimum legal standards for qualifications and training at sea, in short Captains, Mates, Watchkeepers, Engineers and Crew must complete this training.

Do I need STCW?

Yes, you are legally required to hold appropriate STCW qualifications to work on boats over 24m.

What is a Notice of Eligibility?

Before attending your final orals examination you must prove your eligibility to hold the Certificate of Competence. By completing form MSF 4343 for Masters, Chief Mates and Deck Officers / MSF 4278 for Engineer Officers together with proof of your sea time and experience to the MCA you will receive a notice of eligibility.

I have overseas qualifications, are they acceptable?

The MCA recognise some overseas qualifications, known as equivalencies. Some are accepted outright and some require additional training. You will need to apply for a Certificate of Equivalent Competency. You can do so by downloading and completing application form MSF 4203. Please consult the following Marine Guidance Notice MGN 221 (M) part 19 for a Merchant Navy application or MGN 220 (F) part 20 for a Fishing application. You will also need to check Marine Information Note (MIN) 163 (M & F) as this contains some recent changes to the requirements for obtaining a Certificate of Equivalent Competency.

Master 200gt is non-mandatory, what does that mean?

The Master 200gt is a STCW certificate designed as a bridging qualification between the RYA Yachtmaster and MCA Deck Officer Structure. The RYA Yachtmaster allows you to work either on vessels up to 24m or British registered vessels up to 200gt. Some overseas administrations do not recognise Yachtmaster qualifications without STCW endorsements. Master 200gt will enable students to overcome this problem.

What evidence do I need of sea time?

It is your responsibility to prove your record of yacht service and collect any testimonials from previous owners and captains. Anybody commencing Officer of the Watch training will need to present this information in a Training Record Book. If you are completing Yacht Rating Training you will need to complete a Yacht Rating Task Book.

What is a Training Record book / Yacht Rating Task book and where can I obtain them?

A Training Record Book is a log of your experience and sea time required for Deck Officer Training. A Yacht Rating Task Book is a log of your experience enabling you to achieve Yacht Rating Qualification. Both books are available at UKSA.

I have Engineering Training Qualifications. Will I have to train again?

The MCA recognises certain apprenticeships instead of training, but you still need sea time. Provide as much information as possible, including certification.

I am Merchant Navy or RN qualified. Can I work on a yacht?

Yes. MGN 156 and MGN 195M both give clear guidance on this. The MCA considers every case on an individual basis.

Can I start Deck Officer Training before I have the required sea time?

Yes. When you complete a module you will receive a course completion certificate which will have a three year validity, meaning you will need to finish the training modules and sit an oral exam within these three years. Failing to do so will result in the course completion certificate becoming invalid and you will then need to retake and expired modules.

What are the Service definitions?

  • Onboard Yacht Service is the time spent signed on a yacht irrespective of the vessel’s activity.
  • Actual Sea Service is time spent at sea which may include time at anchor or river and canal transits associated with a passage.
  • Stand-by Service is time moored whilst fully crewed, victualled, fuelled and stored ready to proceed safely to sea.
  • Yard Service is time when standing by a build, refit or repair.
  • Sea Service includes a combination of Actual Sea Service, Stand-by Service and/or Yard Service.
  • Watchkeeping Service is Actual Sea Service spent as a Watchkeeping Officer in full charge of a navigational watch for less than eight out of every 24 hours whilst the vessel is on a voyage.

  6. What is the Master 200 and how is it reached?

    The Master 200 qualification is the following level after Yachtmaster (Offshore or Ocean). If you took the M200 (limited) as only a YM Offshore, it is a simple stamp to add the Ocean later and become a M200 (unlimited). There are two options of the Master 200. The preparation for both is the same, depends on your experience and knowledge:

  10. Master 200/500 Oral Prep Course

    The MCA Master 200 is a progression from RYA Yachtmaster Offshore/Ocean qualification and is needed to work on crew transfer vessels where it is required to have MCA STCW qualification.   16. MCA & STCW Deck Officer Training

    The Master 200gt is a STCW certificate designed as a bridging qualification between the RYA Yachtmaster and MCA Deck Officer Structure. The RYA Yachtmaster allows you to work either on vessels up to 24m or British registered vessels up to 200gt. Some overseas administrations do not recognise Yachtmaster qualifications without STCW endorsements.
